Of 7 Stage 2 LRT Project Update November 2 To Stage 2 LRT Project Update November 2 to November 14, 2020 Overall The City of Ottawa’s Rail Construction Program is closely monitoring the COVID-19 situation and is in contact with the constructors about adhering to guidance provided by Ottawa Public Health and the Province of Ontario. Construction is underway across all three Stage 2 O-Train Extensions: • In the south, work is progressing well at the Walkley Maintenance and Storage Facility (MSF) and on multiple rail bridges including Airport Parkway, Uplands Road, Lester Road, Leitrim Road, Bowesville Road, Earl Armstrong Road, and Limebank Road. • In the east, Highway 174 road and utility relocation work are ongoing to make way within the centre median for LRT infrastructure. Bridge construction is underway at the East Rail Flyover Bridge, and on two new highway overpasses at the Montreal Interchange. • In the west, work at the Moodie Light Maintenance and Storage Facility, Queensview, Iris, Lincoln Fields, and Byron Linear Park is ongoing, including construction of the Lincoln Fields Flyover rail bridge. Cut and cover tunnel construction has commenced on the Parkway Tunnel. Preparatory works have also begun at the Moodie, Holly Acres and Pinecrest 417 interchanges. O-Train Trillium Line South Extension Existing Trillium Line: • Bayview Station and Trinity Pedestrian Bridge o Crews have mobilized for construction activities by preparing the laydown area. Survey stakes have been erected to mark the perimeter for the installation of fencing around the laydown area which is on the City’s land by Tom Brown Arena. The laydown area is required to facilitate and support construction activities and ensure the health and safety of TransitNEXT crew and the public. o Groundwork and crane pad construction on the east side of the site are ongoing. o Caisson drilling is underway for the Trinity Pedestrian Bridge. Crews began filling completed caissons with concrete in early November. • Gladstone Station: o Tree clearing at Beech Street is proceeding as planned from late October to mid-November to prepare for construction activities. Trees that fall within 5 metres of construction activity have been assessed and temporary fencing has been positioned around all those trees Page 1 of 7 identified as protected or tentatively protected. • Carling Station o The removal of rail and signal equipment has commenced. o Topsoil excavation is nearing completion and rock excavation is expected to commence the first week of November. o Fibre optic utility work has been completed. • Dows Lake Tunnel o Crews have completed the removal of rail, ballast and track ties. o Expansion joint sealing and crack injection work are ongoing. o Preparations are underway to start concrete patch repairs. • Carleton Station Multi-Use Pathways (MUPs) o The northside MUP to the underpass is closed to accommodate sanitary and storm sewer utility work. A temporary detour has been constructed to maintain access for pedestrians and cyclists. Removal of the existing underpass has begun. o The southside MUP is closed to accommodate ongoing excavation, and a temporary detour is in place to maintain access for pedestrians and cyclists. o 3 of 4 footings are completed for the southside MUP Underpass. o Abutment and wingwall construction are ongoing. o Deck widening construction and parapet are complete. o Masonry work is set to commence for the south MUP Underpass. • Mooney’s Bay Station o The removal of the shelters, light posts, and existing station is complete. o A MUP detour is in place to divert pedestrians and cyclists around the work zone. o Crews are encasing fiber cables in steel as part of local utility works. • Ellwood Diamond (VIA rail crossing) Rail Bridge o 2 out of 9 caissons are complete. o Preparations are underway for the demolition of the south-east Transitway and the Sawmill Creek bridges. Demolition will occur following utility relocations. • Brookfield (Ellwood) MUP o An existing segment of the Brookfield MUP closed in October. A temporary detour has been implemented and will be in place until the end of 2021. • Walkley Maintenance and Storage Facility (MSF): o Civil works for the underground utilities are advancing within the MSF yard, including the drainage and duct bank system. o Structural steel erection for the main building is complete and exterior shell work is underway. o Track welding work is complete at the MSF. The rail will be used in the new track construction. Trillium Line New Extension: • Walkley Station o Site preparations for Walkley Station are underway, including the construction of site access roads and the laydown area. o An existing segment of the Walkley MUP has been temporarily closed with a detour in place until fall 2021. • South Keys Station o Excavation for the future Station is complete and the temporary support for the existing utilities is being maintained. o Pile driving for the station foundation continues. o Track welding is underway for the construction of the new tracks. • Guideway between Greenboro and Hunt Club Road: o Sub-base construction is ongoing with light weight fill anticipated to begin in November. Page 2 of 7 • Hunt Club Rail Bridge & Pedestrian Bridge o Bridge work has commenced with preparatory activities underway for work on the retaining wall. o Crane pad construction is complete on the north side and is ongoing on the south side of Hunt Club Road. Caisson construction commenced the week of November 16 and is expected to continue until the end of November pending weather and schedule changes. o Traffic staging is setup with lane realignments on Hunt Club Road to facilitate work on the middle pier. A construction work zone has been established in the centre median on Hunt Club Road. o Two lane access will be maintained on both the eastbound and westbound lanes of Hunt Club Road for vehicles, buses and cyclists to share the lanes. o Overnight utility work is required to complete the duct bank construction to relocate overhead utilities to underground. • Guideway between Hunt Club Road and Leitrim Road: o Sub-base and sub-ballast work are ongoing. o Ballast and tie placement are also ongoing. • Airport Parkway Rail Bridge o Bridge deck pre-cast panel installations are complete. o The bridge deck pour was completed on November 12. o Bridge embankment work is also ongoing. • Airport Elevated Guideway: o Caisson drilling is complete and 16 of 17 columns have been poured. o 9 of 12 pier caps have been completed. o Girder installation continues with 18 girders erected to date. o Bridge deck formwork in Spans 1 and 2 are ongoing. Deck pours for Spans 1 and 2 (Guideway Deck) are tentatively scheduled for mid- November. o Bridge deck formwork in Spans 3 and 4 are underway. o Excavation and embankment work between the Airport Elevated Guideway and Uplands Drive Rail Bridge continues. • Uplands Drive Rail Bridge: o Bridge deck pre-cast panel installations are complete, and bridge embankment works are wrapping up. o Reinforcing steel installation and deck formwork are completed. o Bridge deck pour was completed. o End diaphragm, wingwall, and parapet construction are underway. • Lester Road Rail Bridge: o Bridge deck pour was completed. o Diaphragm construction is complete. o Parapet wall construction are ongoing. o Construction continues for the installation of a Mechanically Stabilized Earth (MSE) retaining wall at Lester. o Excavation and embankment work are ongoing between Lester and Hunt Club. • Leitrim Road Rail Bridge: o 3 of 4 caissons are complete. o Construction continues for the installation of a Mechanically Stabilized Earth (MSE) retaining wall. o The installation of a new watermain valve under the eastbound lane of Leitrim Road was completed. • Mosquito Creek Bridge o 8 of 8 caissons are complete. o Cofferdam installations are underway. • Bowesville Road Rail Bridge: o Bridge deck rebar work is complete. Page 3 of 7 o The bridge deck concrete pour occurred in late October. o The parapet wall construction is ongoing. • Bowesville Station: o Ground improvement work continues between Earl Armstrong Road and Bowesville Road in preparation for station construction. o Embankment construction and pile driving for the station are ongoing. • Earl Armstrong Rail Bridge: o North and south abutments are complete. o Overhead utility work is complete. o Overnight girder installation is complete. • Limebank Elevated Guideway: o Caissons are complete and 4 of 10 columns are complete. o 2 of 5 pier caps are complete. o Ground improvement work continues. • Limebank Station: o Site preparations for Limebank Station have commenced. o Preparations are underway for storm sewer works and piling in late October through mid-November. Page 4 of 7 O-Train Confederation Line East Extension • Highway 174 Roadworks - Blair Road to Place d’Orleans o Eastbound lane reconfiguration continues east of Sir George Etienne Cartier Parkway to Place d’Orleans. The first area of focus has been the widening at Orleans Boulevard Overpass. Widening towards the median is complete. o Utility relocation near Orleans Boulevard will begin in late November. o Highway 174 reconfiguration is underway near Jeanne d’Arc Boulevard. o Westbound Highway 174 will be closed from the Jeanne d’Arc Boulevard to Montreal Road on the weekend of November 20 to 23. This work will allow crews to complete the finishing works on the new westbound Montreal Road Bridge. Traffic will be detoured between Jeanne d’Arc Boulevard and Montreal Road via St. Joseph Boulevard. Motorists will be able to re-enter Highway 174 at Montreal Road. • East Rail Flyover Bridge (East of Blair Road) o Columns 4, 5 and 6 are complete. o Crews have completed pouring pier cap 2.

Proponent Teams were instructed, through the guidelines outlined in the Project Agreement (PA), to design stations that will integrate with Stage 1, which include customer facilities, accessibility features, and the ability to support the City’s Transportation Master Plan (TMP) goals for public transit and ridership growth. The station features planned for the Stage 2 LRT Project will be designed and built on these performance standards which include: Barrier-free path of travel to entrances of stations; Accessible fare gates at each entrance, providing easy access for customers using mobility devices or service animals; Tactile wayfinding tiles will trace the accessible route through the fare gates, to elevators, platforms and exits; Transecure waiting areas on the train platform will include accessible benches and tactile/Braille signs indicating the direction of service; Tactile warning strips and inter-car barriers to keep everyone safely away from the platform edge; Audio announcements and visual displays for waiting passengers will precede each train’s arrival on the platform and will describe the direction of travel; Service alerts will be shown visually on the passenger information display monitors and announced audibly on the public-address system; All wayfinding and safety signage will be provided following the applicable accessibility standards (including type size, tactile signage, and appropriate colour contrast); Clear, open sight lines and pedestrian design that make wayfinding simple and intuitive; and, Cycling facilities at all stations including shelter for 80 per cent of the provided spaces, with additional space protected to ensure cycling facilities can be doubled and integrated into the station’s footprint.

P A G E ii FORWARD THINKING | SURP 824 EXECUTIVE SUMMARY The Pinecrest Foster Farm community, located in the City of Ottawa’s west end, is anticipating the arrival of the Pinecrest light rail transit (LRT) station in 2023. Ottawa Community Housing (OCH), as a major affordable housing provider in the City, and as a major property owner in the area, has a key interest in ensuring that affordable housing is provided near the LRT station. OCH, with support from the City of Ottawa, has retained the Project Team to create a concept plan of what Ottawa’s Pinecrest Foster Farm community might look like if it were redeveloped according to transit-oriented development (TOD) principles. The Concept Plan is looking to a final build-out in 2035. The vision for Pinecrest Foster Farm is to create an inclusive, mixed-use, and transit-oriented community that is a safe and liveable environment for residents and visitors. The geographic scope for this project is differentiated by the Study Area, the site, and OCH-owned property (Figure 1). The Study Area defines a broad area of interest surrounding the future Pinecrest LRT Station, with a focus on lands north of the Highway 417 and west of Pinecrest Road. The site, which is comprised of key lands to be considered for redevelopment, is the focus of the Concept Plan. The site itself is comprised of nineteen hectares of land, which include OCH, municipal, and provincial properties, as well as a few key non-residential private properties.

BACKGROUND The purpose of this study undertaken in partnership with the National Capital Commission (NCC) was to identify projects within the Transportation Master Plan (TMP) and other transportation projects that have emerged since the completion of the TMP that could have an impact on the environmental integrity of the federal Greenbelt lands. By examining the cumulative effects of the construction of this infrastructure on the Greenbelt lands, a framework now has been established to ensure that the associated Environmental Assessments (EAs) that require federal approval will move forward more expediently. 2 One of the NCC’s mandates is to protect the Greenbelt. Current practice has been that the NCC only comments or provides input on projects that are identified in its Greenbelt Master Plan (GBMP).
