However, should representations be received following public availability of reports the signatory will consider the effect which such representations should have upon the final decision. 9 Constitution and Corporate Governance Unit will enter these dates Design & Cost Report AGENDA Capital Scheme No. ITEM NO.:1792/2006 Parent Scheme No. DCR Clearance No. REPORT TO THE DIRECTOR OF CITY SERVICES AND THE DIRECTOR OF DEVELOPMENT SUBJECT: WALTON AND THORP ARCH VILLAGES – 30MPH SPEED LIMIT ORDER Electoral Wards Affected : Specific Implications For : WETHERBY Ethnic Minorities Women Disabled People Executive Board Eligible for Call In Not eligible for Call In Decision 1.0 PURPOSE OF REPORT 1.1 The purpose of this report is to: i) approve the advertising of a draft Speed Limit Order to reduce the speed limit from 60mph to 30mph on a number of roads in Walton and Thorp Arch villages; ii) obtain approval for the detailed design and implementation of a 30mph speed limit; and iii) obtain authority to incur expenditure of £7,500. 2.0 BACKGROUND 2.1 The Walton and Thorp Arch Parish Council and Wetherby Ward Members have made representations to the Highways Authority to consider altering lengths of road in both villages from national speed limit to 30mph. 2.2 The main concerns raised were regarding the part length on Wighill Lane within the built up frontage in Walton Village and the length of Dowkell Lane in the vicinity of Lady Elizabeth Hastings Primary school. ORIGINATORS NAME: ANDREW KENDALL DATE: 25 MAY 2006 TELEPHONE NUMBER: 0113 3951469 FAX NUMBER: 0113 3952101 2.3 A traffic speed and volume survey was taken along Wighill Lane and the results are as follows: Direction Average daily flow 85th % ile speed Mean speed Eastbound 4163.6 35.2mph 29.83mph Westbound 4271 37.4mph 30.89mph 2.4 In the last 5 year period there have been three recorded slight accidents of which one involved a pedestrian along the length of Wighill Lane and one serious accident as the road runs into Wetherby Road. Accident studies have in the past expressed concern over this site and recommended action, as have local residents. 2.5 In Thorp Arch it is accepted that the existing position outside the school for the terminal point for the 30/60mph limit is not appropriate and should be moved in an easterly direction in advance of the school car park. 2.6 As a result of the previous injury accident record, 4 speed cameras were installed along Wetherby Road/Wighill Lane in 2003. Since their introduction the vehicle speeds and the number of injury accidents have reduced. 3.0 DESIGN PROPOSALS/SCHEME DESCRIPTION 3.1 Wetherby Road and Wighill Lane serves Thorp Arch trading estate and has seen increasing volumes of traffic and development in the area since the establishment of the existing speed limit. It is proposed to introduce a 30mph speed limit on Wetherby Road and Wighill Lane extending from approximately 100 metres west of its junction with School Lane in an easterly direction to a point just to the west of the Inholmes Lane track. The proposals for Walton village are also to extend the existing 30mph speed limit on School Lane to the junction with Wetherby Road and extend the limit on Hall Park Road and Spring Lane out of the village approximately 84 metres and 146 metres respectively. 3.2 As part of the scheme the speed cameras along Wetherby Road/Wighill Lane will have to be removed. This is because they will no longer conform to National Government criteria for the operation of speed cameras. This work will be carried out (and funded) by the West Yorkshire Safety Camera Partnership. 3.3 In Thorp Arch it is proposed to relocate the existing 30mph speed limit on Dowkell Lane, there was general agreement by all parties that the current position adjacent to the school car park for the change in speed limit from un-restricted to 30mph is inappropriate. Therefore it has been agreed to re-site this some distance in an easterly direction in advance of the Thorp Arch school to reduce vehicular speeds as they approach the school. 3.4 There have been requests received for the unrestricted speed limit on Church Causeway and Walton Road to be changed to 30 mph for its whole length. The speed counts shown in the table below for Church Causeway and Walton Road suggest that a 30mph speed limit is not appropriate and the existing limit should remain in place. The Police have been consulted and do not approve a change in limit on these roads based on the speed count below and the predominantly rural frontage. 3.5 A traffic speed and volume survey was taken along Church Causeway and Walton Road Lane and the results are as follows: Direction Average daily flow 85th % ile speed Mean speed Church Causeway 1300 47.5mph 39mph Walton Road 1500 47.5mph 39mph 3.6 The Highway Authority will clearly define the entry to the 30 mph speed limits by providing village gateway treatment subject to approval by the Local Parish Council. Gateways are installed at entrances to towns and villages and remind drivers that they are entering a residential area. They help to reinforce the speed limit and also help to remind drivers of the change in road environment by highlighting the speed limit changes. 3.7 ‘Gateway’ treatment in the form of speed limit roundel and ‘sharks teeth’ carriageway marking possibly on red surfacing will be considered, subject to the local Parish Council’s giving their approval. Some Parish Council’s do not support the introduction of these markings for environmental reasons. 3.8 The proposals are detailed on the enclosed drawing number TM_E-33_1-48. 3.9 The objectives of the proposals are: i) to reduce the number of road accidents on Wighill Lane within the Walton Village; ii) to improve the local environment in both villages by reducing traffic speeds; and ii) to meet as far as possible the preferences and aspirations of the local community whilst meeting the requirements of the Emergency Services.

A small moated enclosure, containing the remains of a building, with sixteenth century pottery finds, may have been a hunting lodge, associated with the deer park. Within the park lay the site of an Augustinian priory, Healaugh Park Priory, which has evidence of a surrounding precinct wall that may have enclosed gardens. Following the Dissolution of the monasteries the priory buildings were converted to an Elizabethan manor house, Healaugh Manor (Figure 1). During this second phase of development the house was surrounded by orchards and gardens contained within an ornamental moat. The wider deer park was also reshaped at this time to create a smaller parkland enclosed by a park pale bank and ditch. The third phase in the late 1 seventeenth century saw the creation of more elaborate garden features, as an axial walk and tree avenue, terminating in a half-moon, were laid out.
