December 1997 Political Science Governmentality and the History of Statistical Reason (203 pp.) Director: Bill Chaloupka Governmentality is the late Michel Foucault's neologism for governmental rationality. By rationality Foucault meant the particular way in which an object or process is conceived and from this the logic by which it is acted upon. The art of government is the application of rationality in a specified way through practical techniques and principles upon objects and process constituted as political by such rationality. I use these concepts of governmentality and the art of government to examine the history of statistical thought and practice. From this examination I illustrate the historical forms assumed by statistical reason and its interaction and relationship with the historical forms assumed by the art of government. Through this examination I show statistics to be a technology of government. The goal of this paper is to trace, in a general way, the transformations that have occurred in governmental and statistical reason. I describe the role of statistics in the transition from an essentialist epistemology to a non- essentialist, relational or systems based formulation of objective rational knowledge. It is my thesis that the development of theories of complex dynamic systems understood explicitly as cybernetic information processing systems constitutes a fundamental shift in how process and change are understood. I argue that such theories constitute the basis of a new way of conceiving of the objects of government and hence is leading to new ways of governing them, a new art of government. Conclusion ....................................... 187 Chapter 1: Introduction Michel Foucault's concept of governmentality is a useful way to analyze phenomena that seem political on their face yet prove difficult to specify precisely how they produce their political effects. In the late twentieth century, information is just such a phenomena. Information is a term that elicits numerous definitions and explanations. It is widely recognized that information is somehow involved in the current political order. Names attempting to capture this new order such as "information age," "post-industrialism" or "global society" are thrown around with abandon. Such conceptions, however, tend to describe information as some sort of new commodity or the result of a new social process without attempting to delve into what this process might be or what sort of exchange system might be implied by this new commodity. I suggest that information constitutes more than just a new commodity. It is a new way of conceiving of the dynamics of complex processes such as society. It is also a technical knowledge which allows what Foucault calls the art of government to proceed in new ways according to this new conception of society. Further, this new conception and these new political practices are intimately linked with statistics. In this paper I attempt to illustrate this link by showing the intimate relationship between the thought and practice of statistics and that of government. Through illustrating the history of this relationship I arrive at the 1 thesis that a new mode of governing is, in fact, emerging that takes as its object a new formulation of society as a complex information processing system. This transition can be seen through an analysis of the evolution of the art of government, especially in terms of the evolution of statistical reason. Foucault's concept of the art of government takes a wide view of what constitutes the political. This is because many different disciplines with many different objects of analysis are involved in elucidating the world and producing knowledge about it. Governing is an activity that requires knowledge and thus has a close relationship to its production. This is perhaps not so controversial. It is Foucault's particular way of conceiving the relationship between knowledge and governing, however, which has generated intense interest and criticism. Foucault's thought is a product of the post World War II emergence of dynamic systems in which the conception of things, ideas or processes linked to unchanging and essential natures has given way to conceptions of things, ideas and processes as relational, contextual and contingent. This includes the relationship between government and the production of knowledge. For Foucault, the link between knowledge and governing is a two way street. The activity of governing is implicated in ways of knowing because ways of knowing implicate ways of governing. The production of rational knowledge, no matter the discipline, is therefore a political act. From a critical point of view this perspective too is not so scandalous. But for Foucault, the link between governing, knowledge and rationality is not to be understood in terms of the ideological uses to which rational knowledge may be put, the idea of the illegitimate use of legitimate knowledge. The link is much deeper and more complex than that. For Foucault, there is no objective ground to judge legitimacy. Rather legitimacy is the result of an agonal contest. Not only a contest of wills, but a contest of evolution an effect of the continuous change in the art of government. For legitimacy is linked not only to individual thinkers but the larger system of thought within which individuals and their own thought processes exist. By art of government Foucault means the application of practical techniques and principles rationally applied to rationally understood objects for the purpose of affecting this object in a specified way. It also refers to the reflection upon the specific strategies and techniques by both those who implement them and those who are the targets of them.1 The art of government is unique from other historical forms of rule in its interrelationship with knowledge. Government as an art began to emerge when knowledge ceased to be solely the effect of religious interpretation and became connected to investigation into and experimentation upon the material world. In doing this it also operates as a critique of what is often termed 'resourcism', a way of evaluating nature which only accounts for its utility for human use and does not give any acceptance to the idea of protecting nature for its own sake, or any conception of a nature that cannot be managed. By utilizing a study of the govern-mentalities emerging throughout liberalism, welfare-liberalism and neoliberalism I argue that this form of 'knowing' nature-as-resource has always been internal to rationalities of liberal government, but that the bracketing out of other moral valuations to the logic of the market is a specific function of neoliberal rationalities of governing. I then seek to offer an analysis of the implications for this form of nature rationality, in that it is becoming increasingly globalized, and with that bringing more aspects of nature into metrics for government, bringing new justifications for intervening in „deficient‟ populations under the rubric of „sustainable development. I argue, that with this a new (global) environmental subject is being constructed; one that can rationally assess nature-as-resource in a cost-benefit logic of wise-use conservation.

This lecture, which became known simply as ‘‘Governmentality’’, was first published in Italian, and then in English in the journal Ideology and Consciousness in 1979. In 1991 it was reprinted in The Foucault Effect, a collection which brought together work by Foucault and those inspired by him (Burch- ell, Gordon, & Miller, 1991). Developing from this single lecture has been a veritable cottage industry of material, across the social sciences, including geography, of ‘governmentality studies’. In late 2004 the full lecture course and the linked course from the following year were pub- lished by Seuil/Gallimard as Se´curite´, Territoire, Population: Cours au Colle`ge de France (1977e1978) and Naissance de la biopolitique: Cours au Colle`ge de France (1978e1979) [The Birth of Biopolitics]. The lectures were edited by Michel Senellart, and the publication was timed to coincide with the 20th anniversary of Foucault’s death. They are currently being translated into English by Graham Burchell, and we publish an excerpt from the first lecture of the Security, Territory, Population course here. Given the interest of geographers in the notion of governmentality, the publication of the lectures is likely to have a significant impact. The concept of governmentality has produced a range of important studies, including those in a range of disciplines (see, for example, Barry, Osborne, & Rose, 1996; Dean, 1999; Lemke, 1997; Senellart, 1995; Walters & Haahr, 2004; Walters & Larner, 2004) as well as some analyses from within geography (Braun, 2000; Cor- bridge, Williams, Srivastava, & Veron, 2005; Hannah, 2000; Huxley, 2007; Legg, 2006).

As I watched CNN that morning I saw footage of one of the hijacked planes collide with the second tower and later as both towers crumbled. I tried to grasp the significance of what had happened on my way to school but was still quite bewildered when I entered my office, which I shared with four other graduate students. One of my officemates frantically called her friends in New York until she confirmed they were okay. In the offices down the hall several other colleagues were having similar reactions. I went through the rest of the day emotionally numb, still unable to really comprehend the totality of the day’s events but knowing it must be great. Late that afternoon, as I sat on a large curved concrete bench outside the university’s museum, a late 1960s Ford Bronco with four young passengers began to make several passes in front of me. Two males were sitting in the front bucket seats and two females were sitting in the back. The Bronco was olive green and had a faded black roll bar and no top. The students had duct­taped an American flag on the back of the roll­bar, and it stood about two feet above the upper rung. There was no cheering from any of the students, no anti­Afghani nor anti­Iraqi slogans.

NEOLIBERAL GOVERNMENTALITY: FOUCAULT ON THE BIRTH OF BIOPOLITICS The political, ethical, social, philosophical problem of our days is not to liberate the individual from the State and its institutions, but to liberate ourselves from the State and the type of individualisation linked to it (Foucault, 1982, p. 216). Power is exercised only over free subjects, and only insofar as they are free. (Foucault, 1982, p. 221). INTRODUCTION In his governmentality studies in the late 1970s Foucault held a course at the Collège de France the major forms of neoliberalism, examining the three theoretical schools of German ordoliberalism, the Austrian school characterised by Hayek, and American neoliberalism in the form of the Chicago school. Among Foucault’s great insights in his work on governmentality was the critical link he observed in liberalism between the governance of the self and government of the state – understood as the exercise of political sovereignty over a territory and its population. He focuses on government as a set of practices legitimated by specific rationalities and saw that these three schools of contemporary economic liberalism focused on the question of too much government – a permanent critique of the state that Foucault considers as a set of techniques for governing the self through the market. Liberal modes of governing, Foucault tells us, are distinguished in general by the ways in which they utilise the capacities of free acting subjects and, consequently, modes of government differ according to the value and definition accorded the concept of freedom. These different mentalities of rule, thus, turn on whether freedom is seen as a natural attribute as with the philosophers of the Scottish Enlightenment, a product of rational choice making, or, as with Hayek, a civiliz- ational artefact theorised as both negative and anti-naturalist.

    1 "The Birth of Bio-Politics" – Michel Foucault's Lecture at the Collège de France on Neo-Liberal Governmentality From 1970 until his death in 1984, Michel Foucault held the Chair of "History of Systems of Thought" at the Collège de France.1 In his public lectures delivered each Wednesday from early January through to the end of March/beginning of April, he reported on his research goals and findings, presenting unpublished material and new conceptual and theoretical research tools. Many of the ideas developed there were later to be taken up in his various book projects. However, he was in fact never to elaborate in writing on some of the research angles he presented there. Foucault's early and unexpected death meant that two of the key series of lectures have remained largely unpublished ever since, namely the lectures held in 1978 ("Sécurité, territoire et population") and in 1979 ("La naissance de la biopolitique").2 These lectures focused on the "genealogy of the modern state" (Lect. April 5, 1978/1982b, 43). Foucault deploys the concept of government or "governmentality" as a "guideline" for the analysis he offers by way of historical reconstructions embracing a period starting from Ancient Greek through to modern neo-liberalism (Foucault 1978b, 719). I wish to emphasize two points here, as they seem important for an adequate assessment of the innovative potential of the notion of governmentality. First of all, the concept of governmentality demonstrates Foucault's working hypothesis on the reciprocal constitution of power techniques and forms of knowledge. The semantic linking of governing ("gouverner") and modes of thought ("mentalité") indicates that it is not possible to study the technologies of power without an analysis of the political rationality underpinning them.

Andrew Knighton University of Minnesota In a 1986 conversation with Robert Maggiori (published in English in Negotiations, Columbia University Press, 1995), the French philosopher Gilles Delenze cautioned against regarding Michel Foucault as a sort of "intellectual guru." Instead, in defiance of a trend whose momentum has yet ceased to abate, he insists on situating Foucault in a larger conversation—with the theorists that were his contemporaries, with the problems in his work, and with himself. A Foucault lecture, then, is seen to resemble less a sermon than it does a concert—the performance of "a soloist 'accompanied' by everyone else." In spite of that caveat, Deleuze concludes, simply, that "Foucault gave wonderful lectures." This assertion of Foucault's oratorical acumen will surprise few who have read, for example, his inaugural lecture at the College de France in 1970 ("The Order of Discourse"). Even less surprising is that some of his lectures prove better than others. As we are reminded by the editor of Semiotext(e)'s Fearless Speech (a collection of talks delivered as part of a 1983 Berkeley seminar entitled "Discourse and Truth") these transcribed lectures do not reflect Foucault's notes or intentions, and, being published after his death, lack his imprimatur. And while this may partially account for their occasional flatness, they are further hindered by having to stand on their own, without the contextualization necessary to animate their themes. Fearless Speech can, however, come alive, if regarded as an index of a crucial turning point in the development of Foucault's thought.

If only the fittest would survive, the problem was no longer about how to differentiate between species, as it had been for the philosophical tradition since Aristotle, but how to articulate differences within a species. This dissertation analyzes the complex relationship between biology, politics and power that emerged in late Victorian literature. I examine the ways in which biological thinking was never limited to biology itself, nor was it a metaphorical technique used to describe social relations or simply a way to transcribe a political discourse into biological terms. I argue that the difference between biology and politics completely collapsed, and that this indistinguishability functioned to expand and justify British colonialism. Inspired by Michel Foucault’s work on biopower, I demonstrate and expand his theory of nineteenth century biopolitics as a form of power that takes biological life as both its subject and object through a series of regulatory controls leveraged at entire populations.
