Water and oxygen are existing in enormous quantities, but both substances are limited to the amounts Othat have been present on Earth since the Quaternary Period. However, the strength of life is extraordinary and unforeseeable, and when facing shortage or even lack of certain essential substances, surprising evolutionary mechanisms are set in motion in order to ensure its own continuity. Thales from Miletus (636 –546 B.C.), a pre-Socratic Greek philosopher - who is often considered the first philosopher and the father of Western philosophy - stated that “Hydor (water) is the beginning of everything”. As a matter of fact, our life begins in water, which, by its very nature, is a source of life. People have always had to deal with the need of having enough water for their uses and subsequently to manage appropriately the produced wastewater. The availability of high quality water, as well as safe management of the produced wastewater, have been a prerequisite for urban development in every part of the world. This intuition of the first pre-Socratic philosopher has been confirmed by modern science which considers water and its cycle the basis for life on our planet and recognizes it as what differentiates Earth from other planets in our system. It has to be agreed that, since air and water are essential to life, they should be considered common goods of nature – goods that belong to all humanity and all living beings. There is no doubt that air is for everyone and belongs to everyone. Therefore, given its diffusity, it has occurred to no one to use air distribution as an instrument of power. Water is at the center of economic and social development: it is vital in order to maintain health, grow food, generate energy and create jobs while sustaining the natural environment. However, a fair and equitable global water management is far from being achieved. The most severe outcome of water scarcity is drought. Drought impacts lives and livelihoods through many different dimensions, including food insecurity and land degradation. In the case of prolonged drought coupled with degraded agricultural land, people might move to nearby fertile rural 6 Water and Human Rights areas or to urban areas in order to access basic services, including water supplies. As recalled in the subsequent article on “Water and Migration”, drought-related migration has long been a hidden category of migration due to the challenges of data collection. Although no global estimates are available on the number of people moving solely because of water scarcity and/or drought, context-specific data is becoming available in a diverse range of countries (e.g. Angola, China, Iran, Uganda) with water insecurity being identified as a key push factor to migrate. The vital necessity of water to humanity can also be translated in its strategic importance for the establishment and maintenance of peace in the world. As elaborated in the article “Water as a Path towards Peace”, water is a dimension of what is referred to today as resource security. As early as 2450 to 2400 BC, surface water was diverted by Urlama, King of Lagash, and his son, to deprive the neighboring land of Umma and its city of Girsu of water1 . To do so I trace the architectural devel- opments of international law’s organizational and administrative spaces during the early to mid twentieth century. These architectural endeavours unfolded in three main stages: the years 1922–1926, during which the International Labour Organization (ILO) building, the first building exclusively designed for an inter- national organization was constructed; the years 1927–1937 which saw the great polemic between mod- ernist and classical architects over the building of the Palace of Nations; and the years 1947–1952, with the triumph of modernism, represented by the UN Headquarters in New York. These events provide an illu- minating allegorical insight into the physical manifestation, modes of self-expression, and transformation of international law during this era, particularly the relationship between international law and the func- tion and role of international organizations.     Scientific Programme Committee Mr. Jon Lane, Independent Consultant Jon Lane is the current Chair of the Scientific Programme Committee of the World Water Week. He is a British civil engineer by profession who has worked since the late 1980s in water and sanitation for poor people in developing countries, with a particular interest in sanitation and hygiene promotion. From 1994 to 1999 he was Chief Executive of WaterAid, which was the recipient of the Stockholm Water Prize in 1995. From 2007 to 2012 he was Executive Director of the Water Supply and Sanitation Collaborative Council, during which time WSSCC created the Global Sanitation Fund. Currently he works as a consultant mainly in policy and strategy at the global and national level relating to sanitation and water in developing countries. Since 2014 he has served as an Independent Director of the Toilet Board Coalition. He has advised and worked with many leading organisations in this sector, and has chaired or served on various committees including the Sanitation and the Water for All Steering Committee, the Global Water Partnership Steering Committee, and the World Bank Water and Sanitation Program Advisory Committee. He has attended World Water Week frequently since 1995 and contributed to many conferences and publications. He holds M.A from Cambridge University in Engineering, and is a Fellow of the Institution of Civil Engineers, a Member of the Malawi Institution of Engineers, and an Officer of the Order of the British Empire.     GWI UPDATE – 11 July 2018 GWI marks World Youth Skills Day and recognises that #SkillsChangeLives for women and girls around the world — — Graduate Women International News Open-Mindedness and Traditions: Expert Mechanism on the Rights of Indigenous Peoples (EMRIP) inaugurates their 11th session The start of the 11th session of the EMRIP took place 9 July at the Palace of Nations, Geneva. On behalf of its members Graduate Women International (GWI) participated in the opening ceremony where Indigenous people from all around the world united in the Human Rights and Civilization Alliance Chamber to celebrate their ancestors, their culture and to begin the discussion of this year’s theme of free, prior and informed consent aimed toward the achievement of the Universal Declaration on the Rights of Indigenous Peoples (UNDRIP). In preparing for this session, EMRIP drew information from a broad variety of stakeholders and sources including: States, Indigenous peoples, civil society, academics, the Special Rapporteurs on the Rights of Indigenous Peoples; Universal Periodic Review; United Nations and other multilateral actors. Throughout EMRIP participants will explore new partnerships based on human rights, mutual respect and tolerance for the views of each other. The session outcomes will be submitted to the Human Rights Council at its thirty-ninth session (September 2018). The session was opened with a ceremony and prayer given in Mohawk, an Iroquoian language spoken by the Mohawk people, a native community located in the north east of United States and south east of Canada, which was followed by an English translation. Mr. Howard Thomson, the Indigenous speaker opening the session, expressed that his intention was to encourage open-mindedness and he expressed gratitude to mother earth, who provides us life and resources and to the forces of nature, who veil for the creatures of mother earth by giving them warmth and light.
