USDA is an equal opportunity provider and employer Preface The Record of Decision for Amendment to Forest Service and Bureau of Land Management Planning Documents within the Range of the Northern Spotted Owl including Standards and Guidelines for Management of Habitat for Late-Successional and Old Growth Related Species (herein called The President’s Plan), describes four components including riparian reserves, key watersheds, watershed analysis and watershed restoration. This report addresses those components with the exception of key watersheds, of which there are none in the Upper Sacramento River sub-basin. The outline of this report follows recommendations from Version 2.1 of the Ecosystems Analysis at the Watershed Scale Review Draft of March 1995. To fully understand this analysis, the reader must be familiar with the above documents and the Land and Resource Management Plan for the Shasta-Trinity National Forests (herein called The Forest Plan). Announcements were published in three local newspapers and two regional newspapers inviting public input to this analysis. Over seventy letters were sent to known interested people and organizations, inviting their participation and input. An Open House was held on April 18, 1995 where resource specialist on the Headwaters Team presented information on existing conditions and management direction for the Headwaters Watershed. No new information or issues were identified from public input to this analysis. Based on museum and literature records, seventeen species were known to occur in this region. All seventeen were identified during this study: fourteen by capture and release, and three by acoustic detection only (Euderma maculatum, Eumops perotis, and Lasiurus blossevillii). Mist-netting was conducted at nineteen sites in a six county area. There were marked differences among sites both in the number of individuals captured per unit effort and the number of species encountered. The five most frequently encountered species in net captures were: Myotis yumanensis, Lasionycteris noctivagans, Myotis lucifugus, Eptesicus fuscus, and Myotis californicus; the five least common were Pipistrellus hesperus, Myotis volans, Lasiurus cinereus, Myotis ciliolabrum, and Tadarida brasiliensis. Twelve species were confirmed as having reproductive populations in the study area. Sampling sites were assigned to a habitat class: young growth (YG), multi-age stand (MA), old growth (OG), and rock dominated (RK). There was a significant response to habitat class for the number of bats captured, and a trend towards differences for number of species detected.

    THE WINTU AND THEIR NEIGHBORS: A VERY SMALL WORLD-SYSTEM Christopher Chase-Dunn Department of Sociology Johns Hopkins University Baltimore, ND 21218 ABSTRACT The world-systems perspective analyzes the modern international system. This approach can be applied to long range social evolution by studying smaller regional intersocietal systems such as the late pre-contact Wintu and their neighbors. Three questions: 1. What was the nature of integration among wintu groups and between them and neighboring groups? 2. What are the spatial characteristics of this network regarding fall­ off of the impact of events? 3. Was there regional soc~ally­ structured inequality in this system? Archaeological data may allow estimation of extent and rate of Wintu expansion, obsidian trade patterns, settlement sizes, and other features of this little world-system. INTRODUCTION This paper describes a theoretical approach for the comparative study of world-systems and a preliminary consideration of a small regional intersocietal system composed of the Wintu people and their neighbors in Northern California. I am currently engaged in the study of two "cases" of relatively small intersocietal networks -- the Wintu-centered system and late prehistoric Hawaii (Chase-Dunn 1991). This paper describes my preliminary hypotheses and examines possibilities for using archaeological, ethnographic, and documentary evidence for answering questions raised by the world-systems perspective. The world-systems perspective is a theoretical approach which has been developed to analyze the dynamics of the Europe­ centered, and now-global, political economy composed of national societies (cf. Wallerstein 1974, 1979; Chase-Dunn 1989; and a very readable introduction in Shannon 1989). One important structure in this modern world-system is the core/periphery hierarchy -- a stratified system of relations among dominant "advanced" core states and dependent and "underdeveloped" peripheral areas.

Vegetation sensitive to temperature and hydroclimatic change tended to be basin-specific, though the expansion of shrubs and herbs universally signalled arid conditions, and landscpe conversion to steppe. Multi-proxy analyses were conducted on two cores from the Big Bear Valley in the San Bernardino Mountains to reconstruct a 125,000-year history for alpine southern California, at the transition between mediterranean alpine forest and Mojave desert. Age control was based upon radiocarbon and luminescence dating. Loss-on-ignition, magnetic susceptibility, grain size, x-ray fluorescence, pollen, biogenic silica, and charcoal analyses showed that the paleoclimate of the San Bernardino Mountains was highly subject to globally pervasive forcing mechanisms that register in northern hemispheric oceans. Primary productivity in Baldwin Lake during most of its ii history showed a strong correlation to historic fluctuations in local summer solar radiation values.

We hypothesized that the Sacramento, Smith, Klamath, and Rogue River watersheds would represent distinct genetic populations based on prior ecological results, which suggest that Black Salamanders avoid high elevations such as the ridges that separate watersheds. Our mitochondrial results revealed two major lineages, one in the Sacramento River watershed, and another containing the Klamath, Smith, and Rogue River watersheds.

Fish and Wildlife Service Reno, Nevada INTRODUCTION Eastern brook trout (Salvelinus fontinalis) are introduced at finger- ling size into many alpine lakes in California, on a population-sustain- ing rather than a put-and-take stocking basis. Although these trout are best appreciated by anglers for their readiness to take baits and lures, and for their quality in the frying pan, they are also favored by fishery managers for their ability to maintain themselves in such marginal situ- ations as are frequently found in high-mountain lakes. Whereas other species generally require moving water and selected stream-bottom areas for spawning, brook trout are often able to reproduce by spawn- ing on spring-fed areas of the lake bottom. This lake-spawning ability is an important factor in the maintenance of trout populations in drainages where some lakes, otherwise well qualified to support trout, have no interconnecting streams or have their tributaries channeled through broken rock in which there is little if any bottom suitable for spawning. To learn more about the success and longevity of brook trout in a poor habitat at high altitude, the U. S.
