Chapter-4 IRRIGATION & FLOOD CONTROL Irrigation & Flood Control Department is entrusted with the responsibility of providing irrigation facilities to the farmers of rural villages of Delhi through effluent received from Sewage Treatment Outlets as well as through a Network of State tube- wells available in the rural areas, maintenance of embankments constructed on both sides of river Yamuna in the jurisdiction of Govt. of NCT of Delhi, maintenance of 61 nos. of major storm water drains e.g. Supplementary Drain, Najafgarh Drain, Trunk Drain No. I & Trunk Drain No. II, Gazipur drain, Pankha Road Drain, Palam Drain, Nasirpur Drain, Mungeshpur Drain, Nangloi Drain etc., including construction of bridges over these drains. Besides these, Irrigation & Flood Control Department is also equipped with machinery such as draglines, bulldozers, dredger and heavy duty electrical and diesel pump sets which are utilized for removal of drainage congestion during monsoon from low lying areas. MINOR IRRIGATION Irrigation in Delhi mainly depends upon ground water and partly upon surface water. Irrigation from the ground water is provided through shallow cavity tube-wells, while irrigation from surface water is provided by way of utilizing treated effluent water in North, South and West Districts from the existing sewage treatment Outlets located at Burari (Coronation Pillar), Okhla and Keshopur. Western Yamuna canal system under the control of Haryana Government is also being utilized for irrigation purposes in North- West District. FLOOD CONTROL The National Capital Territory of Delhi has experienced floods in the past, mainly from Sahibi Nadi (Passing through Najafgarh Drain in Delhi) and Yamuna River. The department is maintaining major storm water drainage network to tackle the flood situation during heavy rainfall in NCT of Delhi & flooding in river Yamuna. Further, so many river training, anti erosion and flood protection work are regularly undertaken to safeguard the city from flood fury & safe passage of peak discharge. This includes revenue budget of ₹ 263.79 crore and capital budget of ₹ 489.50 crore. An amount of ₹ 491 crore is kept for implementation of various schemes, programmes and projects under Irrigation and Flood Control sector. 1. MAJOR DRAINAGE SCHEMES Budget Allocation 2020-21 : ₹ 750.00 Lakh (Capital) The major drainage schemes envisage procurement of machinery equipment and embankment schemes such as construction, strengthening and beautification of embankment of river / drains under the jurisdiction of I&FC Department. The schemes under this head are as under: 1.1 Procurement of Machinery/ equipments 1.1.1 Procurement of 4 Nos. Trash Skimmer Equipment with all accessories. Estimated cost of ₹ 596.00 lakh 1.1.2. Procurement of One No. Diesel Gen Set 82.5 KVA 3 Phase, Liquid Cooled with amf Control Panel. Estimated cost of ₹ 10.10 lakh 1.1.3. Procurement of 02 Nos. TATA LPT EX2-34 WB CNG Tilt Cab Chassis BS (IV) (without load body) for Flood Fighting/Day to day requirement. Estimated cost of ₹ 23.23 lakh 1.1.4. Procurement of 23 No. Machinery for desilting of drains. Estimated cost of ₹ 2800.00 lakh Out of 23 Nos. of machines, 13 machines has already been purchased in the year 2015. Crane (Hydra) till date in present condition 58 1.2 Embankment Schemes 1.2.1 Widening and Strengthening of carriage way of Right Marginal Embankment from RD 0 m to RD 10500 m. Estimated Cost of ₹ 860.00 lakh This work was supposed to be completed on 11.07.2017, however the work has been delayed due to occurrence of monsoon season (flood season) and due to expert opinion sought from CRRI. The section proposed by the department was examined and vetted according to IRC: SP:72 by CRRI. On the basis of recommendation of CRRI, presently, the work is in slow progress due to ongoing work of laying of pipeline by DJB and construction of guard wall on river side. 2. OTHER DRAINAGE WORKS Budget Allocation 2020-21 : ₹ 41000.00 Lakh (Capital) The Other Drainage Works includes Remodeling / Improvements of Existing Drains, Access Road and Bridges related projects, Works related to Protection of Govt. land etc. 2.1 Remodeling / Improvement of Existing Drains Remodeling/improvement of existing drains are being carried out to accommodate additional discharge generated on account of new habitation / township / industrial park as these drains are passing through rural areas which was not developed and now under development/likely to be developed. The schemes under this sub- head are as under:- 2.1.1 Construction of Boundary Wall Along Right Sides of Banks of Bawana Escape from RD 4165m to RD 7560m. Estimated Cost of ₹ 356.84 lakh 2.1.2. Construction of Boundary wall on left side of Naya Bans link drain near Holambi Khurd Metro Vihar resettlement Colony to prevent the illegal dumping of C&D/ Municipal solid waste Estimated Cost of ₹ 68.33 lakh 2.1.3. Construction of RCC Trough section of Tikri Khurd Drain from RD 0 M to RD 1980 M upto Drain No. 6. Estimated Cost of ₹ 693.81 lakh 2.1.4. Restoration of inspection road on left banks of Bawana Escape from RD 16635 M to 19100 M. Estimated Cost of ₹ 86.96 lakh 59 2.1.5. Construction of inspection road and wheel guard wall from RD 18400 to RD 19000 m on right bank of Bawana Escape. Estimated Cost of ₹ 76.76 lakh 2.1.6 Construction of RCC box type drain along Devli Bund. Estimated Cost of ₹ 894.00 lakh Along Devli Bund, numbers of unauthorized colonies have developed. However, there is no outfall drains to drain off the storm water discharge of these colonies. As the drainage system is inadequate to cater the discharge, the RCC box type drain along Devli bund was necessitated. This drain will outfall into MCD drain. 2.1.7 Remodeling of side drain on both side of Ratia Marg from boundary of Wild life sanctuary to M.B. Road. Estimated Cost of ₹ 963.00 lakh Along both side of Ratia Marg, numbers of unauthorized colonies have developed. The existing outfall drain on both side of Ratia Marg but is inadequate to take the discharge, of the colonies/catchment area. The RCC Box Type drain along both side of Ratia Marg was necessitated. 2.1.8. Remodeling of N.G. Pond Drain by Construction of RCC retaining wall on opposite faces of bank from RD 600m to RD 1942m Estimated Cost of ₹ 1702.00 lakh The work could not be started due to non-issue of permission till date by forest department. 2.1.9. Development of abandoned portion of Bawana Escape drain from Burari Bakhtawarpur to Hiranki Check post in to a water body to facilitate ground water recharge by using constructed wetland system. Estimated Cost of ₹ 227.92 lakh The PWD drain coming from village Bakhtawarpur carries domestic waste water and sewage water of various villages viz. Bakhtawarpur, Mohmmadpur, Ramjanpur, & Hiranki. Due to non availability of any out fall drain in the nearby area, PWD has en-routed its drain to the abandoned portion of Bawana Escape drain near Hiranki Police Chowki on Burari Bakhtawarpur Road. In this work the waste water of PWD drain is proposed to be used after treatment by creating a water body to facilitate for ground water recharge by constructing wetland system in abandoned portion of Bawana Escape drain. 60 2.1.10.Development of abandoned portion of Bawana Escape drain by treating Drain No. 6 Waste Water using constructed wet land method facilitating ground water recharge. Estimated Cost of ₹ 248.00 lakh Drain No.6 carries discharge of HSIIDC having chemical contents. It also carries waste water discharge from un-sewered area of nearby villages. Water quality of drain No.6 is very poor due to high pollutant load flowing in the drain and ultimately entering into river Yamuna through New Drain and Supplementary Drain. In this work it is proposed to construct wetland system on abandoned portion of Bawana Escape drain near Mukhmelpur village. 2.1.11.Widening Raising /Strengthening of Jagatpur Bund from RD.0m to RD 4388m (city side) Estimated Cost of ₹ 939.00 lakh The existing top level of Jagatpur bund at RD 1750 is having R.L. 211.00 m. As per the study report of Central Water and Power Research Station, Govt. of India, the level of embankment upstream of Wazirabad barrage should be 211.27 m for discharge of 4,50,000 cusec. A RCC retaining wall is to be constructed to retain the earth on toe of embankment on city side. 2.1.12 Construction of Rest House/inspection Banglow House at Palla Check Post No.III. Estimated Cost of ₹ 399.88 lakh Right Marginal Embankment (RME) plays an important role to protect a large area of Delhi against flood from River Yamuna on its Western side.
