Committee on Academic Freedom Brent Lin, DMD Chair November 4, 2016 4:00pm – 5:00 p.m. Room S-30 MINUTES PRESENT: Brent Lin (Chair), Eric Widera (Vice Chair), Jyu-Lin Chen, Karen Ordovas, George Sawaya The meeting was called to order at 3:10p.m. A quorum was present. Chair’s Report Chair Lin provided a synopsis of both the recent Senate Division Meeting and the most recent Executive Council meeting. Highlights include: o Senate Bylaw Reviews: . Bylaw 182: Univ Committee on International Education . Bylaws 015 & 016: Privilege & Tenure Committee is reviewing the newly approved Policy on Sexual Violence & Sexual Harassment o Clinical Affiliation Task Force. CAF Rep to this Task Force, G. Sawaya, gave a brief overview of the work of the Task Force on Clinical Affiliate Agreements and Quality of Care. The Task Force was created by the UCSF Senate Executive Council in response to faculty inquiries that followed the June 2016 announcement of a joint venture between St. Joseph Health and UCSF Benioff Children’s Hospitals to enhance and expand neonatal and pediatric services. The press release reported the extension of an existing UCSF collaboration with Santa Rosa Memorial Hospital(SRMH),which is managed by Providence St. Joseph Health. That announcement noted that under this expanded affiliation, UCSF outpatient pediatric specialty practices would partner with Annadel Medical Group pediatricians to expand the availability of UCSF subspecialty care available at a clinic located in one of Santa Rosa Memorial Hospital’s facilities. Services that could increase in availability include hematology (blood diseases), endocrinology and diabetes, gastroenterology, cardiology, neurology, organ transplantation support, nephrology (kidney care) and more. Providence St. Joseph Health would also expand obstetrical care at Santa Rosa Memorial Hospital. The Task Force was charged with: 1) Reviewing the affiliation process and how it might impact clinical services and educational programs; and 2) Assessing any factors that might limit the quality of care offered by the affiliate, particularly circumstances where the care provided by the affiliate would substantially differ from that provided by UCSF Medical Center at its own facilities, and/or deviate from standards of practice. The Task Force was specifically asked to address the following questions through interviews with key UCSF Health leaders, UC faculty, UC staff, and others specific to this affiliation (from SRMH and outside agencies The full report can be found here. Members asked about religious groups’ decision not to do particular types of procedures and if there were any legal ramifications against these institutions for doing so. At present there are some cases pending on this very topic in California right now, especially around tubal ligation. Members also asked if religion-affiliated hospitals were restricted in what they could discuss? They aren’t restricted on what they can discuss, just what they can perform. o Biohub, Chan Zuckerberg Initiative . UCSF faculty member Joe DeRisi, who also serves as President, Biohub, attended to discuss the initiative overall. They received over 5,000 applications for the first round. Those have been whittled down to 1,400, of those: 38% UCSF, 37% Stanford, the remaining from UC Berkeley. EC members requested Adjunct and Health Sciences Clinical faculty be eligible to apply. The Biohub will have funding transparency. There will be a Biohub building space at Mission Bay. Being a member of the Biohub will be like being a Howard Hughes Medical Investigator, and people will rotate off from being a Biohub member every two years. o Chancellor’s Funds 2016-2017: Senate Chair Greenblatt and Director Giedt went over both proposals received to-date for this academic year and the remaining funds. Last year only travel grants and Open Access received more requests than funds existed. o Space Committees: UCSF now has two separate campuswide committees on space: Space Management Committee, which examines pre-existing spaces; and the New Space Committee which manages new spaces or those not yet developed. The Senate is developing an overarching space committee whose members will be all UCSF Senate space committee representatives. Consent Calendar Minutes from the October 7, 2016 CAF meeting were approved. Chancellor’s Funds 2016-2017 CAF members discussed various options for this year. Of particular interest is spotlighting the committee and its purpose on the newly-revised Senate website. Other ideas include holding a one-time symposium on Academic Freedom and challenges to it. Members also discussed partnering with another committee such as Equal Opportunity to a joint proposal. Or support another committee championing Open Access, for example. Final proposals must be developed and presented for approval by the December 1, 2016 Executive Council meeting. Page 2 of 3 Future Agenda Items Members discussed the following: • Drafting a communication to faculty advising them on what Academic Freedom is, and what CAF can do for them. • Develop a place within the updated Senate site to have a place where faculty can ask questions. • What is the CAF process if a grievance with AF-issues is filed? • Update the 1974 UCSF policy on co-sponsored events to include a disclaimer on third-party sponsored events (i.e., as related to the Manhattan Institute event in 2015-2016) o Who would educate and enforce for such a policy change?
