The two towns had a combined foreign-born adult population of just 124 in the 1990 census. Today, three decades after the opening of meatpacking plants in both communities, nearly half of Lexington’s adult population was born outside the United States, as was one-third of the adult population of Madison. Newcomers, hailing from all corners of the world, accounted for 100 percent of both towns’ population growth from 1990 to 2016.1 This report looks beyond the numbers to understand how Lexington and Madison— communities selected for study based on their rurality,2 rapid demographic change, and resulting resilience—have adapted to newcomers. Informed by conversations with more than 70 stakeholders in local government, education, faith, business, and nonprofit and civic organizations, along with lifelong residents and newcomers, this report tells the story of change and the successful management of that change in both towns.3 It explores the effectiveness of intentional strategies taken by key institutions, the successes and decentralized efforts of dedicated civic leaders, and the power of unique characteristics innate to small towns. -

Kelly United States Attorney Welcome to the District of Nebraska Nebraska, is a state that lies in both the Great Plains and the Midwestern United States. It is the 16th largest state geographically, and became the 37th state to join the Union on March 1, 1867. Its 77,000 square miles encompass 93 counties, and a population more than 1.9 million people. As one of the 26 states with only one federal judicial district, Nebraska boasts a diverse and varied topography, geography, and economy. Nebraska is also unique in having the only state legislature that is a unicameral and non-partisan. Nebraska has more underground water reserves than any other state in the continental U.S. The name Nebraska is from an Oto Indian word that means "flat water" (referring to the Platte River, which means "flat river" in French). The Omaha and surrounding cities make up a population of more than 900,000 which accounts for a large majority of the District’s population. Lincoln, the state’s capital, is home to more than 280,000 residents. Much of the state is rural, with more than 90% of Nebraska’s cities and towns having fewer than 3,000 people. The state has a mixed economic base with substantial agricultural and agri-business sectors, as well as significant manufacturing, technical, and service sectors. More than 93% of Nebraska’s land is in production agriculture with approximately 46,000 farms and ranches. The state is a national leader in production of beef, pork, corn, and soy beans. -

STUART- A PROSECUTOR'S VIEW OF PRE-TRIAL RESTRAINTS ON THE PRESS Milton R. Larson* and John P. Murphy** Mr. Larson prosecuted the criminal case which formed the fac- tual setting for the United States Supreme Court decision in Nebraska Press Association v. Stuart. In this article, the authors explain the factors which prompted a pre-trial restrainingorder on publicity. They discuss the alternatives to prior restraints authorized by the Court and explain why they would have been ineffective in this case. Finally, they contend that the Stuart decision effectively eliminates all "gags" on the press, at least in coverage of criminal proceedings. Confusion has plagued the legal community and the media in recent years concerning the protection to be accorded conflicting constitutional rights arising in criminal jury trials which stimu- late unusual public interest and extensive media coverage. -

The United States Attorney and her Assistants represent the federal government in virtually all litigation involving the United States in the District of Nebraska, including all criminal prosecutions for violations of federal law, civil lawsuits in which the United States is a party, and actions to collect judgments and restitution on behalf of victims and taxpayers. Deborah R. Gilg was sworn in as the 32nd United States Attorney for the District of Nebraska on October 1, 2009. She is the first female United States Attorney for the District of Nebraska and a native of Omaha. During 2016, she served on U.S Attorney General Loretta Lynch’s Advisory Committee (AGAC). She also serves on Attorney General Loretta Lynch’s Subcommittees on National Security and Terrorism, Civil Rights Enforcement, Native American Issues and Cyber/Intellectual Property Issues. -
