This undoubtedly represents the right moment to take a look at the past, and to judge the current situation in the observance of human rights and fundamental freedoms and expectations for the future. The 23rd regular Annual Report and the Report on the Implementation of the I report on the level Duties and Powers of the National Preventive Mechanism (NPM) for 2017, which is of observance of published in a separate publication but which represents a part of the overall report, human rights and describes the level of observance of human rights and fundamental freedoms fundamental freedoms and legal certainty in the Republic of Slovenia. I submit it to the President of the legal certainty in the National Assembly of the Republic of Slovenia, the President of Slovenia, and the Republic of Slovenia. The report analyses the received petitions which were processed by the Ombudsman, the Ombudsman’s own petitions (in agreement with the petitioners), and broader issues associated with the protection of human rights and fundamental freedoms. Their numbers have been increasing over the years, as we regularly react to current ANNUAL REPORT OF THE HUMAN RIGHTS OMBUDSMAN OF THE REPUBLIC OF SLOVENIA FOR 2017 11 topics, especially those which indicate a large number of violations or systemic deficiencies and the need to supervise the work of state institutions and local authorities. The Ombudsman continues to stand on the bridge overseeing this observance, and receives petitions, investigates the alleged violations of human rights, 1 INTRODUCTION We are critical of and, once they have been established, requests the elimination of the irregularities all whose work, or violations.

    CHAPTER 5 JOŽE PLEČNIK, THE REGULATION OF LJUBLJANA – CLASSICAL MODERNISM 1928-1939 B W Davies Chapter 5 CHAPTER 5 Jože Plečnik, The Regulation of Ljubljana – Classical Modernism 1928-1939 The other major developments in architectural work and town and city planning in Central Europe are not to be found in the efforts of a large number of people but in the work of one man whose architectural oeuvre enriched firstly Prague and then Ljubljana. He was Jože Plečnik; Plečnik is the central figure in a forgotten chapter in the development of international modernism. The Slovene architect Jože Plečnik has become the central personality of a so far largely ignored development taking place behind the façade of functionalist slogans of theoreticians and prominent creative personalities of international modernism including Le Corbusier, Mies van der Rohe, Frank Lloyd Wright and Alvar Aalto.1 Plečnik had for years remained largely unrecognised even though one of his works, Church of the Sacred Heart, first drawn in 1922 (5.1), arriving at a final design in 1927, dominates a square in Vinohrady, Prague – a robust building which can stand alone or be seen as a focus for Plečnik’s work especially in the inventiveness in the use of historical, regional and even local elements in new, original wholes, ranging from minute details, to major planning projects.2 Plečnik’s return to Slovenia from the Czechoslovak Republic was by no means certain for two reasons: in 1920 Plečnik was invited by Tomáš Mašaryk, President of the new Czechoslovak Republic, to be architect in chief in the remodelling and restoration of Hradcany (Prague Castle).

THE AREA – THE CITY LJUBLJANA BASICS The capital of the Republic of Slovenia, a European Union member state since 2004 Area: 275 km2 Population: 283,000 Average temperature in January: - 0.3 °C Average temperature in June: 20.7 °C Temperature in the beginning of October: low 10, high 21°C (photo: panoramic view of the city with the castle) HISTORY Legend has it that Ljubljana was founded by the Greek mythological hero Jason and his companions, the Argonauts, who had stolen the Golden Fleece from King Aetes and fled from him across the Black Sea and up the Danube, Sava and Ljubljanica rivers. At a large lake in the marshes near the source of the Ljubljanica they stopped and disassembled their ship to be able to carry it to the Adriatic Sea, put it together again, and return to Greece. The lake was the dwelling place of a monster, which Jason fought, defeated and killed. The monster, now referred to as the Ljubljana Dragon, found its place atop the castle tower depicted on the Ljubljana coat of arms.

Day 02: Ljubljana – Visit to a beekeeper – Museum of Apiculture – Lake Bled – Ljubljana From Ljubljana we will drive to the Gorenjska region where we will spend the entire day. The trip will start with a visit to a beekeeper with an introduction to their activities followed by a tasting of their products, particularly the famous honey brandy and innovative beetroot honey, which has medicinal uses. The next stop is the city of Radovljica and the Museum of Apiculture which offers displays of Slovenia’s beekeeping heritage; special emphasis is placed on the developments within the profession in the 18th and 19th centuries. The museum stores some 600 original hive fronts whose motifs painted in oil depict the lives and beliefs of people from that period.
