The Tempe Police Deparment Investigations Division is responsible for the continued investigation into Homicide cases that have been labeled as "cold cases", or cases that have previously gotten to a point where further investigation was not possible. These homicides are unsolved crimes that, typically due to new technology or new information available, have been re-opened and need to be investigated further and with great attention to detail. The majority of these "cold cases" are high profile incidents that are extremely labor intensive due to the investigative techniques utilized and the need for the detective gain an in-depth knowledge of the original investigation. Due to the workload of each homicide detective with thier current investigations, these cases are often prioritized behind the newer cases that are being investigated. This request can be pulled if the Police Aide supplemental is approved. (see page 3 for additional project info) Select the City Council Strategic Priority with which this project best aligns: Safe_and_Secure_Community Select which performance measure this request will advance: 7. Achieve ratings of "Very Satisfied" or "Satisfied" with the "Quality of Local Police protection” greater than or equal to the national benchmark cities as measured in the Community Survey. Explain how this request advances the achievement of the performance measure. If the request is for additional personnel, be sure to provide work load indicators. The Tempe Police Department currently assigns its cold case homicides to the 5 Homicide Detectives assigned to the Criminal Investigations Bureau. Each detective is assigned anywhere from 1-3 cold cases at any given time but due to current workloads, detectives rarely have time to focus on any one of these cold cases and re-investigate thoroughly. With the heightened complexity of investigative techniques, expectations from our community and requirements by prosecuting entities, there is a clear need for a dedicated detective that exclusively investigates these cold case homicides in a continual effort to bring homicide suspects to justice and provide closure for the victim families.
