1. Pre-Q Document (Soft Copy) could be purchased starting from 13th April 2020 (Monday) onwards at the following website: https://www.pknk.gov.my/index.php/en/pre-q/0900-1200

• Last Day to purchase document : 19 April 2020 (5.00pm)

2. Prior to purchase the Pre-Q document, please email a Copy of Original Certificate of Registration with the Ministry of Finance (MOF) with relevant Code of Registration to En. Nur Salman Saad of KXP AIRPORTCITY HOLDINGS SDN BHD at [email protected] for verification and approval.

Pre-Q document will not be sold without proof Certificate of Registration with MOF

3. The Pre-Q Document fee is RM 200 / Package and the payment shall be an on-line method.

4. Upon verification of MOF registration, the Interested Consultant shall pay the Pre-Q Document fee to KXP AirportCity Holdings Sdn Bhd through MayBank Account No: 5520 2263 0734 and subsequently email the Proof of Payment (Bank Slip with the record of Tender Package Number & Name of Consultant) to En. Nur Salman Saad. Thereafter, the Pre-Q Document shall be sent to you accordingly.

PROJEK LAPANGAN TERBANG ANTARABANGSA KULIM (KXP) DAN KEDAH AEROTROPOLIS ------KXP PROJECT BRIEF INTRODUCTION

The State Government of Kedah intends to develop and establish a new international airport for the northern region with a vision that this airport will become a major air transport hub, serving the states of Kedah, , , and , and the southern provinces of Thailand. This new international airport, to be called Kulim International Airport (KXP), is one of the seven (7) megaprojects approved by the Federal Government of Malaysia as officially announced by The Hon. Minister of Economic Affairs on 18 March 2019. With this announcement, the State Government of Kedah is now able to engage and negotiate with the private sector to fund the KXP Project via a Private Funding Initiative.

LOCATION

The proposed KXP development site is located in Kuala Muda District between the town of , Kulim, and () in the state of Kedah. The distances from the proposed site and major townships are as follows:

• 5 km to Kuala Ketil, Kedah • 13 km to Sungai Petani, Kedah • 23 km to Kulim, Kedah • 14 km to Bertam, Seberang , Penang

The elevation of the proposed site above sea level is between 11 and 34 meters.

The general land use within the proposed 9200-acre site are oil palm plantations, rubber plantations, village areas, estates housing, small-and-medium factories and poultry farming.

ROLE OF KXP

The KXP Project will enhance the core development of major towns in the vicinity, such as Sungai Petani (Kuala Muda district) and Kulim.

Sungai Petani, the largest town in the state of Kedah by population, has its economic activities focused on manufacturing and service-based industries. The municipality is supported by the provision of adequate accommodation, office space and residences, as well as the provision of comfortable community, sport, golf, and recreational facilities.

Kulim, with the establishment of Kulim Hi-Tech Park (KHTP), is well known for its high- tech manufacturing infrastructures and is a production base for numerous world- renowned multi-nationals companies involved in semiconductor wafer fabrication, photovoltaic solar, and advanced E &E. Other than high-tech manufacturing, Kulim is also known for its automotive (Padang Meha) and medical device clusters (KHTP, Kulim Industrial Estate).

PAST STUDIES DONE BY LOCAL AND INTERNATIONAL CONSULTANTS

As far back as 2015, three (3) different studies have been conducted to ascertain the feasibility and sustainability of KXP. The local and international consultants who undertook such consultancy projects and preliminary study were:

1. KLIA Consultancy Services 2. KPMG Corporate Advisory 3. KXP AirportCIty Holdings

The studies recommended the building of a new international airport for the northern region with multiple runways to cater for the growing air travel market for the next 50- 100 years.

Interested consultants/contractors will be allowed to view the above studies upon signing of a Non-Disclosure Agreement (NDA) and after being shortlisted under Stage 1: Pre-Qualification exercise (see below).

PRE-QUALIFICATION AND TENDER EXERCISES

The appointment of consultants or contractors for KXP's upcoming tender packages will most probably be done via a two stage selection processes:

Stage 1: Pre-Qualification (Pre-Q Stage)

Stage 2: Invitation-to-Bid (I-T-B Stage)

Stage 1: Pre-Qualification (Pre-Q) Stage

During the Pre-Q Stage, interested consultants or contractors (hereinafter referred to as "bidders") are required to submit information on their company profile, past experiences, key personnel, registration with relevant authorities, bank statements, audited accounts, etc. All submissions by the bidders will be evaluated based on a list of criteria with pre-determined weightages. Next, the total weighted-score of all submissions will be ranked (from highest to lowest).

Finally, KXP AirportCity's board of directors will decide (or shortlist) only certain number of top-ranked companies to participate in the next actual tender process, i.e the Invitation-to-Bid (I-T-B Stage) Stage. [Note: It should also be noted that the board may accept all submissions during this Pre-Q stage, if all the interested bidders are deemed competent].

Stage 2: Invitation-to-Bid (I-T-B Stage)

During this I-T-B Stage, only shortlisted bidders (after the Pre-Q Stage)will be given the relevant, detailed I-T-B tender document to prepare tender bids. Companies that were not shortlisted (in other words, disqualified) in the Pre-Q stage will not have the opportunity to participate further in the bid for that particular tender package. Disqualified bidders may participate in other tender packages.

The I-T-B document will specify:

• Scope of Work/Scope of Supply for the tender package ("project") • Detailed technical specification for the project • Deliverables. • Duration to complete project • Draft contract

The bidder in turn will prepare price quotation in Ringgit Malaysia,confirm duration to complete the project, and indicate deviations from specifications as listed in the tender document.

Submissions will be done in two separate packages; • Technical Proposal,and • Financial Proposal, since two separate committees will evaluate the I-T-B submissions.after the specified deadline.

The appointment of the successful bidders will be decided by KXP AirportCity's board of directors. However, it should be noted that KXP AirportCity reserves the right to appoint any bidder (and it may not necessarily be the bidder with the lowest price).
