Interim Final Plan September 2011 A note to the reader This Interim Final Plan was produced to allow for approval and implementa- tion of individual recommendations of the Weinland Park Community Mobil- ity Plan. While some of the Plan’s recommendations can be implemented as soon as resources are allocated, other recommendations will require additional study to determine feasibility – specifically improvements recommended for N Fourth Street, Summit Street, and E Fifth Avenue. The City of Columbus is committed to providing facilities for pedestrians, cy- clists, and other modal users. City staff members are working toward develop- ing solutions that accommodate these users while providing acceptable levels of service to current and future automobile drivers, and satisfying ODOT’s geometric design standards. A forthcoming final version of the Weinland Park Community Mobility Plan will include the results of feasibility studies, pro- viding final recommendations for these corridors. With a strong grid style street network and traversed by several north-south and east-west arterial streets, Weinland Park is well connected to the surrounding city and central Ohio region. This connectivity presents both opportunities and challenges for mobility within and through the neighborhood. Historically, the need for vehicular traffic to access downtown from outlying areas of the city has been prioritized over other modes and the travel needs of local residents in Weinland Park. The result is that several streets, Summit and Fourth in particular, have become barriers to mobility, hindering multi-modal connectivity and segmenting the community. Prompted by resident concerns (expressed through 311 requests) as well as other issues such as high incidences of pedestrian crashes and traffic violations, the City initiated the Weinland Park Community Mobility Plan (WPCMP) to improve mobility conditions throughout the the neighborhood. The recommendations included in the WPCMP will work to achieve the following goals: • Balance the transportation system for moving people and goods by all modes (pedestrian, bicycle, automobile, transit, truck, and rail) • Reduce traffic violations (speeding, failure to yield to pedestrians, running red-lights, etc) • Recognize and strengthen the connection between land use and mobility (coordination with other planning efforts) • Promote distinct and vibrant neighborhoods • Address issues identified by community residents • Recommend comprehensive yet implementable solutions Through a combination of extensive community input and technical data collection, the project team first worked to identify the existing conditions and most significant barriers to mobility in the neighborhood. The public input opportunities included several community open house and workshop meetings, neighborhood walk audits, resident surveys, meetings with stakeholder groups, and informal porch chats. These efforts resulted in the compilation of approximately 1,000 comments regarding mobility conditions in Weinland Park. The most frequent concerns expressed by the public were for pedestrian safety when crossing High, Summit, Summary Executive and Fourth streets; issues with driving in Weinland Park (most of these related to conversion of Summit and Fourth streets from one to two-way operation); and concerns over driver behavior (predominantly speeding). These three categories accounted for over 50% of all comments recevied. Resident concerns were confirmed by traffic studies which identified excess vehicular capacity and speeding problems along iii Recommended Short-Term Projects (0-3 Years) Summit and Fourth Streets. Understanding demand supports decisions about service frequency, bus stop locations, and route alignment to provide efficient and effective service. The demand for transit usage depends on the service provided, the trip purpose of the traveler, and the different land uses served. This study focuses on the demand for short passenger trips. Specifically, the demand of intra-campus passenger flow on the Campus Area Bus Service (CABS) at The Ohio State University (OSU) is investigated. Intra-campus travel demand was selected as the focus of this study for several reasons. First, this demand can be estimated by the Automated Passenger Counter (APC) data that OSU’s Campus Transit Lab (CTL) provides. Second, providing a free service to all its passengers, CABS buses can be considered an equal alternative to walking in terms of out-of-pocket cost. Third, because walking is considered an equal alternative to taking a CABS bus for intra- campus travel, the choice between the bus and walking depends on common factors.

The longitudinal dynamics model estimates energy use by an electric bus operating on different lines consisting of a mixture of urban and suburban driving. The simulation model is used to study the effect of the type and number of chargers deployed and the queuing policy used on queuing and charging times when buses must recharge their batteries. We use a case study based on the bus service operated on The Ohio State University campus and focus on six of the seven lines which operate around the center of campus. We demonstrate that all 22 of the buses on these lines can be made electric and that one 500 kW or two 250 kW chargers are sufficient to maintain reasonable service frequencies. Reinhold 2013 Abstract Understanding origin-destination (OD) passenger travel patterns on bus routes is valuable when designing transit services, improving operations strategies, and forecasting demand on the system. For a bus transit system, passenger travel patterns can be determined at the route-level or route pattern-level to represent passenger flows between boarding and alighting stops for a single bus route. Although useful in several dimensions of transit planning, a single route or route pattern OD matrix may not accurately reflect travel behavior between an OD pair. Incorporating flows across multiple routes or route patterns within a transit corridor or network area can provide additional information useful for the understanding of travel patterns. A methodology was developed to combine route or route-pattern OD matrices into an integrated OD matrix in the absence of route transfers for improved understanding of transit passenger flows. This methodology was applied to the Ohio State University Campus Area Bus Service (CABS) network to determine the impact of adding a new route on traveler behavior, determine temporal passenger flows on the network, and investigate the impact of class schedules on passenger intra-hour travel patterns.
