Born in 1812 and raised in the chaos of the industrial revolution, his literary works brought the voice of the downtrodden to the popular fore. In novels such as Oliver Twist he highlighted the plight of impoverished children who were left unprotected and vulnerable by the laws of the country, which were unable to keep up with the rapid pace of change. Even today the term ‘Dickensian’ conjures images of an impoverished underclass, reminiscent of characters like Bob Cratchit in A Christmas Carol, whose employer Ebenezer Scrooge forces cruel working conditions upon him. Dickens died in 1870 when he was just 58 years old, but in his lifetime the face of Britain had changed dramatically. The advent of the railways had transformed the country’s ability to travel widely and aided the explosion in the manufacturing of goods on an unprecedented scale. Factories were being built in urban centres across Britain and the once largely agricultural population were flooding in to the crowded cities to find work there. The sudden explosion in urban populations placed a tremendous strain on the infrastructure of cities whose layouts often dated back to the 17th century or the medieval period. This coupled with a lackadaisical system of wla that offered no protection to workers made for sickness, poverty and the desire for reform. Victorian Worcester was typical of the period. Despite the terrible conditions for much of the population, the city saw an economic revival and boom on a scale not seen for centuries. In 1815 the Worcester-Birmingham canal connected the River Severn to the heart of the industrial midlands. The river itself was already an important artery for trade and the porcelain orksw overlooking the quay on South Parade dominated the busy port. In 1850 Worcester’s first railway station was opened at Shrub Hill. Almost immediately, industry took advantage and by 1865 the Worcester Engine Works company had established its factory on the modern Shrub Hill industrial Estate, where it could easily connect to the rail system. By 1860 Foregate Street had become the city’s second station and the following year a new bridge spanned the Severn allowing rail transport access to Malvern and beyond to Hereford. Expansion of industry in the city took place mainly to the East, where the canal system and railway lines were con- nected by Shrub Hill. Large communities of working-class families grew around parishes such as St Pauls, whilst others found sub-standard accommodation in the medieval quarters of the city in places like Dolday. Over-crowding coupled with poorly thought-out and inadequate public amenities compounded a health crisis in Worcester.

    South Worcestershire Traveller and Travelling Showpeople Site Allocations Development Plan Document Site Assessment Background Report DRAFT Version: 9th February 2016 Page 1 of 21 Background The Government’s Planning Policy for Traveller Sites (August 2015) states that local planning authorities should, in producing their Local Plan “identify and update annually, a supply of specific deliverable sites sufficient to provide five years’ worth of sites against their locally set targets”. Further, Local Plans should “identify a supply of specific, developable sites or broad locations for growth, for years six to ten and, where possible, for years 11-15”. Planning Policy for Traveller Sites says that to be deliverable, sites should be: Available now, Offer a suitable location for development now, and Achievable with a realistic prospect that housing will be delivered on the site within five years and in particular that development on the site is viable. To be considered developable, sites should be in a suitable location for Traveller site development and there should be a reasonable prospect that the site is available and could be viably developed at the point envisaged. Planning Policy for Traveller Sites also says that “criteria should be set to guide land supply allocations where there is identified need. Where there is no identified need, criteria-based policies should be included to provide a basis for decisions in case applications nevertheless come forward. Criteria based policies should be fair and should facilitate the traditional and nomadic life of travellers while respecting the interests of the settled community”. Purpose The purpose of this document is to set out the methodology for assessing the broad suitability of potential sites for Travellers and Travelling Showpeople to inform proposed allocations in the South Worcestershire Traveller and Travelling Showpeople Site Allocations Development Plan Document.

    South Worcestershire Traveller and Travelling Showpeople Site Allocations Development Plan Document Site Assessment Background Report March 2016 Page 1 of 21 Background The Government’s Planning Policy for Traveller Sites (August 2015) states that local planning authorities should, in producing their Local Plan “identify and update annually, a supply of specific deliverable sites sufficient to provide five years’ worth of sites against their locally set targets”. Further, Local Plans should “identify a supply of specific, developable sites or broad locations for growth, for years six to ten and, where possible, for years 11-15”. Planning Policy for Traveller Sites says that to be deliverable, sites should be: Available now, Offer a suitable location for development now, and Achievable with a realistic prospect that housing will be delivered on the site within five years and in particular that development on the site is viable. To be considered developable, sites should be in a suitable location for Traveller site development and there should be a reasonable prospect that the site is available and could be viably developed at the point envisaged. Planning Policy for Traveller Sites also says that “criteria should be set to guide land supply allocations where there is identified need. Where there is no identified need, criteria-based policies should be included to provide a basis for decisions in case applications nevertheless come forward. Criteria based policies should be fair and should facilitate the traditional and nomadic life of travellers while respecting the interests of the settled community”. Purpose The purpose of this document is to set out the methodology for assessing the broad suitability of potential sites for Travellers and Travelling Showpeople to inform proposed allocations in the South Worcestershire Traveller and Travelling Showpeople Site Allocations Development Plan Document.
