POLICY BRIEF Q3 2019 Satisfaction Survey Report on Youth Basic Income in Gyeonggi Province Basic Income Research Group(BIRG) December 2019 Gyeonggi Research Institute POLICY BRIEF Q3 2019 Satisfaction Survey Report on Youth Basic Income in Gyeonggi Province Basic Income Research Group(BIRG) December 2019 Gyeonggi Research Institute Gyeonggi Research Institute Preface Gyeonggi Province has implemented the Gyeonggi Province’s project on payment of Youth Basic Income since April 2019 and after the payment for the 1st quarter had ended, a satisfaction survey for the 1st quarter has been conducted. As the result of the satisfaction survey at the time of first payment of Gyeonggi Province Youth Basic Income was reasonable, it was assumed that it would not be difficult to forejudge the results when the number of payment accumulates in the future. The result after the payment for the 3rd quarter surely demonstrates that the said prediction was correct. Gyeonggi Research Institute conducted a satisfaction survey on youths who have received and used the Youth Basic Income after the payment of KRW 250,000 had been paid out for the 3rd quarter as Gyeonggi Province Youth Basic Income in September. They are applicable in case they have applied for 2nd quarter and 3rd quarter as well out of the 124,335 applicants who have applied for the 1st quarter of Youth Basic Income. Among them, 3,500 people were sampled and over the survey period from November 4th to 15th, web questionnaire was conducted through survey specialist institute, Research Rim Co., Ltd. It’s survey questions and details were equivalent to those of the 1st quarter, and the subjects were selected based on random sampling method. According to the survey result, in case of youth aged 24 who are receiving the youth basic income in Gyeonggi Province, the general level of satisfaction regarding this project was 5 Gyeonggi Research Institute 77.22 points of 100 points (82.7% satisfied, 14.0% average, 3.3% dissatisfied). This is a +0.12 point increase (+2.1%p satisfied, –0.5%p normal, –1.6%p dissatisfied) compared to the survey result of the 1st quarter. Although the difference in satisfaction between the 1st quarter and 3rd quarter isn’t significantly big, the fact that it is increasing can be considered to be very positive. In particular, the result is an increase from the satisfaction response state of above 80% in the 1st quarter and as this is not easy to achieve, it is an inspiring result. In detail, there were items that had a mixture of increase and decrease. This is an extremely natural phenomenon and this goes to show that the satisfaction survey for the 3rd quarter has been conducted well in accordance with the specified survey principles. If Gyeonggi Province responds with more sophisticated policy decisions by summarizing and determining the positive details as well as improvements identified through this satisfaction survey report and comparison with the result of the 1st quarter, the youth basic income policy in Gyeonggi Province would improve further and would be able to stand as a basic income project that would become a role model internationally. December, 2019 President of Gyeonggi Research Institute Hanjoo Lee 6 Gyeonggi Research Institute Research Summary Q3 2019 Satisfaction Survey Report on Youth Basic Income in Gyeonggi Province This survey was carried out on youths who have received and used local currency 3 times in total (1st quarter, 2nd quarter, and 3rd quarter) out of the applicants who have applied for the 1st quarter of youth basic income in Gyeonggi Province (124,335 people) for the purpose of achieving better policy effects and collecting baseline material in order to implement the youth basic income project in a more developed direction by measuring the satisfaction level related to youth basic income. As a result of the satisfaction survey on youth basic income in Gyeonggi Province for the 3rd quarter, the overall level of satisfaction of the youth basic income project in Gyeonggi Province indicated that 82.7% (n=2,893) of the entire respondents were satisfied and this is a 2.1%p increase compared to the 1st quarter. The main reason for satisfaction (1st priority) was ‘Because it is paid out in Gyeonggi local currency which can be used like cash’ (30.7%), 'Because it is paid out to all youths aged 24 residing in Gyeonggi Province’ (29.6%) and ‘Because there are no conditions for receiving youth basic income such as being employed or carrying out job-seeking activities’ (14.7%). However, the reason (1st priority) for dissatisfaction of dissatisfied respondents (3.3%(n=117)) was ‘Because it was only being paid to youths aged 24 out of the youth group' (23.9%), ‘Because Gyeonggi local currency can't be used in supermarkets, department stores, entertainment stores and others’ (18.8%), ‘Because the currency can't be used in the main area of activity in case the area of activity differs from the region of residence’ (10.3%), indicating that they were dissatisfied with the payment subject and usage method. Although the satisfaction of ‘Payment method (I'm satisfied with having to apply every quarter)’ increases slightly compared to the 1st quarter, it has the lowest satisfaction level compared to others but as for ‘Delivery/payment (Gyeonggi local currency is well delivered and paid)’ item, it has demonstrated the highest satisfaction level.
