INTRODUCTION One-fourth of all American children do not graduate from high school.' Of the students who do graduate from high school, thousands cannot make inferences or draw conclusions from what they have read.2 While research indicates that students at public schools are reading at higher levels today than they were twenty years ago, public school students are still reading at far lower levels than those at private schools.3 Thus, it is understandable that both legislators and some 4 parents have given up on the public school system.
