RE: ENDORSE THE FINAL DESIGN TO INCLUDE EXPANDED DESIGN ELEMENTS AS PART OF THE BALLS FORD (BALLS FORD ROAD AT ROUTE 234 PRINCE WILLIAM ) PROJECT – BRENTSVILLE AND GAINESVILLE MAGISTERIAL DISTRICTS

ACTION:

WHEREAS, the scope of the Balls Ford Road (Balls Ford Road at Route 234 Prince William Parkway) Interchange Project (Project) includes a new Diverging (DDI) at Route 234 (Prince William Parkway) and relocated Route 621 (Balls Ford Road). The Project also includes a crossing the existing Norfolk Southern Railroad. In addition, the Project will construct a relocated Balls Ford Road as a new four (4) facility with a raised median between Devlin Road and Doane Drive; and

WHEREAS, a County-State agreement was approved by the Prince William Board of County Supervisors (Board) on April 10, 2018, via Resolution Number (Res. No.) 18-220, that granted the County local administration over the Project and budgeted and appropriated $142,864,000 to the Project in account number 18C17011 for completion; and

WHEREAS, on March 10, 2020, via Res. No. 20-267, the Board authorized the award of a $69,131,000 Design-Build Contract to Lane Construction Corporation to design and construct the Project: and

WHEREAS, after the Board endorsed the final design on July 14, 2020, via Res. No. 20-506, it was determined by County Staff and Virginia Department of Transportation (VDOT) that expanded design elements including the construction of a at the of existing Balls Ford Road at Randolph Ridge Lane / Delinski Way, and extending the four (4) lane widening of Balls Ford Road / Devlin Road from its current terminus to a new terminus at the intersection of Devlin Road and Jennell Drive, an additional distance of approximately 600 feet will improve the safety and operation of the Project; and

WHEREAS, the addition of a roundabout at the intersection of existing Balls Ford Road at Randolph Ridge / Delinski Way will change and adjust the limited access controls in this area, which requires Board endorsement before it can be considered by the Commonwealth Transportation Board for approval; and

WHEREAS, the cost of the expanded design elements is $5,991,240. As of July 9, 2021, there is $36,548,172 available in Project funding in account number 18C17011 which is adequate to cover the remaining requirements and the expanded design elements; and August 3, 2021 Regular Meeting Res. WHEREAS, this Project addresses relieving existing and projected congestion, as well as improving safety at the Balls Ford Road and Prince William Parkway intersection; and

WHEREAS, County staff recommends that the Board adopt this resolution endorsing the final design to include expanded design elements as part of the Project; and

WHEREAS, a public hearing was authorized by the Board on July 20, 2021, via Res. No. 21-432;

NOW, THEREFORE, BE IT RESOLVED that the Prince William Board of County Supervisors hereby endorses the final design to include expanded design elements as part of the Balls Ford Road (Balls Ford Road at Route 234 Prince William Parkway) Interchange Project in the Brentsville and Gainesville Magisterial Districts.

EXECUTIVE SUMMARY

The Prince William County Department of Transportation is under a Design-Build Contract with Lane Construction Corporation for the construction of the Balls Ford Road (Balls Ford Road at Route 234 Prince William Parkway) Interchange Project (Project). This Project will improve traffic operations and safety by realigning Balls Ford Road between Devlin Road and Doane Drive with a grade-separated Diverging Diamond Interchange over the Prince William Parkway. In general, the proposed improvements extend from Devlin Road (approx. 2,900 feet west of Wellington Road Intersection) to the existing Balls Ford Road / Doane Drive Intersection.

After the Prince William Board of County Supervisors (Board) endorsed the final design on July 14, 2020, via Resolution Number (Res. No.) 20-506, it was determined by County Staff and Virginia Department of Transportation (VDOT) that the following expanded design elements should be incorporated into the design:

(1) The addition of a roundabout at the Intersection of existing Balls Ford Road at Randolph Ridge Lane / Delinski Way. (2) Extending the four(4) lane widening of Balls Ford Road / Devlin Road from its current terminus to a new terminus at the intersection of Devlin Road and Jennell Drive, an additional distance of approximately 600 feet.

It is the recommendation of County staff that the Board endorse the final design to include expanded design elements as part of the Balls Ford Road (Balls Ford Road at Route 234 Prince William Parkway) Interchange Project.

A County-State agreement was approved by the Board on April 10, 2018, via Res. No. 18-220, that grants the County local administration over the Project and budgeted and appropriated $142,864,000 in state funds for the completion of this Project in account number 18C17011.

The Project is included in the Prince William County Comprehensive Plan that was adopted on March 15, 2016.

The Planning Commission, on April 3, 2019, via Res. No. 19-023, recommended the Project for adoption as part of the Fiscal Year (FY) 2020-2025 Capital Improvement Plan, which was adopted by the Board on April 30, 2019, via Res. No. 19-222.

On March 10, 2020, via Res. No. 20-267, the Board authorized the award of a Design-Build Contract to Lane Construction Corporation to design and construct the Project.

After the Board endorsed the final design on July 14, 2020, via Res. No. 20-506, it was determined by County Staff and VDOT that found that the following expanded design elements should be incorporated into the Project:

(1) The addition of a roundabout at the Intersection of existing Balls Ford Road at Randolph Ridge Lane / Delinski Way. This is required since the stop-sign control at this intersection will not function properly due to its close proximity to the railroad tracks. (2) Extending the four (4) lane widening of Balls Ford Road / Delvin Road from the intersection of Devlin Road to Jennell Drive for a safer end of Project transition. This will also avoid potential impacts to adjacent properties within this extension area from the upcoming Devlin Road Widening Project.

The addition of a roundabout at the intersection of existing Balls Ford Road at Randolph Ridge / Delinski Way will change and adjust the limited access controls in this area, which requires Board endorsement before it can be considered by the Commonwealth Transportation Board for approval.

On July 20, 2021, the Board authorized a public hearing for the expanded design elements via Res. No. 21- 432.

It is the recommendation of County staff that the Board endorse the final design to include expanded design elements as part of the Balls Ford Road (Balls Ford Road at Route 234 Prince William Parkway) Interchange Project.

Service Level / Policy Impact By the Board endorsing the final design to include expanded design elements as part of the Project, it will allow for the final design and the right-of- way acquisition to proceed for the expanded design elements. This supports the County’s Mobility Strategic Plan goal of focusing on cost effective and innovative transportation designs that improve traffic flow to reduce congestion and reduce the need for future roadway widening.

Fiscal Impact The cost of the expanded design elements is $5,991,240. As of July 9, 2021, there is $36,548,172 available in Project funding in account number 18C17011 which is adequate to cover the remaining requirements and the expanded design elements.

Legal Impact The Board has the legal authority to endorse the final design of the expanded design elements before staff proceeds to final design, right-of-way acquisition and construction of the expanded design elements as a part of the Project.
