  • S/L Sign on Letter Re: Rescue Plan State/Local
February 17, 2021 U.S. House of Representatives Washington, D.C. 20515 U.S. Senate Washington, D.C. 20510 Dear Members of Congress: As elected leaders representing communities across our nation, we are writing to urge you to take immediate action on comprehensive coronavirus relief legislation, including desperately needed funding for states, counties, cities, and schools, and an increase in states’ federal medical assistance percentage (FMAP). President Biden’s ambitious $1.9 trillion American Rescue Plan will go a long way towards alleviating the significant financial strain COVID-19 has placed on our states, counties, cities, and schools, and the pocketbooks of working families. Working people have been on the frontlines of this pandemic for nearly a year and have continued to do their jobs during this difficult time. Dedicated public servants are still leaving their homes to ensure Americans continue to receive the essential services they rely upon: teachers and education workers are doing their best to provide quality education and keep their students safe, janitors are still keeping parks and public buildings clean, while healthcare providers are continuing to care for the sick. Meanwhile, it has been ten months since Congress passed the CARES Act Coronavirus Relief Fund to support these frontline workers and the essential services they provide. Without significant economic assistance from the federal government, many of these currently-middle class working families are at risk of falling into poverty through no fault of their own. It is a painful irony that while many have rightly called these essential workers heroes, our country has failed to truly respect them with a promise to protect them and pay them throughout the crisis.

Oregon leaders stand in solidarity with Asian American communities, condemn racist violence March 31, 2021 Our nation is hurting following the brazen killings of eight people near Atlanta, Georgia, on March 16. We are still learning all the facts of the case, but we do know that the killer was a white man, and six of the victims were women of Asian descent. As Georgia state Rep. Bee Nguyen said, the shootings appear to be at the “intersection of gender-based violence, misogyny and xenophobia.” Our hearts go out to the loved ones of the victims: Soon Chung Park, Hyun Jung Grant, Suncha Kim, Yong Ae Yue, Delaina Ashley Yaun, Paul Andre Michels, Xiaojie Tan, and Daoyou Feng. These victims had full lives that were taken from them suddenly and senselessly. They had families, friends, and communities that loved them and relied upon them. Senseless and violent crimes like these murders can cause fear and pain in entire communities. Many Asian American and Pacific Islander (AAPI) community members, particularly Asian American women, are being hit hard by the tragedy of these murders. The shootings highlight the damage that can come from racist and xenophobic rhetoric. Since the start of the COVID-19 pandemic, racism against Asians and Asian Americans became increasingly normalized. Politicians like former President Donald Trump continue to blame the pandemic on Asians and Asian Americans, regularly calling COVID-19 the “China virus” and the “kung flu.” Words matter, and these racist sentiments have consequences. The Center for the Study of Hate and Extremism found that in the 16 largest U.S.

For the record I am Senior Policy and Legislative Analyst Christopher Castelli of the Department of State Lands, and I am here today to testify on House Bill 2603, -1 Amendment. The Department has no position on this bill. The Department has dual responsibilities for activities in the territorial sea. The Department acts as a landowner for the State of Oregon, through the State Land Board, and is responsible for authorizing uses of the territorial sea, such as easements for telecommunication cables. The Department is also responsible for administering the state’s removal/fill law for ground disturbing activities in waters of the state. This bill requires a removal plan and financial assurance for the placement of telecommunication cables in the territorial sea. The bill also requires the Department and the Department of Land Conservation and Development to jointly study and propose changes to the permitting and siting of telecommunications cables in the territorial sea and the ocean shore.

TROUT DENNIS RICHARDSON DIRECTOR SECRETARY OF STATE 255 CAPITOL ST NE, SUITE 501 LESLIE CUMMINGS, PhD SALEM, OREGON 97310 DEPUTY SECRETARY OF STATE (503) 986-1518 Dear Oregon Voter, The Oregon Constitution provides registered voters the opportunity to vote on a law passed by the legislature if a referendum is placed on the ballot. In a referendum, a “yes” vote means you want the law to take effect, and a “no” vote means you do not want the law to take effect. This past fall, 70,320 Oregonians signed a petition to allow citizens to vote on Measure 101. The provisions of Measure 101 will not become law unless Oregon voters approve it at a special election to be held on January 23, 2018. This voters’ pamphlet contains information on Measure 101. Typically, Oregon does not hold elections in January.
