MESSAGE FROM THE PRESIDENT

Dear Members,

Not long after returning from , after the Gree – Tour of and the Tour of Guangxi Women’s WorldTour, it was a pleasure in my turn to welcome a delegation from China to the UCI headquarters in Aigle. Representing the city of Shanghai, and headed by the city’s Vice Mayor Mr Chen Qun, the seven city representatives spent the day in Aigle, meeting with UCI staff from our different departments. It was a great opportunity to discuss the development of cycling in their area and plan the future of our activity in the region.

On the subject of developing our sport in different regions, I was delighted to travel to Havana () at the beginning of this month for the Caribbean Championships and the Congress of the Caribbean Cycling Confederation. A record 27 nations participated in the racing in the Cuban capital, and it was a privilege for me to present medals to the new Caribbean Champions. The Congress on 2 November, preceded by an informative and dynamic UCI Sharing Platform, was a demonstration of the wonderful commitment of the attending National Federations to our sport. The discussions were fruitful and positive, and I look forward to following cycling activity in the region. I would also like to congratulate Trevor Bailey for his re-election at Congress as President of the Caribbean Cycling Confederation.

Back in Europe, I travelled to for the WADA World Conference on Anti-Doping and Foundation Board meeting in Katowice. The three-day World Conference gathered together more than 1500 representatives of the clean sport community who, among others, discussed the revised World Anti-Doping Code and International Standards (2021), which were then endorsed by the Foundation Board and the Executive Committee. We also elected two athletes as the next WADA President and Vice-President: former elite runner and Poland’s Minister for Sport and Tourism, Witold Bańka (President) and double Olympic gold-medalist in short-track speed skating, Yang Yang (Vice-President). They will take up their positions on 1 January 2020.

In the meantime, we were able to follow the UCI Urban Cycling World Championships, organised in Chengdu, China, 6-10 November. I would like to commend the organisers for the quality of this event, and congratulate the medal-winning athletes, in particular our first-ever UCI World Champions for BMX Freestyle Flatland.

Our second UCI Mobility and Bike City Forum took place at the Paris City Hall on 12-13 November, bringing together international experts from the cycling and mobility community for two days of presentations, exchanges and networking. I was encouraged to see how people and organisations from the world over are working together to promote active mobility, which is a field where cycling has a major part to play. You can read more about the Forum in the Spotlight section of this newsletter.

In other news this month, on 21 and 22 November I am in Lausanne for a session of the IOC Esport and Gaming Liaison Group, which I lead. On 23 November I will open our International Commissaires Seminar in Geneva before travelling to Glasgow (Great Britain) for the sixth Host City Conference & Exhibition which will focus on how to attract, bid for and host events. More on that in next month’s newsletter!

Launch of 2020 UCI Solidarity Programme The development of cycling in emerging cycling nations is a core pillar of the UCI’s strategy. In line with Agenda 2022, the UCI Solidarity Programme was set up to fulfil this important goal by supporting Continental Confederations and National Federations of Groups 3 and 4 in the development of the sport in their respective regions and countries, within a structured, sustainable and progressive framework.

With this in mind, the UCI is now accepting applications for the first submission period of the 2020 UCI Solidarity Programme. All the information relating to the UCI Solidarity Programme is now available on the National Federations’ Extranet. It includes the UCI Solidarity Programme Guidelines, together with the application forms for the three pathways of the programme, namely, Education, Equipment and Funding for Special Projects.

The deadline for National Federation to send completed applications is 31 December 2019 at 12 noon. The International Relations Services ([email protected]) are available to answer any queries you may have as well as advise and guide you in applying for the UCI Solidarity Programme.

UCI Sharing Platform for Caribbean National Federations Havana was the location of the latest UCI Sharing Platform (USP), which took place on 1 November with the presence of 50 participants from 26 nations.

Taking place alongside the Caribbean Championships and the Caribbean Cycling Confederation Congress, the USP covered topics such anti-doping education programmes, presented by National Federations and moderated by a UCI expert, road cycling on the American continent, the UCI Solidarity Programme as well as safety and related rules during road races.

The USP is an excellent opportunity for National Federations to meet and share their experiences and knowledge, as well as meet key UCI staff and gather information on the many tools the UCI has to offer.

Grenada Cycling Federation welcomes new President Mr Troy Felix was recently elected President of the Grenada Cycling Federation. Under his presidency, the Federation will continue to promote and develop cycling in the country. We wish him the very best in his new endeavours.

UCI and UCI WCC: change of address In line with a street name modification enacted by the Commune of Aigle, the address of the UCI and UCI WCC is changing to Allée Ferdi Kübler 12, 1860 Aigle from Saturday 23 November 2019. The street name is in tribute to the Swiss cyclist, Ferdinand Kübler, who won the Tour de in 1950 and the 1951 UCI Road World Championships.

Please note that the location of cycling’s headquarters remains exactly the same.

UCI World Championships Candidatures The UCI opened the bidding process for 27 UCI World Championships events in June 2019.

For your information, the deadline for the events listed below has been extended to 1 December 2019, to allow more time to prepare letters of intent:  2025 and 2026 UCI Track Cycling World Championships  2024 and 2025 UCI Urban Cycling World Championships  2026 and 2027 UCI Cyclo-cross World Championships  2022 UCI Indoor Cycling World Championships  2022 and 2024 UCI Para-cycling Track World Championships  2022 and 2023 UCI Masters Mountain Bike World Championships.

If you are interested in bidding for the organisation of one of these UCI World Championships, we kindly ask you to send a letter of support from your National Federation and another from a local authority (city, region, district or state) by 1 December 2019 at the latest.

For your information, the following events are now closed for candidatures:

 UCI Cycling World Championships 2027  UCI Road World Championships 2025 and 2026  UCI Mountain Bike World Championships 2025 and 2026  UCI Mountain Bike Marathon World Championships 2024  UCI BMX World Championships 2025 and 2026  UCI Junior Track Cycling World Championships 2023 and 2024  UCI Masters Track Cycling World Championships 2023 and 2024  UCI Masters Cyclo-cross World Championships 2023 and 2024  UCI Gran Fondo World Championships 2024.

All the events will be awarded at the UCI Management Committee meeting in September 2020, once the UCI receives a complete bid file and signed contract for each candidature.

ROAD

2020 UCI Road World Championships, Aigle-Martigny: Team Accommodation The UCI and Local Organising Committee recommends that National Federations book hotels early for the 2020 UCI Road World Championships.

The Local Organising Committee have reserved rooms in hotels situated within 30km to 60km from Martigny. The rooms for these hotels will be held until 15 February 2020 only.

Sport Directors’ Course This year’s Sport Directors’ course, which took place between 11 and 15 November at the UCI WCC, attracted 50 participants from 14 countries. Participants were existing Sport Directors working for UCI WorldTeams, UCI Professional Continental Teams (from 2020: UCI ProTeams) or UCI Women’s Teams. In line with UCI’s strategy to promote women in technical roles in cycling and to increase the number of female Sport Directors, four women benefitted from a UCI scholarship.

TRACK

2019-2020 Tissot UCI Track Cycling World Cup Quotas (sprint, keirin, Omnium, Madison) – finalised on 17.09.2019 The quotas valid for the 2019-2020 Tissot UCI Track Cycling World Cup are available here.

A 48-hour extension will be given when the online registration period ends to accommodate any late entries, though they will be subject to a fee of 200 CHF payable to the National Federation, in accordance with Article 3.4.009.

We would like to remind you that once this period has ended any unused quotas will be reallocated, without the National Federation in question being asked to provide any confirmation. As in previous seasons, when a quota has not been (fully) used by a qualifying nation, the nations occupying the following positions in the UCI Ranking on 17 September 2019 will be given the opportunity to register an athlete. The first five nations to do so will be displayed in the quota (R1, R2, R3, R4 and R5). The Individual Ranking has been used to establish the quotas for the individual sprint, keirin and Omnium. The Nation Ranking has been used to establish the quotas for the Madison.

Rider and staff registration Details on the online registration of riders and staff members for the fifth and sixth rounds of the Tissot UCI Track Cycling World Cup are as follows:

 Brisbane (AUS), 13-15 December 2019: registration system opens from 12:00 (CET) Monday 28 October 2019 to 12:00 (CET) Sunday 24 November 2019.  Milton (CAN), 24-26 January 2020: registration system opens from 12:00 (CET) Monday 16 December 2019 to 12:00 (CET) Sunday 5 January 2020.

When registering staff, please remember to enter the team leader’s contact information (telephone number and email) correctly so that they can be contacted without delay if necessary.

You will find a table containing all the registration dates for upcoming rounds on the UCI website.

Eligibility We would like to remind you that in order to be eligible, athletes must have at least 250 UCI points in either the qualifying ranking dated 17 September 2019 or the last updated ranking, in accordance with Article 3.4.004. The rankings are updated every Tuesday.

Tax on prize money The fourth round of the 2019-2020 Tissot UCI World Cup taking place in New Zealand will be held between 6 and 8 December 2019. Please note that athletes competing in New Zealand are subject to tax on prize money received at the rate of 20% of the gross payment. It is possible to apply for a tax waiver by providing the New Zealand Tax Department with a list of all athletes who will be representing the national body that administers the sport in the country in which they reside. Please note that prize winners who do not have a tax exemption will be subject to the 20% tax. For further details on how to compile the athlete list, please consult the Information Bulletin on the UCI website.

2020-2021 UCI International Track Calendar: Registration form and instructions Instructions for the registration of international track events on the 2020-2021 calendar together with the application forms were sent out to all National Federations in early November. National Federations should forward their duly completed forms to [email protected] before 15 December 2019. All related documents are available on the National Federations’ extranet.

2020-2021 UCI Track Teams – Registration via UCI DataRide UCI Track Teams can now register for the 2020-2021 season via the UCI DataRide platform. Instructions were sent to all teams in early November.

The registration process on UCI DataRide opened on Friday 1 November and runs until the registration deadline, which is Monday 17 February 2020.

New teams are kindly required to contact [email protected] to obtain a username and password for UCI DataRide.

Tokyo 2020 Olympic Games – Test Event (CL1) The following events will be on the programme at the Ready Steady Tokyo test event, to be held on 11-12 April 2020 at the Olympic Velodrome in Izu, Japan:

 Open: team sprint, team pursuit  Men: individual sprint, Madison  Women: Keirin, Omnium

The competition programme will be available shortly on the UCI website.

URBAN

2019 UCI Urban World Championships The 2019 UCI Urban World Championships took place between 6 and 10 November in Chendgu, China. 244 athletes from 37 countries took part.

The third edition of this event saw the crowning of the first-ever UCI World Champions for BMX Freestyle Flatland: the Czech Republic’s Dominik Nekolny and Austrian Irina Sadovnik. Meanwhile in the BMX Freestyle Park competition, the USA’s Hannah Roberts claimed back the rainbow jersey she had won in 2017 before losing it last year to fellow American Perris Benegas, 8th this year. Australian Brandon Loupos was victorious in the men’s competition.

However, it was the trials competitions that decided the overall medals table for the Urban Worlds. With three gold medals - in the Men Elite 20” (Dominik Oswald), Women Elite (Nina Reichenbach) and Men Junior 26” (Oliver Widmann) - celebrated the most victories in Chengdu. They were followed by , winners of the rainbow jersey in the teams event and the Men Elite 26”, which saw a surprise win go to Sergi Llongueras.

MOUNTAIN BIKE

2020 UCI Mountain Bike Teams The 2020 UCI Mountain Bike Teams registration procedure via UCI DataRide has been sent to the 2019 UCI Mountain Bike Teams and National Federations and the registration platform is now open.

Should you be interested in registering a team, please send the following information to [email protected]:

The application criteria for UCI Mountain Bike Teams is as follows:

 A UCI Mountain Bike Endurance Team can apply for a registration only if the team is ranked with a total of 75 points in the UCI endurance team ranking calculated as per article 4.13.002.  A UCI Mountain Bike Gravity team can apply for a registration only if the team is ranked with 1 point in the gravity team ranking calculated as per article 4.13.002.

The rules relating to the UCI MTB Elite Team and UCI MTB Teams can be found in Chapter XIII and XV respectively of Part 4 of the UCI Regulations.

The National Federations are responsible for approving the teams registered on the UCI DataRide Team Registration platform before the UCI is able to provide an official confirmation of the teams.

2019 Mercedes-Benz UCI Mountain Bike World Cup – Best event The UCI is pleased to announce the results of the vote for the best events of 2019 Mercedes- Benz UCI Mountain Bike World Cup as follows:

 Best event Cross-country Olympic – Nove Mesto Na Morave (CZE)  Best event Downhill – Vallnord Pal Arinsal (AND)

As tradition dictates, athletes, team managers, UCI sponsors and UCI staff voted for the best Cross-country Olympic and best Downhill events of the season. Numerous factors are taken into consideration, including the organisation, the courses and the atmosphere at each of the events.

BMX RACING

2020 UCI BMX World Championships National Federations are reminded that the schedule and registration deadlines for the 2020 UCI BMX World Championships in Houston (USA), taking place between 26 and 31 May 2020, is published on the UCI website.

2020 UCI BMX Supercross World Cup National Federations are reminded that the race parameters and registration deadlines for the 2020 UCI BMX Supercross World Cup are published on the UCI website. The competition guides for the first two events in Australia will be published on the UCI website in late November.

Registration of BMX teams for 2020 National Federations are advised that the deadline to submit applications to register UCI BMX Teams for 2020 is 15 January 2020. In order to receive the necessary information to apply, please contact [email protected].

BMX FREESTYLE

2020 UCI BMX Freestyle International Calendar National Federations are advised that the deadline to register C1 and CN events via [email protected], for the 2020 UCI BMX Freestyle International Calendar (both Park and Flatland) is 15 January 2020.

CYCLO-CROSS

2019-2020 Telenet UCI Cyclo-cross World Cup The third and fourth rounds of the 2019-2020 Telenet UCI Cyclo-cross World Cup were held in Bern (SUI) and Tábor (CZE).

Annemarie Worst (NED, 777) claimed two consecutive victories in the Women Elite races. In the Men Elite category, Eli Iserbyt (BEL, Pauwels Sauzen - Bingoal) won in Bern, while Mathieu Van der Poel (NED, Corendon - Circus) took the honours in Tábor.

Eli Iserbyt and Katerina Nash (CZE) remain the leaders of the 2019-2020 Telenet UCI Cyclo- cross World Cup individual rankings going into the fifth round to be held in Koksijde (BEL) on 24 November.

Upcoming events: Namur (BEL) on Sunday 22 December, and Heusden-Zolder (BEL) on Wednesday 26 December.

Registration deadlines

 Sixth round - Namur (BEL), 22 December 2019: registration from Thursday 12 December to Monday 16 December. Entry list will be published on Tuesday 17 December.  Seventh round - Heusden-Zolder (BEL), 26 December 2019: registration from Thursday 12 December to Monday 23 December. Entry list will be published on Tuesday 24 December.

Competition Guides for UCI Cyclo-cross World Championships The Competition Guide for the 2019 UCI Masters Cyclo-cross World Championships in Mol (BEL), on 29 and 30 November 2019, has been published on the UCI website and is available here.

The Competition Guide for the 2020 UCI Cyclo-cross World Championships in Dübendorf (SUI), on 1 and 2 February 2020 has been published on the UCI website and is available here.

Registration procedure for the 2020-2021 UCI Cyclo-cross International Calendar The procedure and registration forms for the 2020-2021 UCI Cyclo-cross International Calendar have been sent to all current organisers on the calendar, as well as to the National Federations. This procedure is available on page 42 of the document published here.

The deadline for registration on the 2020-2021 UCI Cyclo-cross International Calendar is 15 December 2019. Please note that all registration forms must be sent via the National Federation of the event’s location to [email protected]

For new events, it is necessary to attach a technical guide for the event.

The events will be registered on the UCI Calendar following approval by the UCI Management Committee on 31 January 2020.

PARA-CYCLING

Research on the classification system: questionnaire Research on the classification system continues and as a reminder, a questionnaire has been devised for National Federations and athletes. We kindly invite you to complete and share it with your athletes in order to fulfil the objectives of this project. The questionnaire is available at this link.

Tokyo 2020 Paralympic Games: intermediate ranking published The intermediate Combined Nations Ranking (road and track) has been published on the UCI website.

The document will be updated after the 2020 UCI Para-cycling Track World Championships in Milton, Canada. The final ranking will be published after the 2020 UCI Para-cycling Road World Championships in Ostend, .

UCI Para-cycling Track World Championships The 2020 UCI Para-cycling Track World Championships will be held in Milton, Canada, between 30 January and 2 February.

Qualifying places for the event are published on the UCI website. As a reminder, the online registration system will open on 18 December 2019 and will close on 8 January 2020.

2020 classification dates The 2020 classification dates are available on the UCI website.

INDOOR

2019 UCI Artistic Cycling World Cup The 2019 UCI Artistic Cycling World Cup season will conclude on 30 November 2019 in Erlenbach, Germany, and will see the 2019 UCI World Cup overall winners crowned, one week before the UCI Indoor Cycling World Championships held in Basel, .

2019 UCI Cycle-ball World Cup The eight and final 2019 UCI Cycle-ball World Cup round took place on 2 November in Höchst (AUT). It was won by the local team, reigning World Champion RC Höchst 1 (AUT), in its final match against RMC Stein (GER).

It was good preparation for the upcoming UCI Indoor Cycling World Championships, with all six A-Group teams present. It was also the final chance to qualify for the UCI Cycle-ball World Cup Final on 18 January 2020 in Möhlin, Switzerland.

RC Höchst is the current leader of the UCI Cycle-ball World Cup.

2019 UCI Indoor Cycling World Championships The 2019 UCI Indoor Cycling World Championships will be held in Basel, Switzerland, from 6 to 8 December 2019.

SPOTLIGHT ON...UCI MOBILITY & BIKE CITY FORUM IN PARIS

The UCI’s second Mobility & Bike City Forum attracted more than 90 participants from the world over for two days of exchanges, presentations and discussions focused on the promotion of cycling and active mobility.

After Milan () in 2018, this year’s Forum was held in Paris (France) at the Paris City Hall on 12-13 November. It was attended by representatives of cities, regions, event organisers, international organisations and Non-Governmental Organisations (NGOs).

Organising this annual UCI Mobility & Bike City Forum is in line with the UCI’s Agenda 2022 pledge to encourage more biking in society, with the aim of making cycling an integral part of public policy. Paris was a fitting host of the second edition of the Forum, as it has just been awarded the UCI Bike City label for its commitment to hosting major UCI events and at the same time promoting cycling at an every-day level. UCI President David Lappartient, who gave an opening address at the Forum, took the opportunity to present the award to Christophe Najdovski, Deputy Mayor of Paris for Transport, Roads and Public Space and the President of the French Cycling Federation (FFC), Michel Callot.

From inspirational speeches to practical toolkits and recommendations, participants in the Forum had the opportunity to learn from best practice examples in areas including infrastructure, children’s cycling education, Danish cycling promotion, the legacy of cycling events, tourism development, road safety, active cities, innovation in bike share and the future of mobility.

Attendees heard about initiatives to promote and encourage cycling in Paris and in the Ugandan capital of Kampala. The measures undertaken in these vastly differing cities are driven by the shared conviction that the bicycle has a huge part to play in improving city life, enhancing public health, reducing pollution and boosting tourism.

First-hand examples were also given on how hosting a major event can encourage everyday cycling, with case studies from the Yorkshire 2019 UCI Road World Championships, the 2023 UCI Cycling World Championships, the and the Val di Sole UCI Mountain Bike World Cups.

The second day of the Forum provided an opportunity for exchange between current and potential members of the UCI Bike City label network, including a bike tour of Paris cycling infrastructure.

In addition, PeopleForBikes (PFB) ran a workshop on the innovative PlacesForBikes Bicycle Network Analysis tool, which allows cities to assess the efficiency and performance of cycling infrastructure.

Details of the 2020 UCI Mobility & Bike City Forum will be announced in the coming months.

UCI WCC CORNER

Inauguration of world-class BMX Freestyle Park facility With BMX Freestyle Park making its summer Olympics debut in Tokyo 2020, the UCI World Cycling Centre (WCC) is proud to officially inaugurate its BMX Freestyle Park facility on 27 November.

By adding this new world-class park to its range of facilities, the UCI WCC can now offer National Federations ideal training conditions for all cycling’s five Olympic disciplines.

The UCI WCC BMX Freestyle Park replies to international standards and boasts many particularly interesting features. Within its 1300m2, are 15 innovative modules including a 5m high vert wall, a heightened section enabling athletes to gather more speed, and a training area including a resi fun box (two modules with padded reception areas for safe landing).

This magnificent UCI WCC facility will be opened with flare on 27 November, thanks to demonstrations by the two teams that shared the gold medal in the discipline at the Buenos Aires 2018 Youth Olympic Games: Argentina (Iñaki Iriartes and Agustina Paola) and Germany (Lara Lessmann and Evan Brandel). They will be joined by several French athletes including French and European Champion Anthony Jeanjean.

Guests at the inauguration will be treated to a varied BMX Freestyle show: after the Park, they will be taken inside where there will be a demonstration of the Flatland format to be given by rider Alex Jumelin (France).

The UCI WCC is already in contact with several National Federations interested in travelling to Aigle, Switzerland, with their Elite riders and coaches to train on the new BMX Freestyle park. As with the road, track, BMX Racing and mountain bike athletes, the BMX Freestyle riders training at the UCI WCC will also have access to the centre’s gym, Wattbikes, restaurant, and nearby accommodation.

Talent identification camps October saw a total of 42 young athletes from 23 countries take part in talent identification camps at the UCI WCC. Four week-long camps were held for the Olympic disciplines of BMX Racing, mountain bike, road and track.

Athletes underwent Wattbike protocol testing, scientific assessment in the UCI WCC testing laboratory and sessions specific to their particular discipline. They were observed and coached by the UCI WCC’s professional coaching staff and benefitted from the centre’s high-class facilities: the BMX Supercross track, covered velodrome, cyclo-cross training circuit, mountain bike trails and varied routes for road cyclists both on the flat and in the mountains.

As well as physical aptitude, the coaches were looking for athletes displaying qualities such as determination, good organisation, resilience, willingness to tackle the unknown and ability to follow instructions.

The most promising of the 42 athletes will be invited back to the UCI WCC in Aigle next year to join the long-term group of trainees. The aim is first and foremost to help them realise their full potential, with the ultimate goal being the Paris 2024 Olympic Games.
