Supplementary Survey on North South Commuter Rail Project (Phase II-A) in the Republic of the Philippines FINAL REPORT SUMMARY CHAPTER 1 INTRODUCTION 1.1 Background of the Study A commuter railway service to connect Metro Manila with its adjacent northern and southern suburban areas is deemed as one important mass transit backbone for the metropolis as well as for the growth corridor of the Greater Capital Region (GCR), which comprises of Region III, Metro Manila and Region IV-A. This is the focus of many mass transit studies of the Department of Transportation and Communications (DOTC) and the commuter rail service from Malolos to Calamba, in particular, is highlighted as one of the priority projects for the region. The significance of the project is likewise reflected in the recent National Economic Development Authority (NEDA) study on the Roadmap for Transport Infrastructure Development of Metro Manila and Its Surrounding Areas (Region III and Region IV-A). A feasibility study on Commuter Railway for Malolos to Caloocan was a Japan International Cooperation Agency (JICA)-funded initiative of DOTC to escalate project preparedness for a likely implementation within the short term period (i.e., 2014 - 2016). It took off from the previous pre-feasibility study for the Airport Express Rail (AER) Study, which was geared to develop a railway strategy for connecting Clark International Airport (CIA) to the National Capital Region (NCR) or Metro Manila. This study aims to conduct supplementary surveys on Caloocan and Tutuban section of North South Commuter Railway (NSCR), which was out of scope in the recent concluded feasibility study, to evaluate the necessity and feasibility of an urban rail transit system for Malolos to Tutuban section, a section with one of the highest priorities as per DOTC, and to prepare necessary material for project appraisal. 1.2 Objectives of the Study This study aims to conduct supplementary surveys on the Caloocan and Tutuban section, a part of the priority section from Malolos to Tutuban of NSCR, to develop a preliminary design and project cost estimation. The purpose of these supplementary surveys is to advance the realization of the project through the evaluation of necessity and propriety of the priority project between Malolos and Tutuban section in consideration for consistency and adequacy of whole railway system. In addition, examination on i) Inter-modal enhancement with transit oriented development and examination of the universal design facility plan at junction stations, ii) Estimation of potential greenhouse gas reduction will be carried out. 1.3 Study Area As shown in the Project Location Map shown below, the section of this study extends approximately 5.6 km from Caloocan to Tutuban within the NSCR (Malolos- Tutuban). The result of the feasibility study on Malolos- Caloocan section shall be reviewed from the viewpoint of consistency and adequacy of whole railway system between Malolos and Tutuban.     MMUTIS Final Report These improvement measures, however, will not fundamentally improve future traffic congestion. Hence, the MMUTIS proposes two new major access roads to Terminal 3. The first proposal will provide a new interchange from the Skyway to Sales Road. The interchange has to shift slightly from the exact location of the Nichols Interchange, but contained on Sales Road as an elevated structure. This facility will connect Terminal 3 directly with the Skyway, which serves SLE near Magallanes Interchange and Pasay Road or Buendia Avenue over the Magallanes Interchange. The second proposal is an underground tunnel from C-5 South Section to Andrews Avenue to go under the main runway. Although it needs very sensitive construction technologies, it is a technically possible alternative. This facility will directly connect Terminal 3 with C-5, which serves Roxas Boulevard southbound and C-5 northbound. It is generally best to consider a variety of issues and perspectives. A planning process should reflect each community’s equity concerns and priorities so public involvement is important for transport equity planning. The objective of this study is to determine the Transit Equity in the City of Manila by income class and accessibility. Accessibility in this study refers to the ability of an individual to reach his desired services and activities. Accessibility is measured in terms of number of transfers made by the respondent, time travel and monetary value of the travel and then correlated to the income class. The desired services and activities can only be located in the city and they are the Hospital, Mall, Supermarket, City Hall, Park, Church, School and Work Place. The respondents are requested to answer a questionnaire to determine the transit equity in the city. There are no significant disparities in the affordability, transport network connectivity, geographic distribution of activities and ability to reach the desired services and activities of the Hospital, Mall, Supermarket, City Hall, Park and Church. A significant number of respondents, whose monthly income is less than P20000.00, take three to four kinds of public transportation system, travel longer and pay higher to reach their school and work place respectively.

    Transport and Communications Bulletin for Asia and the Pacific No. 82, 2013 BATTLING CONGESTION IN MANILA: THE EDSA PROBLEM Yves Boquet ABSTRACT The urban density of Manila, the capital of the Philippines, is one the highest of the world and the rate of motorization far exceeds the street capacity to handle traffic. The setting of the city between Manila Bay to the West and Laguna de Bay to the South limits the opportunities to spread traffic from the south on many axes of circulation. Built in the 1940’s, the circumferential highway EDSA, named after historian Epifanio de los Santos, seems permanently clogged by traffic, even if the newer C-5 beltway tries to provide some relief. Among the causes of EDSA perennial difficulties, one of the major factors is the concentration of major shopping malls and business districts alongside its course. A second major problem is the high number of bus terminals, particularly in the Cubao area, which provide interregional service from the capital area but add to the volume of traffic. While authorities have banned jeepneys and trisikel from using most of EDSA, this has meant that there is a concentration of these vehicles on side streets, blocking the smooth exit of cars. The current paper explores some of the policy options which may be considered to tackle congestion on EDSA . INTRODUCTION Manila1 is one of the Asian megacities suffering from the many ills of excessive street traffic. In the last three decades, these cities have experienced an extraordinary increase in the number of vehicles plying their streets, while at the same time they have sprawled into adjacent areas forming vast megalopolises, with their skyline pushed upwards with the construction of many high-rises.

    CHAPTER 2 DEVELOPMENT SCENARIO FOR INTEGRATION AND STANDARDIZATION IN METRO MANILA CHAPTER 2 DEVELOPMENT SCENARIO FOR INTEGRATION AND STANDARDIZATION IN METRO MANILA The total length of operational railway lines in Metro Manila currently stands at about 63 km - - LRT Line 1, LRT Line 3, and the Tutuban to Muntinlupa section of PNR. Compared with other metropolitan areas extent of railway services in Metro Manila—with its population of 9.5 million as of 1995is rather sparse. Coupled with other metropolitan areas in the world, the extent of railway services in Metro Manila is limited. 2.1 Railway Development Scenario for Metro Manila (1) Transport development issues The transport problem is already bad and is expected to get worse due to: 1) continued concentration of population and economic activities in the National Capital Region; 2) disorderly expansion of the urbanized areas; 3) rapid rate of motorization triggered by income and population growths; 4) slow pace of road network development; and 5) lack of integration among different public transport modes. Following the trend set in the late 1970s, sub-urbanization is proceeding unabated without the corresponding land use development controls and advance reservation or delineation for a future transport network. Dispersal of urban functions in Metro Manila has occurred - not by design but by the accidents of commerce. Thus, several nodes of commercial/business and educational concentrations arose in Makati, Ortigas, and Cubao. Meantime, large-scale developments are being pushed in Fort Bonifacio in Taguig, in the Manila Bay area called Boulevard 2000, and in Alabang dubbed as Fil- invest City. These are expected to make transport problems worse, especially of movements to and from them.

This history focuses on urban transport including rail-based streetcars or trams that started operations in the 1880’s but were destroyed during the Second World War and never to be revived. Several plans are discussed. Among these plans are proposals for a monorail network, a heavy rail system, and the more current rail transit plans from recent studies like MMUTIS. An assessment of public transportation in Metro Manila is presented with emphasis on the counterfactual scenario of what could have been a very different metropolis if people could commute using an extensive rail transit system compared to what has been realized so far for the metropolis. Recommendations for the way forward for rail transportation in Metro Manila and further studies are stated in conclusion. Keywords: Transport Planning, Rail Transit, History 1. INTRODUCTION 1.1 Background Rail-based urban transport has had a relatively long history in Metro Manila despite what now seems to be a backlog of rail transportation in the capital city of the Philippines.
