HAVENS FAMILY DEEDS This collection of deeds referring to the Havens family of East Donyland and Wivenhoe was kindly loaned to the Wivenhoe History Group by Pat Green. The first three deeds refer to Wivenhoe. Beneath this is a list of all the deeds in chronological order which have either been transcribed, had an edited transcription or been summarised according to the content. The Wivenhoe deeds have all been transcribed and checked. The other deeds have been listed for research purposes but not thoroughly cross checked. Although most of the deeds consist of one long sentence they have been formatted into paragraphs for easier reading. INTRODUCTION Background to the Report 1.1 This Authority Monitoring Report (AMR) contains information about the extent to which the Council’s planning policy objectives are being achieved. The report covers the period from 1 April 2015 to 31 March 2016. Introduction 1.2 The Localism Act removed the requirement for local planning authorities to produce an annual monitoring report for Government, but it did retain an overall duty to monitor planning policies. Authorities can now choose which targets and indicators to include in their monitoring reports as long as they are in line with the relevant UK and EU legislation. Their primary purpose is to share the performance and achievements of the Council’s planning service with the local community. The monitoring report also needs to demonstrate how councils are meeting the requirement to cooperate with other authorities on strategic issues. The format of this AMR accordingly was revised and shortened last year to reflect the greater flexibility allowed for these reports and to present a more concise summary of key indicators.

Once adopted, the Myland and Braiswick Neighbourhood Plan will become part of Colchester Borough Council’s Local Development Plan. 2. Reasons for Decision(s) 2.1 To ensure the Council’s planning policies provide a robust basis for decisions on future planning applications in the Borough. 3. Alternative Options 3.1 The alternative would be to recommend to Full Council that it does not adopt the Neighbourhood Plan. This alternative, however, would be contrary to the positive approach to Neighbourhood Plans found in the National Planning Policy Framework (Paras 184-185). 4. Supporting Information 4.1 On 28 January 2013, Colchester Borough Council designated the Myland and Braiswick Neighbourhood Plan Area for the purpose of preparing a Neighbourhood Plan (in accordance with Part Two of the Town and Country Planning (England), Neighbourhood Planning (General) regulations 2012). The plan area includes the whole of Myland Parish, an additional area of Braiswick and a small area which is now within Highwoods Ward (following the recent Boundary Review). 4.2 The Neighbourhood Plan Working Group comprising Myland Community Council councillors, Braiswick Residents Association representatives and resident representatives carried out development and consultation on the Neighbourhood Plan.

Action zones The framework developed in this Green Infrastructure Strategy for organising and articulating the proposed Green Infrastructure Network and component projects, and for assessing functional GI provision and need. Action zones are based on distribution and assessment of common character and green infrastructure assets. AOD Above Ordnance Datum (sea level). Ancient woodland Woods that are believed to have been continuous woodland cover since at least 1600 AD. ANGSt Accessible Natural Greenspace Standards – a four level spatial typology advocated by Natural England to evaluate provision of accessible (semi) natural greenspace, such as nature reserves, parks and gardens, allotments and amenity greenspace. The intention was for the model to be applied primarily to urban areas and settlements originally although the standard has since become a widely accepted provision standard. The standard applies to spatial elements and not linear features such as paths and rights of way. “Examine the value of place-names as evidence for the history, landscape and, especially, language(s) of your chosen area.” Introduction The corpus (see Appendix) contains forty historic parish names from north-east Essex. The area selected is coastal, bordering the sea to the east and south, and the county of Suffolk to the north. Within this small area, the entire language strata of English place-names are represented: British, Latin, Old English (OE), Old Norse (ON), Old French (OFr), and Middle English. The area contains a Roman settlement, is assumed to have been ceded to the Danish Kingdom of East Anglia by the Kingdom of Wessex, and indicates land ownership by Anglo-Norman aristocracy. As is the case for England as a whole, the majority of place-names are Old English in origin. This assignment will first look at the significance of non-English influences on the corpus, in chronological order, followed by an analysis of the Old English majority. British Influence The history of Essex during the early stages of Germanic migration is shrouded: Stenton notes that no East Saxon king was of more than local importance, but that an early occupation is evident in ‘place-names of primitive type’.1 The proximity of Essex to better documented Anglo-Saxon kingdoms, and the dearth of British nomenclature in contrast to some areas in the west and north of England, supports the notion of early settlement by Germanic peoples. Indeed, Essex is firmly within ‘Area 1’ of Jackson’s map of Celtic zones, where few Celtic names have survived.2 As a likely result of this early Germanic migration, British nomenclature within the corpus is limited to one, possibly two, river-names.
