Sadler of the 17th Battalion afterwards describing the assembly.     CHAPTER X “THE TRUTH ABOUT THE ‘FIFTH’ ARMY”1 IT is now time to lift the veil that hid from the arriving reinforcements the chain of events that had produced the situations into which they were flung. It may be taken as an axiom that, when an army is in the grip of a desperate struggle, any one moving in its rear tends to be unduly impressed with the disorganisation, the straggling, the anxiety of the staffs, and other inevitable incidents of such a battle; he sees the exhausted and also the less stubborn fragments of the force, and is impressed with their statements, while the more virile and faithful element, mainly fighting out in front, ignorant or heedless of all such weakness in rear, is largely beyond his view. It is undeniable that during and after their race to the Aniiens front the Australian divisions were witnesses of many incidents that impressed them with a lack of virility in a certain proportion of the British troops. Rumours depre- ciating the resistance offered by parts of the Fifth Army were widespread not only throughout the remainder of the British Army, but among the French population, and were even current in England. The Australian troops were the ctief reinforcement sent to that army by the British command in the later stage of the retirement, and eventually occupied the whole of its remaining front as well as part of the Third Army’s. The Australian soldier was not an unfair critic. If the Performance of a neighbouring unit excited his admiration, no one was so enthusiastic and outspoken in his praise; but, where performance fell short of its expectations, it was quite useless to attempt to gloss over to him such failure.

Secrétaire de séance : Olivier TASSAERT Le Conseil municipal adopte à l’unanimité le procès-verbal de la réunion du 17 avril 2019. ORDRE DU JOUR 1/ PLUi avis du Conseil Municipal sur le projet M. Guy DEKERVEL, délégué communautaire pour l’élaboration du PLUi expose les avancées du projet PLUi qui concerne l’ensemble des communes du Val de Somme qui ont été classées par type : grands bourgs, bourgs avec services (Marcelcave appartient à cette catégorie), bourgs avec desserte ferroviaire, bourgs ruraux. La comparaison des cartes du PLU actuel et du PLUi envisagé permet de mettre en évidence les changements de politique d’aménagement du territoire. Les zones à urbaniser à long terme périphériques disparaissent au profit des zones non construites internes au village (les « dents creuses ») afin de réduire l’emprise sur les terrains agricoles. De même, la priorité est donnée à la réhabilitation des logements vacants. La troisième priorité concerne les friches industrielles comme celle de l’usine rue du 8 Mai. La commune aura la possibilité de contrôler les projets proposés sur ce terrain. Au niveau de l’extension du nombre d’habitants, la communauté de communes a pour objectif de passer de 26 000 à 28 000 habitants ce qui équivaut à conserver le rythme de croissance des trente dernières années. La possibilité d’extension de chaque commune sera limitée.

Jn the great attack on the goth, however, when the French were for the second time driven from Moreuil, the remnants of the southern divisions of the British Arniy46th and zoth-were forced back from both these villages. Early in the morning two brigades of the 2nd British Cavalry Division in reserve-the Canadian Brigade, supported by the 3rd- were hurried down to make sure of the line immediately north of Moreuil, which they did by a determined counter- attack at IO o’clock. Farther north, where the retirement on the Luce had communicated itself to the troops even beyond Marcelcave, on the plateau in front of Villers- Bretonneux. the two exhausted divisions holding the line, 66th and 39th, them- selves undertook a counter-at tack. But the effort was far beyond the power of the remnants that made it. Foch’s letter had pointed out that minor operations of the last few weeks had shown the Germans to be holding their lines with tired troops, below strength or of bad quality, in order to form behind them, for offensives, a mass of picked, strong, trained troops. This gave a chance, which should be seized at once, of launching important surprise offensives. The offensive that he now favoured for the British front was not the one to which he had chiefly inclined in May although it was one of the several that he had then discussed with Haig-an attack from Festubert and Robecq in the Lys area with the double object of shaking the enemy and driving him back in the region of the Bruay mine- field.
