Project Background 1.1 Introduction EDL Engineers (Pty) Ltd were appointed to prepare a Site Evaluation Report for a new Filling Station to be known as Command Park Filling Station, to be located on Portion 302 and Portion 303 (ptn’s of ptn 65) Naauwpoort 335 JS, Mpumalanga, by Command Filling Station (Pty) Ltd. The Purpose of the study is to evaluate the traffic past the site, the traffic growth, discuss the population, previous and future growth, estimated fuel volumes sales potential and discuss the need and desirability as well as the competitor sites within various radius distances from the proposed site. 1.2 Site Location and Surrounding Area The proposed site is located next to the R544 a very busy provincial major arterial route connecting Emalahleni in the north to Kriel in the south, as well as other class 2 roads such as R575 and R547. The R544 route passing the site provides mobility as well as access to numerous industrial businesses, coal mines and farms to the north and south of the site. The area surrounding the site is characterised by mainly a combination of light and heavy industrial businesses with some commercial and mining land uses nearby. Emalahleni is well known for its industrial and mining industries and the R544 links the N12, R575, R547 and Emalahleni as well as its surrounding residential and industrial land uses to each other and also the larger agricultural community and smaller towns to the south of Emalahleni. 1.3 Traffic growth on the R544 Traffic Counts have been undertaken near the site on the R544 on various occasions in the past, and therefore fairly accurate traffic growth rates could be established on the R544 over a number of years, past the site. From the traffic counts undertaken, one can see the annual traffic growth that is positive over the past 7 years, as listed below: 1 Dec 2011 Count – 15379vpd passing the site on R544 (WSP Africa) 6 Sep 2016 Count – 17017vpd passing the site on R544 (WSP Africa) 1 Aug 2018 Count – 17700vpd passing the site on R544 (EDL Engineers) The Traffic Counts shown above, passing the site from 2011 to 2016 shows a significant positive growth of 10,7% over 5 years, which is an average of 2,14% growth rate per annum. From 2016 to 2018, a further 2 years show that the traffic growth stayed positive at 4,01% over the 2 years or an average of just over 2% per annum. If the growth is calculated from 2011 to 2018 the average growth calculates to 2,15% per annum. 5 FILLING STATION - SITE EVALUATION REPORT PTN 302 & 303 NAAUWPOORT 335 JS, MPUMALANGA 2.1 Emalahleni Population According to Stats SA, over a period of 15 years, Emalahleni has had a positive population growth every year, with an average of 3,65% year on year growth. From the population numbers we obtained, the annual population growth is phenomenal, if one looks at the period from 2001 when the population within the Emalahleni Municipality area was 276,413 to 2011 the population had grown to 395,466 people, which is a total of 43% growth over 10 years and over 4% annual growth per year. From 2011 to 2016, a 5 year period, the population grew further to 455,227 people from the community survey undertaken, which calculates to an average positive growth of just over 3% per annum. 2.2 Emalahleni Population Growth Below is a graph showing the population growth from 2001 to 2018, with the latest population estimation for 2018 being around 483,000 people in Emalahleni. Previous estimates have estimated the population for 2018 to be around 508,150 people, but the actual based on the 2016 survey is estimated closer to 483,000. Over a 7 year period (from 2011 to 2018), the average annual population growth is calculated at just over 3,0%, which in a positive growth rate, and this positive growth trend is expected to continue for the next 10 years. Need and Desirability 3.1 Need The application site, Portion 302 and 303 (a portion of Portion 65) of the Farm Naauwpoort 335, Registration Division J.S., Province of Mpumalanga originally forms part of the industrial node situated south of Emalahleni. According to various local Emalahleni sources including Command Filling Station (Pty) Ltd, at the application site (and its immediate surrounding area) it has been noticed over the last few years that there is a growing need for a filling station catering towards the existing industrial market in the area, the proposed site will also cater for a place of refreshment where the people working in the surrounding area can stop for meals, beverages and refreshments without having to travel into town as the closest shop is situated in the Tasbet Spar Centre and is more than 5km from the industrial node and the filling station site. The R544 is classified as a Major Arterial Road which is a significant north-south route running through the central parts of Emalahleni and provides linkages between Emalahleni, the N4, many industrial and mining businesses as well as the smaller towns towards the south. Since the application site is situated directly adjacent to the R544 it will enjoy high visibility and accessibility. The R544 is also a widely-travelled road and one of the main freight roads largely utilized by heavy vehicles transporting coal and other raw and manufactured materials and goods. The application site is, therefore, considered ideal in terms of accessibility and convenience. Emalahleni has experienced growth in both short and long term over the last decade. Demand for fuel for businesses will therefore increase along with this growth and the growth of the number of new businesses in the surrounding industrial area and in Command Park is testimony to this growth. Filling Stations do not add to ambient noise levels when in operation. During construction noise could be a problem for most of the surrounding businesses however this will not be an issue as they are industrial businesses, that generate noise themselves during normal operations. Security measures will be put in place as mandated by the relevant fuel company. The proposed development of the application site will have a positive contribution to the nature and character of the area by supplying a supporting land use activity where such is needed. Coal Mines in the Area There are a number of Coal Mines within a 8km radius from the new proposed Command Park Filing Station, which include (to name only a few): Mooifontein Colliery (near Duvha) Kleinkopje West Colliery (Anglo) Wolwekrans Colliery (South 32) Kleinkopje South (Anglo) Kleinkopje North (Anglo) Middelburg Mine South (BHP Billiton) 7 FILLING STATION - SITE EVALUATION REPORT PTN 302 & 303 NAAUWPOORT 335 JS, MPUMALANGA 3.2 Desirability The proposed filling station will significantly improve the levels of convenience to people traveling along the R544 and businesses located in the area as well as the in the proximity of the site. Visual and Physical Influence: Fuel tanks will be buried so it will have a limited impact on aesthetics and visually induced stress. The filling station will be seen as part of the urban development of the area and set off by other developments in the area. The livery of the fuel stations in South Africa are designed to be aesthetically pleasing, well recognized and not out of the ordinary. Influence on the Surrounding Area: There is anticipated to be only a small impact on the wider value of the properties in this area.
