While COVID-19 related-research is now in overdrive, most other research has been slowed down or stopped due to pandemic-induced closures of campuses and laboratories. We are deeply concerned that the people who comprise the research workforce – graduate students, postdocs, principal investigators, and technical support staff – are at risk. While Federal rules have allowed researchers to continue to receive their salaries from federal grant funding, their work has been stopped due to shuttered laboratories and facilities and many researchers are currently unable to make progress on their grants. Additionally, researchers will need supplemental funding to support an additional four months’ salary, as many campuses will remain shuttered until the fall, at the earliest. Many core research facilities – typically funded by user fees – sit idle. Still, others have incurred significant costs for shutting down their labs, donating the personal protective equipment (PPE) to frontline health care workers, and cancelling planned experiments. Congress must act to preserve our current scientific workforce and ensure that the U.S.

Our transportation system is essential to America’s economic recovery, but it is facing an immediate need as the COVID-19 pandemic significantly impacts states’ transportation revenues. With negotiations for the next COVID-19 relief package underway, we write to convey our strong support that future legislation includes a provision to address the needs of highway and bridge projects. With millions of Americans following “stay-at-home” orders, many state governments are facing losses in revenues across the board. These State DOTs are not exempt from these losses but operate with unique funding circumstances by having their own revenue shortfalls. Projections are showing decreases in state motor fuel tax and toll receipts as vehicle traffic declines by 50 percent in most parts of the country due to work and travel restrictions. An estimated 30 percent average decline in state DOTs’ revenue is forecasted over the next 18 months. Some state DOTs could experience losses as high as 45 percent. Due to these grim realities, some states are unable to make contract commitments for basic operations such as salt and sand purchases for winter operations. Both short-term and long-term transportation projects that were previously set to move forward are being delayed, putting construction jobs at risk.

    January 11, 2021 The Honorable Sonny Perdue Secretary U.S. Department of Agriculture 1400 Independence Avenue SW Washington, DC 20250 Dear Secretary Perdue: As you work to continue implementing the agriculture-related provisions in H.R. 133, the Consolidated Appropriations Act of 2021, we ask that you quickly commit to allocating funding to protect our nation’s essential agricultural workers. Specifically, we ask that you prioritize funds for measures that will protect our agricultural communities and workers against the coronavirus disease from funds provided by H.R 133 or from other available sources. Since the onset of the COVID-19 pandemic, frontline agricultural workers have labored every day to put food on America’s dinner table and maintain a secure, stable food supply. At the same time, due to their living conditions and the nature of their work, many of these workers and their family members have been disproportionately impacted by the virus and remain uniquely susceptible to COVID-19. As the virus continues to threaten the resiliency of our food supply chains, it has never been more critical to ensure the well-being of our agricultural producers and workforce. H.R. 133 directs the Secretary of Agriculture to use at least $1.5 billion for two main purposes: to purchase and distribute agricultural products and to provide grants and loans to agricultural employers or other organizations for the purpose of protecting workers from COVID-19. On January 4, 2021, the U.S. Department of Agriculture (USDA) announced its plans to implement the first component of this language through $1.5 billion in a fifth round of the Farmers to Families Food Box program.

We write with a critical request: that the United States must do everything possible to securely hold the airport in Kabul until the rescue mission is complete and our citizens, allies, and vulnerable Afghans have had an opportunity to leave. We trust that the previous August 31st deadline you imposed on our military mission will not apply to this effort, and that we will stay as long as is necessary to complete it. In furtherance of this mission, we will need to be clear with the Taliban that they must allow safe passage of Afghans needing evacuation to the airport, and that they will face grave consequences if they threaten our troops or impede our evacuation efforts. We also urge you to allow SIVs and vulnerable Afghans slated for evacuation to stage at the airport for as long as necessary until their turn comes to get on a plane, so that they are not forced to hide in Kabul and to brave Taliban checkpoints later. We recognize that this is an extremely difficult endeavor. But it would be unconscionable and devastating to our credibility to leave our allies behind, given the commitments we have made.
