India has witnessed a very high level of more than 90,000 recoveries every day in the recent past. The total recovered Cases have outpaced active cases by more than 5 times. With the exponential increase in the recoveries, there is close to 100% increase in recovered cases in one month. The national Recovery Rate has further increased to 82.58%. 15 States/UTs are showing recovery rate more than the national average. 73% of the new recovered cases are being reported from ten States, viz. Maharashtra, Karnataka, Andhra Pradesh, Uttar Pradesh and Tamil Nadu, Delhi, Kerala, Odisha, West Bengal and Punjab. Maharashtra leads the tally with more than 13,000 new cases of recovered patients. (a) whether it is a fact that Government is not allowing elected Chief Ministers and other Cabinet Ministers of State Governments to go on a visit to China; (b) if so, the details thereof, State-wise and if not, the reasons therefor; and (c) the details of Chief Ministers and other State Ministers visiting China during the last three years? ANSWER (a) to (c) There are no restrictions on the travel of Chief Ministers and Ministers of State Governments to the People’s Republic of China. On the contrary, under an institutional arrangement between Ministry of External Affairs and the International Department of the Communist Party of China, visits of Chief Ministers of Indian States to China are proactively facilitated in order to promote contacts at the level of provincial leaders and with senior functionaries of the Communist Party of China. High Court Chief Justice Govind Mathur administered her the oath at the Raj Bhawan in Lucknow. Patel was serving as Madhya Pradesh Governor when President Ram Nath Kovind transferred her and appointed her as Uttar Pradesh Governor. Outgoing UP Governor Ram Naik also attended her swearing-in ceremony. DAILY GK PNB Housing Finance raises $100 mn from World Bank's IFC PNB Housing Finance said it has raised $100 million (nearly ₹690 crore) from World Bank Group member International Finance Corporation (IFC) to provide loans for affordable housing projects. It said the investment was made under RBI's automatic route in the external commercial borrowings (ECB) framework. It added RBI allowed it to raise up to $750-million ECB annually through the route. Copyright © 2021 IASToppers. All rights reserved. | Page 1/26 www.iastoppers.com Background: The Union Minister Mr. Akbar was accused of sexual harassment in 2018 in the wake of #MeToo movement. In response, the Union Minister filed a criminal defamation case against the journalist in October 2018. What is Defamation? Defamation is the general term for a legal claim involving injury to one's reputation caused by a false statement of fact and includes both libel (defamation in written or fixed form) and slander (spoken defamation). Laws for defamation: Section 499 of IPC primarily governs the law on defamation; however, it is pertinent to note that the law has been extended to "electronic documents". Section 469 of the IPC (forgery for purpose of harming reputation) has been amended by the Information Technology Act, 2000 to include 'electronic record forged'. Section 500 lays down the punishment for criminal defamation. Section 500: Whoever defames another shall be punished with simple imprisonment for a term which may extend to two years, or with fine, or with both. It is noteworthy that Section 499 of the IPC, 1860 has remained unaltered for the last 158 years. Types of defamation: Civil: In civil defamation a person who is defamed can move either High Court or subordinate courts and seek damages in the form of monetary compensation.
