The winner, ilustração pelo autor (Capa) The winner (Capa) Motivação O interesse pela presente temática emergiu tanto da experiência profi ssional do investigador enquanto arquitecto assim como da constatação da ausência de investigação sobre o tema em Portugal. Entre 2002 e 2007 o autor fez parte do Conselho Directivo Nacional a da Ordem dos Arquitectos com responsabilidades na representação internacional b. Ao longo deste tempo e das funções que desempenhou foi testemunhando a importância dos concursos de arquitectura nacionais e internacionais na confi rmação e promoção da qualidade arquitectónica e dos arquitectos portugueses. Confi rmou quanto é relevante e prestigiante ser-se reconhecido num concurso entre pares, e observou a crescente prática dos concursos de arquitectura e o seu contributo para a projecção internacional dos arquitectos portugueses. Enquanto membro do Conselho Directivo Nacional arbitrou alguns confl itos entre arquitectos portugueses e promotores estrangeiros em concursos internacionais, destacando-se um em Espanhac e outro em Marrocos, onde foi clara a oportunidade e importância do concurso como forma de aquisição de serviços de arquitectura, como possibilidade de lançamento de arquitectos jovens, e como forma de se encontrar o melhor projecto de entre muitos. Mas, igualmente, constatou os perigos, proteccionistas e preconceituosos, em relação aos arquitectos (migrantes) mesmo num espaço europeu e apesar do anonimato e do rigor dos concursos internacionais. Sobre o concurso para o Centro Administrativo de Mérida, salienta-se a ainda actual pertinência, das palavras de Manuel Fortea Luna d na defesa dos interesses da equipa vencedora: “Cada vez que tenho a oportunidade de formar parte de um júri de um concurso de arquitectura, surpreendo-me novamente com a generosidade desta profi ssão. Que fácil é espremer a mente de um arquitecto e arrancar-lhe uma ideia [ou um projecto], com o esforço de qualquer parto sem epidural, pelo preço módico de ter uma escassa possibilidade de a ver materializada [ideia e/ou projecto]. As dos não vencedores tornam-se imediatamente produtos caducados, sem uso, cujo destino mais provável é a prateleira, ou pior, o esquecimento pelo seu próprio autor. (…) Detrás de cada proposta há um arquitecto, detrás do arquitecto uma equipa, e detrás da equipa uma maleta cheia de horas. Tudo o que especifi camente não está contido no papel há que adivinhá-lo ou intuí- lo. Às vezes é imaginado, durante o processo de selecção enquanto observas uma proposta, [ou] tens uma conversa com o autor que ajuda a compreender o que à primeira vista não é mais que uma expressão gráfi ca. Naturalmente o autor, ou seja, o artista, se encontrará detrás de um biombo para conservar o anonimato, como na anedota do nobre e do cantor.” (Ferrera, 2005) Esta generosidade e esta vontade de expor uma ideia são notáveis, e, a todos os títulos, louváveis. Tanto de arquitectos nacionais como internacionais. PEDRO GUILHERME v representa um acervo cultural e arquitectónico de um tempo, para um lugar e um problema, de um valor incalculável que apenas muito raramente é valorizado e reconhecidoe. Mas há por detrás desta generosidade um enorme desperdício f. No caso do concurso de Mérida, como se veio a confi rmar, não bastou ganhar o concurso, houve um longo e incerto processo que teve início com a elaboração do processo/projecto de/para concurso, e que depois de ganho passou por um procedimento negocial que terminou com a não adjudicação da prestação dos serviços de arquitectura ao vencedor do concurso mas sim ao concorrente que fi cou em 2º lugar. E mesmo que haja construção nada está garantido g mesmo que o legado cultural e arquitectónico permaneça h. Os desperdícios de recursos humanos, de tempo e dinheiro são imensos e representam, para muitos, um custo desproporcional sobre os arquitectos e suas equipas de projecto. É nesta dualidade entre posições, muitas vezes fracturantes, com alguma variação em função da modalidade legal utilizada, que, normalmente, o tema dos concursos públicos de arquitectura se coloca: por um lado, a generosidade e valor cultural e arquitectónico das propostas como potencial qualifi cação do ambiente construído e como eventos democráticos de participação e cidadania; por outro lado, o desperdício de tempo, recursos humanos e dinheiro envolvido no processo, sem uma expectativa credível de retorno e com reduzido controlo por parte do promotor. Esta experiência e a observação do papel da Ordem dos Arquitectos despertaram no autor a procura pela compreensão do valor positivo dos concursos de arquitectura e a sua infl uência no exercício profi ssional do arquitecto, e cedo confi rmou, ainda sem qualquer tipo de preocupação científi ca, a relevância desta forma de encomenda para o reconhecimento dos autores mais conceituados nacionalmente e internacionalmente. A premiação internacional é um reconhecimento que serve frequentemente como factor de selecção de um determinado arquitecto nas acções de promoção da arquitectura portuguesa nos encontros da União Internacional dos Arquitectos i (UIA), na União dos Arquitectos do Mediterrâneo (UMAR) ou nas bienais internacionais onde a Ordem dos Arquitectos participa (Bienal de Veneza, Bienal de São Pauloj). O concurso de arquitectura é um dos mais efi cazes mecanismos de certifi cação qualitativa entre pares e o reconhecimento no estrangeiro aparenta igualmente ser o mais relevante e directo acesso à elite profi ssional nacional. A ideia de maior rigor crítico internacional (em parte sustentado pelo desenvolvimento económico, social e arquitectónico dos países mais desenvolvidos, muitos deles com políticas públicas de arquitectura, onde o concurso é um método de encomenda privilegiado e rigorosamente controlado) e de um público mais distante (logo menos susceptível às infl uências sociais nacionais) e mais criterioso (porque “o que vem de e Vejam-se os inúmeros concursos de arquitectura que simplesmente nunca são realizados ou terminados. f O exemplo de Mérida é um episódio não muito diferente de muitos outros: dos 65 concorrentes (6 internacionais e 59 espanhóis) o concorrente Português vence o concurso e entra em fase de negociação; são atribuídos prémios monetários ao 2º, 3º e 4º classifi cado; as negociações não têm sucesso e o projecto é adjudicado ao 2º classifi cado. g Veja-se Eduardo Souto de Moura sobre esta questão no capítulo 3. h Ainda que, por vezes, em (quase) ruína ou abandono, como é o caso de algumas obras de Souto de Moura (Casa das Artes, ou Casa de Manoel de Oliveira) ou Siza Vieira (Pavilhão de Portugal no Parque das Nações, ou até muito recentemente, o Salão de Chá da Boa Nova). i Veja-se por exemplo a participação de Portugal no Congresso da União Internacional dos Arquitectos em Berlim em 2002, com o fi lme “Paisagens Invertidas” de Daniel Blaufuks, a partir de uma selecção da responsabilidade dos comissários Ana Vaz Milheiro e Jorge Figueira (Figueira e Milheiro, 2003). j Veja-se, por exemplo, (Milheiro, 2006). vi O CONCURSO INTERNACIONAL DE ARQUITECTURA COMO PROCESSO DE INTERNACIONALIZAÇÃO fora é sempre melhor que o que está cá dentro…” k) parecem justifi car a importância do concurso para o reconhecimento dos arquitectos.
