Item #15-2-1 Innovation Task Force Information February 11, 2015 Code for America Update Issue: The Code for America Fellows have spent two full weeks in the region, gaining an understanding of how the regional food system works. In the coming weeks, the Fellows will continue to discover issues to work on through the program, and SACOG and project partners need to identify and acquire universally available data that can be used in the next phase of the project. Discussion: For our Fellowship project in partnership with the City of West Sacramento, the initial phase will be a regional food system issue identification process. The Fellows are engaging with stakeholders from around the region, including: public health officials, school officials, health educators, researchers, farmers, farm bureaus, food aggregators, retailers, and consumers. In February, the Fellows learned from tours and stakeholder dialogue about equity in food access, the economics of agriculture, economic development opportunities in food systems, health and nutrition education, institutional food procurement, and consumer characteristics and preferences. Subsequent work will narrow the focus of the project and the data needed. Looking ahead to full regional deployment, SACOG needs to begin identifying the data that are universally known and available around the region. As the Fellows begin to create, they will need access to data that can cover the entire SACOG region in order to develop a solution that works anywhere for the intended audience. SACOG will work with staff from West Sacramento to identify the data they have made available to the Fellows and begin to acquire the same data sets for the rest of the region. This will help in the early phases, and narrow the scope for subsequent iterations. At the February Task Force meeting, SACOG staff will update Task Force members on the project status, including updates made to the Leadership Council, the Regional Managers Forum, and the CIO/IT Managers working group. Staff will also seek input on possible data sources beyond those identified to date, and additional resources that should be made available to the Fellows. The April Innovation Task Force meeting will occur when the Fellows are in the midst of creating the desired technology, building, testing, and revising their product. SACOG staff will be engaged with the Fellows during this process, anticipating next steps and providing resources as needed. Staff will seek input from Task Force members on issues such as additional data needed, intended audience, and early prototypes. Discussion: In 2014, the Best Practices Subcommittee and the Innovation Task Force engaged with SACOG staff for Best Practice research and peer exchange activities. The Subcommittee (Directors Saylor, Rohan and Sander) met in January to review the 2014 Best Practices Activities and High Interest Areas for Research (Attachment A) and develop their recommendation for 2015 Activities and Research. The Best Practices Subcommittee research recommendation is to continue to pursue the High Interest Areas originally identified, with 2015 focus on the following: . Tailored rural, urban and suburban local government land use strategies . Support for economic development planning . Engaging other city/county elected officials . Engaging Board members with each other . Collaboration with other public agencies . Collaboration with other non-governmental organizations SACOG staff conducted a national scan of opportunity regions for best practice research in the focus areas identified by the Subcommittee (Attachment B). Initial Subcommittee interest emerged for further research on: 1) Salt Lake City for the work of the Wasatch Front Regional Council and their non-profit partner Envision Utah; 2) Kansas City for the leadership of Mid-America Regional Council with the National League of Cities’ First Tier Suburbs initiative and regional economic development; 3) Chicago for peer exchange opportunities with Chicago Metropolitan Agency for Planning and their non-profit partner Metropolitan Regional Council during the Metro Chamber’s Annual Study Mission in 2015. The Metro Washington Council of Governments (MWCOG) and the Nashville Area Metropolitan Planning Organization are also included in the Opportunity Regions Table for further 2015 peer exchange opportunities. Consistent with previous Task Force direction to seek cost effective approaches to the best practices research by leveraging existing regional travel, the Subcommittee recommends extending the Cap-to-Cap travel to accommodate brief visits to Salt Lake City, Kansas City and Chicago as well as creating opportunities with MWCOG while in Washington DC, peer visits to Sacramento, and on-going partnership activities with MPOs in California. The Subcommittee members will present a summary of the 2014 activities and their recommendation for 2015 activities for Task Force discussion.
