Whether experienced in movie theaters, on DVDs or television in our homes, on our iPods or computers, films are the major communications media of our time. Hollywood films dominate commercial cinema. However, scores of talented filmmakers around the globe produce thou- sands of quality films that speak with a different voice, provide a different point of view, and tell different stories. Presenting these films in the nation’s capital is the purpose of Filmfest DC. Photo: Chad Evans Wyatt Film festivals are a journey of Tony Gittens, Festival Director and Shirin Ghareeb, Assistant Director discovery, a visual and thought provoking adventure into how people see and interpret our world. Every Filmfest DC is different and every film is unique from every other film in the festival. Together, they comprise an amazing representation of human imagination, commitment and talent. The festival has two special focuses this year — Politics & Film and New Latin Ameri- can Cinema. Obviously, politics are especially prominent during this election season and we wanted to explore the role affairs of state play in people’s every day lives. Latin American filmmakers are always a treasure trove of inventive storytelling. The di- verse selection of new work we have gathered from the Spanish-speaking world (in- cluding Spain) are moving, humorous, and insightful. None of this would be possible without the many dedicated people who have shared their time and talents with Filmfest DC. -

9 Finance and Co-productions in Brazil ALESSANDRA MELEIRO The purpose of this chapter is to present an up-to-date (as of 2011) account of the funding available to filmmakers in Brazil, with particular consid- eration being given to the advantages and disadvantages to be gained from making co-productions. From an economic perspective, the audiovisual industry plays a stra- tegic role in the dissemination of information and therefore in the deci- sion-making process of the world economy, not to mention the capacity of generating products, employment and income. It was estimated that the revenue of the audiovisual industry in Brazil in 1997 was about $5.5 billion, equivalent to approximately 1per cent of Gross Domestic Product, compared with 1 per cent in Argentina, 0.5 per cent in Mexico, 1.1 per cent in Europe and 2.7 per cent in the USA.1 The four main American distributors enjoy the largest slice of the Brazilian market while the remaining market share is occupied by small independent distributors. From time to time, the major players, such as Columbia, Sony, Fox, Warner and UIP, have also invested in the distri- bution of Brazilian products. In this case, the company also acts as the producer, profiting from fiscal exemption in the remittance of foreign currency used in the co-production of Brazilian films (through Article 3A, resources secured through fiscal renouncement). Berlinale 2008 By Ron Holloway Spring 2008 Issue of KINEMA 58th BERLINALE 2008 Box Office Bonanza Will it ever end? During his seven years as Berlinale director, Dieter Kosslick’s festival tenure is annually boosted by success at the box office. Following the close of the 58th Berlin International Film Festival (7-17 February 2008), bonanza statistics were promptly released to the press. The 58th Berlinale recorded an overall audience of 430,000, of which some 230,000 purchased tickets, thus exceeding last year’s record by more than 6,000. The number of visiting film professionals (exhibitors, sales agents, industry representatives) increased to 20,000 from 125 countries, topping last year’s total of 19,155. The number of accredited journalists rose to 4,105. The sum of public screenings also rose to 1,256, compared with 934 screenings in 2007. Only the number of films participating in this year’s official programs dipped in comparison tolast year - down from 396 to 383 - but even this adjustment apparently made some Berlinale entries all the more attractive. The buzz at the Berlinale? Of particular interest were the ”EFM Industry Debates” held in the Marriott Hotel for three days in the middle of the festival. A hundred participants registered for the panel discussions on the challenges and opportunities of ”Digital Film Distribution” in the not too distant future. Another press headliner was a calculation on the ”monetary worth” of this year’s Berlinale, reckoned at circa €17.2m, or around US$ 26m. The sum includes the input by the German government (country, state, city), estimated at € 6.2m, or approximately US$ 9.3m. -

E-mail: [email protected] REVISTA GEMINIS ANO 3 - N. 2 | P. 69 - 82 RESUMO A indústria cinematográfica vem passando por processos de transformação, associados às transforma- ções nos modos de produção e consumo do capitalismo contemporâneo, com a formação de grandes conglomerados globais. O trabalho proposto pretende investigar o impacto desses processos na produ- ção cinematográfica brasileira do novo século, mostrando exemplos em que a ação local existe não como afirmação da identidade local, mas apenas como estratégia de consolidação do global no local. Para tan- to, examinaremos como, no caso brasileiro, a partir de meados dos anos noventa, a crescente presença dos conglomerados globais na produção e distribuição de conteúdos cinematográficos brasileiros está calcada tanto no apoio de uma política estatal (o Art. 3º da Lei do Audiovisual) quanto na aliança com o maior grupo de mídia local (a criação da Globo Filmes). Palavras-Chave: Indústria Cinematográfica; Política cinematográfica; Lei do Audiovisual; Globo Filmes ABSTRACT The film industry is undergoing transformation processes associated with changes in the modes of production and consumption of contemporary capitalism, with the formation of large global conglome- rates. This paper investigates the impact of these processes in Brazilian filmmaking of the new century, showing examples where local action exists not as an affirmation of local identity, but just as the global consolidation strategy in place. Therefore, we will examine how, in Brazil, from the mid-nineties, the growing presence of global conglomerates in the production and distribution of film content is groun- ded in both the Brazilian support state policy (Article 3 of the Audiovisual Law ) and in alliance with the largest group of local media (the creation of Globo Filmes). -

By reviewing films, critical texts, cases, and causal arguments, we will explore the history of classic populist regimes, military- authoritarian regimes, transitions to democracy, and the challenges of enhancing the "quality" of democracy. This is class is intended for political science students with an interest in Latin America and humanities, and for Spanish- language students with an interest in the social sciences. Format The course will be taught twice a week. One day a week, the entire class will meet in one room. The other day, the class will break into two discussion groups, one of which will be conducted entirely in Spanish Spanish majors will be required to attend the Spanish-language discussion section, do some readings in Spanish and complete all their work in Spanish. RETOMADA DO CINEMA BRASILEIRO – 1995 A 2005 Gustavo Ferreira da Silva*1 Resumo: O objetivo do presente trabalho é produzir um passeio histórico durante uma década (1995- 2005) pelo cinema brasileiro, sobretudo a partir do chamado período da “retomada”, que sucedeu uma fase após o presidente Fernando Collor fechar a Empresa Brasileira de Filmes, em que o cinema nacional ficou com as produções quase inativas. A criação das Leis Rouanet e a do Audiovisual possibilitou investimentos que dão apoio aos filmes e a partir daí as atividades cinematográficas são retomadas. A expressão “retomada” começou a ser utilizada freqüentemente em 1995, após o sucesso do filme Carlota Joaquina, Princesa do Brazil. O investimento da Globo Filmes e grandes distribuidoras internacionais possibilitaram mais divulgações no meio televisivo, gerando filmes com boa aceitação nas críticas e com bilheterias superando produções Hollywoodianas. A análise do panorama do cinema no Brasil nesta época foi feita a partir das obras de Pedro Butcher, Daniel Caetano e do Luiz Zanin Oricchio. PEDRO BROMFMAN COMPOSER Born and raised in Rio de Janeiro, film composer Pedro Bromfman has been writing, playing and producing ‘music for images’ for over fifteen years. A graduate of Berklee College of Music, Pedro has worked as a session musician, music producer and arranger, before his passion for film scores brought him to Los Angeles.
