OPERATIONS Services are provided in three areas: Central Office Staff, Inspectors and Board Members. Central Office Staff ♦Prepares and supervises the annual budget for the Division. ♦Maintains a computerized database of all active licensees and students in the barbering, cosmetology and manicuring professions. Maintains a computerized database for all licensed shops in the barber, cosmetology and manicuring professions, and a database for all registered booth renters in these professions. Provides for the collection and accounting of all licensing and examination fees. ♦Provides support services for the five inspectors assigned to the Division. ♦Provides support services for the five Board members. ♦Maintains communications with the licensing boards of other 49 states, the general public and members of the professional community. Inspectors ♦Conduct frequent inspections of all licensed barber, beauty and manicuring shops, and all schools of barbering and cosmetology. ♦Conduct investigations of complaints related to the barber and cosmetology professions. ♦Enforces state laws and legislative rules relative to the barbering and cosmetology professions. -

BOARD OF BARBERS AND COSMETOLOGISTS COMPLAINT LOG – FISCAL YEAR 2009 C-7-1-08 RECEIVED EMAIL COMPLAINT 07/01/08 Dear Larry, I wrote a list of concerns and the legality of licensing and reciprocity. I hope that you take into careful consideration. There will be more Vietnamese test takers and Vietnamese people applying for reciprocity for their cosmetology license. Their licenses from other states are bought, not earned. Retesting is the only way to make sure they could verify their education and skills. Aside from that there is one issue I like to point out. Please correct me if I am wrong. -waxing without a Aesthetician or Cosmetologist license -manicuring and pedicuring without any type of license If this is illegal please check out the following salons. If you send in the inspector to ask for these services, they will know because the salons alert each other. Send in a young adult from the cosmetology school and ask for these services. Come in on a Thursday or Friday and ask for the lady who does only pedicures and manicures. Also ask for the lady owner to do waxing. Exotic Nails, Barboursville, WV, Hollywood Nails and Spa, Bridgeport, WV. On 08/13/08 Barbara Conley inspected Exotic Nails in Barboursville, WV. I entered Exotic Nails and did regular inspection especially looking for waxing equipment. Did not find waxing machine or heater. Did fid waxing strips, cleaner and applicators in supply room. I told owner Luc Tien Nguyen of complaint and told him to remove all waxing equipment. He told me that for a short period of time they had a licensed cosmetologist who did some waxing and that she is no longer there. -

November 2016 The following is a compilation of notes Mayor Mundy has taken from the Sycamore City Council Meeting Minutes during the period from 1990 through 2009. It took Mayor Mundy several months to review the minutes, make notations, and present what is seen here for your understanding, education, and enjoyment. City Clerk Candy Smith is credited with having the city council minutes available for review as she carefully and accurately records, maintains, and safeguards city records. When there is mention of the Annual Appropriation Ordinance, Annual Tax Levy Ordinance, Treasurer Report, bills approved to pay, or other financial information, it is included here. This is the seventh installment of notes from meeting minutes which began in 1858 and continues 152 years through 2009. A note of interest is that Sycamore never was “flush” with funds to sustain and improve public services but always “made do” with careful, conservative, and controlled spending as opposed to State of Illinois and Federal Budget protocols and operations. So we have traveled 152 years from the beginning noting the first well, paved street, sidewalks, fire company, constable, water standpipe, road grader, and snowplow. Over time homes, businesses, churches, schools, parks, a Carnegie Foundation Library, Eli Barnes’ 12 room rooming house, hotels, theatres, bakeries, museums, many good eateries, county court houses, jails, and hospitals were built and operated by the people of Sycamore. This last 20 years marked historical growth which was managed both by the market and city ordinance. During the middle 2000’s some Sycamore natives, concerned with rapid growth, protested the pace of growth as Sycamore grew from 12,000 in 2000 to 18,000 in 2010. -
