4. RADIO FREQUENCIES

Race Control Channel:

In WEC the Race Control channel is a digital trunk channel. The radio will need to be a Kenwood NX-300 digital radio which can be hired from MRTC for the season. The radio will be provided with an ear hanger earpiece. If you require a special cable and connector, to plug into a headset for example, this would be an additional cost.

The hire prices for the WEC 2019-20 Season (does not include Le Mans) are as follows: 1-3 Race control radio with ear hanger earpiece @ £295 each per season; 4 or more Race control radio with ear hanger earpiece @ £285 each per season;

Supply cable for connection to headset @ £49.50 each; Any modification to headsets required would be an additional cost.

For the good progress of the FIA World Endurance Championship each team must ensure to get the right equipment in order to be able to listen the digital trunk channel. Order(s) must have been placed before 28th June 2019. If you require further assistance, please get in touch with Jo Price [email protected] Tel. +44 (0) 1509 224300.

Radio Frequency Form: As last year, MRTC will coordinate all the frequency applications for teams and suppliers for the FIA WEC Prologue test and all FIA WEC races (does not include Le Mans). Please can you therefore ensure that you use the following appropriate procedure:

MRTC TEAMS AND SUPPLIERS

All teams using MRTC radio equipment do NOT need to complete the radio frequency form sent out by WEC, as MRTC will complete all applications as normal. MRTC will apply for the same frequencies for all events without the requirement of further details, but please note that you MUST inform them of any change in your requirements at least 4 weeks before the event. Amending applications is not always possible. NON –MRTC TEAMS AND SUPPLIERS

All non-MRTC teams and suppliers need to complete the radio frequency form sent out by WEC for all radio and telemetry equipment. Please ensure that a separate form is used for each car and that all forms are returned to Daniel Cox [email protected] by 28th June 2019. at the latest. MRTC will apply for the same frequencies for all events without the requirement of further details, but please note that you MUST inform them of any change in your frequency requirements at least 4 weeks before the event. Amending applications is not always possible.

Payment of Radio licenses: MRTC will pay directly for all European licences and invoice the cost back to each team/supplier. For Fuji and Shanghai, teams will be invoiced by LMEM – MRTC will invoice for Bahrain, Sao Paulo, and Sebring. MRTC customers who have a hire agreement or service contract will not be invoiced for the arrangement of these licences, but other teams will be charged an arrangement fee of £65 per event in addition to the licence cost. Invoices from MRTC for licence costs and arrangement fees must be paid within 7 days to avoid any disruption in this service. Any team who withdraws from a race or the championship without 4 weeks notification is liable for all costs of licences incurred. However, even with 4 weeks’ notice licence costs may still have been incurred, which the team would be liable to pay. If teams run additional cars at any race MRTC will need at least 4 weeks’ notice to amend the licence application. Amending applications is not always possible.

Race TV broadcast – Non-MRTC teams only: The information on the radio frequency form is used to let the FIA WEC know your radio frequencies for purposes of broadcasting driver audio on TV. Please advise Chris Lee ([email protected]) if there are any changes to the radio frequency form 2 days prior to the first running day.

5. TV SIGNAL

TV Signal is digital with DVB-T NTSC feeds through RF network. Since 2016, in addition to the system belonging to the circuit, WEC will set up on all the races his own television modulation system. It will be connected to the existing network TV circuit The configuration will be the same for all races of the season, except Le Mans. The modulation will be in DVB-T PAL. All signals will provide High Definition quality.

6. EASY UP TENT & TYRE HEATERS AT THE BACK OF THE GARAGE

Easy up tent or tyre heaters are authorized at the back of the pit garage. Each team shall use the space at the back of its garage corresponding to the number of pit garage, which have been allocated.

The marked area (white strips) behind the garages MUST be clear at all the times. It is the fireman access

7. TYRE COMPOUND LOCATION

At the Spa-Francorchamps Circuit, the tyre compound will be in green paddock according the plan shown below.

8. MAST INSTALLATION

For the European rounds, each competitor must affix their antennas relays on the roof of the truck parked at the back of the pit garages. It is strictly forbidden to affix an antenna on the pit building.

9. FORK LIFTS

Information’s are available in the Team Services catalogue.

Forklifts are to only be operated by qualified personnel. Teams are asked to be prepared to show relevant forklift operating qualifications for all operators on-site. Information includes:

• Photo ID of operator (s) • Forklift Certification

Forklifts will not be authorised in the paddock area from Thursday morning 7am.

10. OVERFLOW

At Spa, the overflow area will be located outside the paddock but inside the circuit, according to the plan below. You can access the overflow area, using the road to the Blanchimont tunnel.

11. ADDITIONAL SAFETY REQUIREMENTS

• Safety checks are required to be carried out on forklifts and similar equipment in accordance with rules and regulations. • Flashing lights and reversed beepers must be operating at all times. Report any problem to the Circuit Office. • Records must be made available for inspection should this be requested. • Spotters must be used at all times when moving loads that restrict view. • Do not attempt to lift more than the forklift’s rated capacity. • No passengers allowed on forklift (seat, tines or side).

In addition, at the Spa-Francorchamps circuit, the instructions given by the Chief fireman (included in the appendix 1) must be strictly respected

12. FUEL DELIVERY AND COLLECTION

TOTAL fuel order can be placed at the TOTAL truck directly. You don’t have to bring any fuel drums, as it will always be delivered in drums with TOTAL. Fuel drums delivery cannot exceed the maximum quantity ordered on the FIA WEC website. According to the Spa-Francorchamps circuit rules imposed by the chief fireman, 200L drums are forbidden. Only the 50L drums will be allowed and distributed by TOTAL. It is forbidden to leave any fuel drums (full or empty) in the pit garage or in the paddock at the Spa-Francorchamps Circuit, please bring them to TOTAL fuel compound. The fuel area is shown on the map below:

13. SECURITY

An accreditation is required for all security guard. Detailed Information is available in the Team Services catalogue. Should you wish to have security people, please be aware that only the security company registered in Belgium (such as the one from the supplier list) are allowed in Belgium

14.5 Shipping & Receiving Procedures

Teams that have shipments sent to the facility should ensure that all packages are clearly marked with the event name, team/company name, individual name and cell phone number.

• No dangerous or hazardous materials will be accepted • Recipient contact number should be listed on ‘ship to’ label for parcels and on ‘BOL’ for freight • Shipments should arrive no earlier than 7days prior to the event • Oversized shipments could require payment for unloading, storage, and or special delivery • Any items left over 14 days without prior approval may be subject to additional storage fees and of be destroyed • Return shipping logistics will be shippers expense

15. DRIVER’S ACTIVITIES

15.1 Driver’s signing on

Due to the new format and safety protocol for the COVID-19, no onsite drivers signing on will be organized. Everything will be held electronically for the TOTAL 6 Hours of Spa-Francorchamps 2020. Further information are given in the COVID-19 Health Protocol

15.2 Track walk Access

The access to the track is forbidden to everybody except during the drivers track walk, on Thursday, August 13th from 10am to 12.30 pm. At this occasion drivers, team members, engineer… are allowed on the track (no engine vehicle, only walking or cycling). Each group must pay attention and keep a safe distance from the other groups.

At 12.30pm, all people should have left, track should be free. These rules apply for all the competitors, FIA WEC and Support races.

15.3 Autograph session

Due to the new format and safety protocol for the COVID-19, no Autograph session will be organized for the TOTAL 6 Hours of Spa- Francorchamps 2020.

15.4 COVID- 19 Health Protocol

A specific COVID-19 health protocol will be communicated to all the competitors and will have to be strictly respected by all people allowed to attend the event

16. WELCOME TO BELGIUM

Wallonia is located in the South of Belgium and is an exciting and beautiful destination to visit throughout the year, offering alternative short breaks to other well known and established city breaks such as , or .

Liege, , Dinant, , Tournai, Durbuy, La Roche, Bouillon, Spa (the genuine one!), Arlon... are lovely country towns that boast both a very laid back atmostphere and the best shopping and gastronomic experiences you could dream of, among other numerous things.

You can city-hop by train or car and experience the authentic history and traditions of the local . Southern Belgians have a keen love of the good things in life; from beer and chocolate, to hiking in the peaceful countryside and visiting the historical sites of their country.

This tradition is also true of holiday-makers who come to from around the globe to sample the small towns and villages dotted along the country roads for an authentic taste of the real Wallonia.

Capital Bruxelles

The people The country is divided in 3 communities: in the north the Flemish community with 57,5% of the inhabitants, in the south the French community with 32% of the inhabitants and Brussels community with 10,5% of the inhabitants.

Religion Belgium is a country of catholic tradition and culture. But a lot of other faiths do cohabit in our country.

Climate Belgium has a temperate maritime climate influenced by the North Sea and Atlantic Ocean, with cool summers and moderate winters. In spring and summer, the days are warmer and the locals are enjoying drinks on the outdoor terraces. Summer days are long with it often staying light until 22.30 and temperatures reaching 25-30°C (77-86°F), intermingled with occasional drizzly days. Heat waves are becoming more frequent in mid-August. Winter days are short, with darkness falling around 17.00. Winds blowing from the North Pole can be biting, especially on the coast, and can push the temperature down to -5°C (23°F); snow is fairly common in January.

Entry Requirements Visitors to Belgium must be in possession of a valid passport for three months beyond period of intended stay. The borderless region known as the Schengen area includes the following countries: Austria, Czech Republic, Denmark, Estonia, Finland, , , Greece, Hungary, Iceland, , Latvia, Lithuania, Luxembourg, Malta, The Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain and Sweden. All these countries issue a standard Schengen visa that has a multiple entry option that allows the holder to travel freely within the borders of all.

Credit Cards And Travellers' Cheques All major cards are usually accepted (Visa, MasterCard, American Express, Diners Club and Eurocard) as well as Traveler's Checks and cash. ATM machines are available in all major cities.

Banking Hours Banks are usually open Monday through Friday, 9:00am - 4:00pm and are closed on Saturdays, Sundays and Holidays. Some banks close for an hour during lunch.

Around Spa-Francorchamps circuit race, you’ll find a wide range of markets and shops, offering a variety of quality goods. Discover local boutiques and their one-of-a-kind finds. Artisanal bakery, fine choclate stores, jewelery, fashion clothes and accessories, souvenirs and local products.

Shopping hours Shops: 09h00 to 18h00 six days a week

Supermarkets: Most supermarkets are open from 8.30 to 19.00 six days a week. Some of them are open on Sunday morning.

Night shops are open until 3.00 am

Thermes de Spa The Thermal Baths of Spa invite you in the completely renewed infrastructure to enjoy an amazing relaxation session. You'll return home perfectly decompressed and filled with fresh energy. Complete your weekend in the (French: Hautes Fagnes) with a visit to the thermal in Spa, to conclude your weekend in total relaxation, thanks to the curative characteristics of the Spa mineral water. You will find several indoor and outdoor swimming pools on the 800 square metre site, as well as Turkish baths, traditional and nude saunas, refreshing showers and much more. Put your body in total relaxation through one of the many treatments the Thermes of Spa have to offer. Your body deserves to be treated nicely and you deserve the pleasure that comes along with it.

Malmundarium The Malmundarium is Malmedy's new place of interest. In the enchanting setting of a former monastery, it proposes areas dedicated to art, history and culture of the city, that is also known as the "tourism capital" of the Eastern districts of Belgium. Follow the guide and embark on a discovery of different areas in the Malmundarium: The leather workshop: a film and an interactive screen illustrate the history of Malmedy's thriving leather industry in years gone by. The workshop: an interactive screen, an animated corridor with giant slides, music and 15 traditional masks and costumes demonstrate the Cwarmê Carnival in all of its facets. Paper and production workshop: archive documents, scale models and film projections will immerse you into the history and production of this noble material. You will be able to produce your own piece of paper to take home with you. The cathedral's little treasure presents several centrepieces of religious art from the former principality of Stavelot- Malmedy. The Historium: a film presenting the history of Malmedy, an interactive screen illustrating current life in Malmedy and a timeline looking over the big events that have taken place since the arrival of St. Remacle, founder of the monastery in 648.

Abbaye de Stavelot and museum of Spa Francorchamps race circuit story Rapped in a curtain of greenery between Stavelot, Malmedy and Spa, scene of so many car and motorcycling exploits, the Spa-Francorchamps racetrack is still considered by many racing drivers as the “most beautiful track in the world”. The Museum, located in Abbey’s magnificent vaulted cellars, retraces the prestigious history of the track. Original visual documents, educational panels and a continually renewed presentation of exceptional vehicles retrace the passion of the competition, from the pioneers to the present day: Ferrari, March, Chevron, Porsche, Cooper … Formula 1, but also the epic 24-hour motor and motorcycle races, take on a new dimension. The "Demoiselles de ", the name people gave to the motorcycles built in Herstal, conjure up nostalgic memories of the hours of glory of the Liège-based industries: FN, Gillet and Saroléa. A large scale model and Playstation 2 consoles make the track even more concrete for motor racing enthusiasts.

Bruxelles La Grand-Place in Brussels is a remarkably homogeneous body of public and private buildings, dating mainly from the late 17th century.
