However, due to the nascent level of the industry, there is limited and scattered information on what is taking place in the microfinance industry in Uganda. This Microfinance Industry Assessment study tries to compile information on various issues on the microfinance industry and gives an over-view of the general financial sector in Uganda, development and trends in the microfinance industry and issues on regulation of the sector. It provides a wealth of information and knowledge on what microfinance in Uganda is all about, how it fits into the overall financial sector and the role of various stakeholders in the industry. As a national Network for Ugandan microfinance practitioners and stakeholders, the Association of Microfinance Institutions of Uganda (AMFIU), has been involved in all the different stages of development of the MF industry. -

The Authority is the Supervisor and Regulator of the insurance industry in Uganda. It was established under the Insurance Act, (Cap 213) Laws of Uganda, 2000 (as amended) with the main objective of “ensuring Effective Administration, Supervision, Regulation and Control of the business of insurance in Uganda”. In addition to maintaining the safety and sound operation of insurance players, protecting the interests of insureds and insurance beneficiaries and ensuring the supply of high quality and transparent insurance services and products, the Authority commits significant efforts and resources to facilitating the development of the insurance market. UCOBAC Urban Land Governance, Housing and Public Open Spaces The City We Need – Urban Thinkers Dialogues Urban Thinkers Dialogues In 2017 Uganda Community Based Association for Women and Children Welfare (UCOBAC) in partnership with Friedrich Ebert Stiftung (FES) organised five 1-2 day dialogues, engaging more than 600 participants in Kampala’s five divisions of Central, Kawempe, Makindye, Nakawa and Rubaga. The dialogues engaged multiple community representatives and discussed local experiences and problems around land, housing and public open spaces. This briefing summarises the findings and recommendations derived from these public dialogues. ------------------------------ Urban Thinkers’ Dialogues ------------------------------ 2 Key findings and recommendations Large-scale corruption remains a major obstacle for developing and providing land security, affordable housing and public open spaces (POS), especially for the urban poor. Effective, just and transparent urban land administration, affordable and adequate housing to all, and the provision of sufficient public open spaces must be recognised as crucial socio- economic factors in the development of Kampala city and Uganda’s economy. -
National Housing Policy – May 2016
i FOREWORD Housing is a basic human right, essential for the well-being of all mankind. The 1995 Constitution of the Republic of Uganda, under the General Social and Economic Objectives guarantees to fulfill the fundamental rights of all Ugandans to social justice, economic development, enjoying rights and opportunities and access to clean and safe water, health and decent shelter amongst others. This Housing policy seeks to promote progressive realization of adequate housing for all and is premised on the principle of partnership, involving the Ministry on behalf of Government, the Private sector, Land owner’s, financial institutions, cooperatives and individuals. The role of Government is to provide a conducive policy, legislative and regulatory framework for policy implementation, monitoring and evaluation and its periodical review for effective and efficient policy implementation. Under the partnership framework on policy implementation, Government will provide key inputs such as serviced land with access roads, electricity, water and sewerage, as well as leverage access to affordable financing for housing development. The overall housing situation in the country is characterized by inadequate housing in terms of quality and quantity both in rural and urban areas with a housing deficit of about 1.6 million housing units, out of which 210,000 units are needed in the urban areas. An estimated 900,000 housing units are sub-standard and need replacement or upgrading. The new Housing Policy lays emphasis on regular repair and maintenance of properties. The policy advocates for regular property inspections by competent authorities from the Urban and Local Governments for compliance with building standards. -

FOREWORD This Slum Settlement Profile comes at an opportune time – a time when the city of Kampala is experiencing unprecedented growth in the history of Uganda. This growth and expansion is visible through the mushrooming of informal settlements across the different divisions of Kampala, especially in the low-lying areas of the city. This expansion has definitely exerted enormous pressure on land, with the poor occupying open spaces and the rich pushing the poor out of settlements for commercial and more formalised developments. The urban infrastructure (services and utilities) has not been spared as many residents demand for better quality water, sewer/ sanitation facilities, electricity, roads, security, and proper solid waste management systems. While the city still grapples with serving the existing communities, there are thousands that are flocking to the city in search of employment opportunities and better services. The invisible challenge for both the city and the communities has been lack of data/ information concerning the informal settlements, leading to a very wide gap between the plans and the priorities for the slum residents. The variables looked at in this Slum Profile include, among other factors, Security of Tenure, Housing, Water and Sanitation, Economic Activities, Accessibility, Drainage, and Solid Waste Management. Perhaps, the most outstanding and profound aspect is that this Slum Profile is not a collection of information from lawyers, teachers, doctors, or academicians, but rather ideas from the real slum dwellers who interface with the day-to- day challenges of slum life.
