The Chairman, SEAC, Karnataka welcomed the members of the Committee and others present. The following proposals listed in the agenda were appraised in accordance of the provision of EIA Notification 2006. The observation and decision of the Committee are recorded under each of the agenda items.

Confirmation of the proceedings of 169th SEAC meeting held on 2nd and 3rd August 2016.

The State Expert Appraisal Committee, Karnataka perused the proceedings of 169th SEAC meeting held on 2nd and 3rd August 2016 and confirmed the same. Referred Back from the Authority:

[ 170.1 Building Stone Quarry Project at Sy.No.88 of Manchegowdanapalya Village, Ramanagar TaluK & Dist. (2-00 Acres) of M/s.Oriental Quarries & Mines Pvt. Ltd., Site No.717/2, Flat No.2, 1st Floor, Marigangappa Layout, Behind Silk Farm, Bidadi Hobli Ramanagara Taluk & District (SEIAA 1200 MIN 2015)

This is a New proposal submitted by M/s.Oriental Quarries & Mines Pvt. Ltd seeking Environmental clearance for quarrying of Building Stone in an area of 2-00 Acres¸ at Sy.No.88 of Manchegowdanapalya Village, Ramanagar Taluk & Dist. It is a Govt. Revenue Land.

The mining plan has been prepared by RQP Dr.C.P.Prasannakumar and Sri.N.Shamsundar approved by Deputy Director, Dept. of Mines & Geology, Ramanagara. Capacity of mining is Avg. 22,473 TPA.

The Proponent and the RQP/Environment Consultant attended the 151st meeting of SEAC held on 19th, 20th and 21st October 2015 to provide clarification/additional information.

The committee appraised the proposal considering the information provided in the statutory application-Form I, Pre Feasibility Report, approved mining plan and clarification/information provided during the meeting. The committee observed already many no. of proposals from this village have been cleared by the committee. The committee therefore directed the proponent to get the details of all the leases & Notifications issued of Manchegowdanapalya village with the extent of lease area, lease Nos., latitude & longitude and distance between the boundaries (OUTER) of each lease area and to be marked on combined sketch plotted on a village map which shall be attested by a competent authority.

The Committee after discussion had decided to recall the proponent after the submission of the combined sketch of leases & Notifications as explained above.

The proponent and Environmental Consultant attended the 161st meeting of SEAC held on 28th and 29th March 2016 to provide required clarification/additional information.

The proponent has submitted the combined sketch during the meeting.

The committee reviewed the combined sketch and observed that in this area there are three cluster. This quarry area is falling in Manchegowdanapalya – Uragahalli cluster. In this cluster 11 proposals have been considered by SEAC for EC for total extent of 53-10 Acres and EC issued by the Authority. However the next proposal M/s. Robo Silicon Pvt. Ltd. (SEIAA 437 CMIN 2015) received to an extent of 15-00 Acres which will exceed the threshold limit of 62 Acres. Hence, ToR was issued for this proposal. Now this proposal for an extent of 2-00 Acres, the proponent requested the committee to consider this proposal as B2 category since the EC issued only for 53-10 Acres. However, Committee opined that the earlier proposal which is senior to this has already been classified as B1 and this proposal cannot be taken up as B2 category.

The committee therefore had decided to appraise the proposal as B1 and decided to recommend the proposal to SEIAA for issue of ToRs for conduct the EIA studies in accordance with the EIA Notification 2006 and relevant guidelines.

The Authority perused the recommendation made by SEAC and also noted that the proponent has submitted request stating that the sum total of lease area in their respective cluster have not exceeded 25 Ha and therefore they have requested to consider this project under B2 category. The Authority have therefore decided to forward the file back to SEAC to examine the request made by the proponent and send recommendation deemed fit based on merit and in accordance with law.

The proposal is therefore placed before the committee for further appraisal and decision.

The proponent and Environmental Consultant attended the meeting to provide required clarification/additional information.

The committee noted the views of the Authority. The committee opined that this proposal being less than 5 Ha, could have been appraised at the DEIAA level as per the Notification No. S.O.141(E) dated 15th January 2016 and OM issued by MoEF & CC, New Delhi dated 15.03.2016. However the file has been referred back from the Authority, the proposal has been appraised as B2 category since the EC has already been issued to 11 proposals for an extent of 53-10 Acres which is less than the threshold limit of 25Ha.

The committee after discussion and deliberation decided to recommend the proposal to SEIAA for issue of Environmental clearance imposing the following conditions in addition to the Standard Conditions that are being imposed:

1. Safe drinking water has to be provided at the quarry site. 2. The project proponent shall construct the compound wall all along the lease boundary 3. Dust suppression measures have to be strictly followed. 4. Project Proponent to plant fruit yielding and shade bearing tree species such as Pongemia pinneta (Honge), Jatorpha,Ficus riligiosa(Arali) Ficus bengahalensis in the quarry area as agreed by project proponent in the meeting. 5. Project Proponent shall prevent damage to adjoining government land from fire due to activities during quarrying operation. 6. Haulage approach road should not be through villages till the main road is reached. 7. As agreed by Project Proponent, plantation to an extent of 33% in the project area has to be taken up. 8. The drilling machines Employed shall be fitted with dust extraction unit while taking up quarrying activity.

Action: Secretary, SEAC to forward the proposal to SEIAA for further necessary action.

170.2 Building Stone Quarry Project, Sy.No.88 of Manchegowdanapalya Village, Ramanagara Taluk & Dist. (1-14 Acres) of M/s.Oriental Quarries & Mines Pvt. Ltd., Site No.717/2, Flat No.2, 1st Floor, Marigangappa Layout, Behind Silk Farm, Bidadi Hobli Ramanagara Taluk & District (SEIAA 1234 MIN 2015)

This is a New proposal submitted by M/s. Oriental Quarries & Mines Pvt. Ltd, seeking Environmental clearance for quarrying of Building Stone in an area of 1-14 Acres at Sy.No.88 of Manchegowdanapalya Village, Ramanagara Taluk & District. It is a Government Land.

It is stated that the project do not attract General conditions of EIA Notification of 2006.

The project has got Environmental Clearance from SEIAA vide letter No. SEIAA 2 IND 2007 dated 11th January 2010 for the expansion of the bulk drug API and Intermediates production capacity from 573 TPA to 987 TPA. Earlier EC and compliance to the EC given.

The project proponent and NABET accredited EIA Coordinator from M/s. Vimta Labs Limited attended the 168th meeting of SEAC held on 18th July 2016 to present the ToRs.

Most of the committee members expressed that they have not received the circulation materials and since it is a pharmaceutical industry without the materials it cannot be appraised. Hence, the committee had decided to defer the proposal to the next meeting.

The proposal is therefore placed before the committee for further appraisal and decision.

The proponent and EIA coordinator from M/s Vimta Labs Limited, Hyderabad attended the meeting of SEAC to provide required clarification/additional information:

The committee noted that the proponent has obtained two ToRs vide SEIAA 11 IND 2012 dated 21st August 2012 for 987 to 1535 MTPA and 111 products and amended ToR issued vide SEIAA 11 IND 2012 dated 9th March 2015 for change in production capacity from 987 MTPA to 2000 MTPA and 111 products. The proponent informed the committee that they have submitted a letter to SEIAA to withdraw the earlier obtained ToRs vide letter dated 15th July 2016.

The committee screened the proposal considering the Statutory application Form-1, prefeasibility report, proposed ToRs, and additional information provided during the meeting. The committee appraised the proposal as B1 and decided to recommend the proposal to SEIAA for issue of standard ToRs and following additional ToRs for conducting the EIA studies in accordance with the EIA Notification, 2006 and relevant guidelines.

M/s. USK LPG PVT. LTD., have applied for Environmental Clearance from SEIAA for their Proposed New LPG bottling plant project at Sy.No.20/1 of Jangamakote- Devaganahalli Village, Shiddalagatta Taluk, Chikkaballapura District, Karnataka. The project site is located in industrial converted land (land conversion document enclosed).

This is a project falling under the category 6(b) Isolated storage & handling of hazardous Chemicals under B category of the Schedule of EIA Notification 2006.

1. The total Plot area is 8174.65 Sqm 2. Built up area is 4127.794 Sqm 3. Green belt area is 2697.63 Sqm 4. Road and pavements is 817.465 Sqm 5. Vacant 531.761 Sqm

1. The proposed activity is New LPG bottling plant project with 21000 MTPA.

2. Project Cost: Rs.3.00 crores

3. Energy Requirement: The proposed power requirement for the project is 322 KVA. The required power will be drawn from BESCOM. The backup power is provided by DG sets of 1X250 KVA as stand by and 1X160 KVA as emergency. 4. Land form, Land use & Land Ownership: The proposed land is located in industrial converted land in Jangamakote-Devaganahalli village in Sidlagatta Tq & Chikkaballapur Dist.

5. Hazardous waste details: The hazardous wastes generated are used oil – 1TPA & Oil soaked cotton waste 0.5 TPA. These will stored separately in hazardous waste storage area and disposed to CPCB authorized vendors. 6. Water requirement: Fresh water required is 10 KLD. The source of water is not mentioned. 7. Green belt: 33% of total plot area shall be secured for green belt development. 8. Form-1 and details of project submitted. 9. Solid Waste details: Total solid waste generated is about 6 Kg/day and this will be disposed by local body.

The proponent was invited for the 168th meeting of SEAC held on 18th July 2016 to provide required clarification/additional information. The proponent remained absent.

The committee opined that since it is a ToR proposal the proponent and NABET accredited coordinator is required to present the ToR and receive the additional site specific ToRs if any.

The committee therefore decided to provide final opportunity to the proponent to present in the subsequent meeting to receive the ToR’s or otherwise, the proposal will be recommended for closure. The committee is hereby asked the proponent to clarify the following information provided in the proposal before presenting the ToR:

1. Whether the project site proposed is a notified industrial area or converted land for industrial use 2. Whether the public hearing was conducted or not before establishing the industrial lay out/land conversion for the purpose 3. The proposed storage capacity is around 220 MT. The project site is only 2- acres which seems to be insufficient for the proposed capacity which may be evaluated before the appraisal of the proposal with due consideration on safety of operation and the same may be explained.

170.5 Residential Apartment Project at Sy.No.126 of Indlabele Village, Attibele Hobli, Anekal Tlauk, Bengaluru Urban District of M/s. GRC Infra Pvt. Ltd., No.161/A, 7th Cross, Teachers Colony, 1st Stage, , Bengaluru - 560078. (SEIAA 35 CON 2016)

Name of Applicant: - M/s. GRC Infra Pvt. Ltd., M/s. GRC Infra Pvt. Ltd., has applied for Environmental clearance from SEIAA for their Residential Apartment Project at Sy.No.126 of Indlabele Village, Attibele Hobli, Anekal Tlauk, Bengaluru Urban District under 8(a) of schedule EIA Notification – 2006 under category B. Total Project cost = Rs. 46.5 Cr.

Land details: - Total Plot area is 15543.25 Sqm 1. The total built up area of the project is 46,261.46 Sqm, comprising of 320 Nos of units in block A & B and a club house, which are sprawled across B+G+4UF, G+2UF respectively with a maximum ht of 14.95 m. 2. Land use details: Total plot area - 15543.25 Sqm Built up area -46,261.46 Sqm Green belt area -5374.57 Sqm (37.98%) Paved area (drive way) -1945.74 Sqm (13.75%) Service Area -89.32 Sqm (0.63%) Ground coverage -6742.49 Sqm (47.64%) Permissible FAR is 2.5 and achieved is 2.25.

3. Water Requirement: Total water requirement is 222 KLD.(91 fresh water + 131 KLD Recycled water) The source of water is Bidaraguppe Gram Panchayath. 4. Wastewater Management: - The total quantity of waste water generated is 211 KLD (considering 95% waste water generation) and treated in STP design capacity of 220 KLD with SBR technology.

5. Excavated Earth Management: - The total Earth work generated = 20,227.47 Cum. Which will be used for back filling, for landscaping, driveway formation and for site formation. 6. Solid Waste Management: Total waste generated in the project is 824 Kg/day; where 494 Kg/day is the organic waste which will be collected and treated in organic convertor and 330 Kg/day is inorganic waste, will be disposed to Vendors/ Recyclers. 7. Energy Requirement: Total power requirement of 1569 KW is sourced from BESCOM; Backup power proposed is DG sets with a capacity of 2x380 KVA. Energy savings from the project is 33.5%. 8. Traffic Details: submitted. Parking required is 366 and provided is 371 9. Environment sensitivity: EMP submitted. 10. Other details: 30 No of recharge pits provided for rain water harvesting. 11. Eco sensitive details: Karnataka-Tamil Nadu interstate boundary is 1 km from the project site.

The proponent was invited for the 163rd meeting of SEAC held on 15th and 16th April 2016 to provide required clarification. The proponent remained absent.

The proponent was invited for the 164th meeting of SEAC held on 11th and 12th May 2016 to provide required clarification. The proponent remained absent.

The Committee had decided to defer the subject providing final opportunity to proponent with intimation that the proposal will be appraised based on merit in his absence, in case he remains absent.

The Proponent and Environment Consultant (Sri. B.N. Manjunath, consultant has got stay order from the high court for the MoEF Notification regarding presentation of the proposal by NABET/QCI accredited consultants) attended the 166th meeting of SEAC held on 17th and 18th June 2016 to provide clarification/additional information.

During appraisal of the proposal considering the information provided in the statutory application-Form I, Form-1A, Conceptual Plan and clarification/additional information provided during the meeting. The committee observed that, on the western side, abutting to the proposed site a nala exists and as verified from the village map, it appears to be a primary nala. Also, in the conceptual plan submitted by the proponent, it was 13

mentioned as rajakaluve on western side. As per the NGT order 50 m buffer is to be left on both sided from the edge of the nala. But the proponent informed the committee that, it is a tertiary nala and he left 25 m as buffer from the edge of the nala as per NGT order. The proponent has been asked to submit the details of type of nala which is abutting the project site. Without the above information, the committee opined that, the appraisal is not complete.

The committee after discussion had decided to defer the subject till the submission of above information.

The proponent informed the committee that they have obtained Environmental Clearance from MoEF, New Delhi vide File No. J-11011/214/2006-IA II(I) dated 05.03.2007 for 43 products for a capacity of 200 MTA whereas they are producing 63 products only obtaining the CFE and CFO in 2012. EIA Consultant presented the proposal before the Committee including the proposed ToR in the 103rd meeting of SEAC held on 17th and 18th May 2013. On observation that the land is not in possession of KIADB,the Committee suggested that the EIA should be carried out only after possession of the land as the study pertains to proposed land and EC issued only for the land in possession of KIADB. Also, the project proponent brought to the notice of the Committee that only orange & green industries are proposed to be established in the said area.

The Committee observed that the location of the proposed project site is such that it is contiguous to the existing Thandya industrial estate where granite polishing units are established. Therefore, the Committee felt the sensitivity of the ambient air quality, quality of surface & ground water and hence proposed following additional ToRs apart from general ToR and the proposed ToR,

1. Extensive study on health status of habitants in nearby villages. 2. Extensive study on meteorological data including air quality model studies.

3. Extensive water quality analysis of all bore wells in Thandya industrial estate. 4. Document for possession of land to be incorporated in the EIA.

Accordingly ToR was issued on 13.06.2013.

The proponent submitted the EIA report vide letter dated 12.01.2016.

The project proponent and NABET accredited EIA coordinator Sri. V. Vijay Kumar from M/s. Ramky Enviro Engineers Pvt. Ltd. were present in the 161st meeting of SEAC held on 28th and 29th March 2016 and presented the EIA report.

The committee appraised the proposal considering the information provided in the statutory application-Form I, Pre Feasibility report, EIA report, and clarification/additional information provided during the meeting. The committee observed the following points.

1. Regarding water requirement for the project, the proponent has submitted a letter from Irrigation department allocating 5 MGD water to be drawn from Kabini river near Nanjanagud, but, there is no specific mention about quantity of water allocated for this project. And also the letter was given in 1991 and latest position of availability of water is not known & the proponent has failed to explain the same. The recent letter from the irrigation department regarding availability of water is to be submitted along with the competitive users and the impact of the same. 2. The recent meteorological data has not submitted. 3. The allotment of 20 KLD/Ha for green belt is on higher which is for Irrigation purpose & for green belt it is much lower. 4. List of Industries coming in the proposed layout & their water requirement is not submitted. 5. It is informed that, for the establishment of common ETP, the inlet standards are fixed and the proponent has to put a condition for the industries establishing in the area, they have to abide to this and let out the effluents, meeting to the inlet standards fixed for CETP which can be prescribed as one of the conditions to member industries. 6. The date of collection of base line data is not mentioned in the report. 7. The Xerox copies of analysis reports are submitted. 8. in surface water analysis, the presence of Fluoride is noticed which may be verified. 9. There is Irrigation canals running in the proposed industrial layout. The proponent informed that, since, the entire area is acquired, there is no Irrigation in that area & hence canals are closed. In this regard, a letter from the Irrigation department is to be obtained & submitted. 10. During Public hearing, there was a question that, houses are abutting to the industrial area. But the proponent informed that, a minimum distance of 150 m has been maintained. The proponent has been asked to submit a letter from the village panchayat regarding distance from the industrial area to the houses. 11. Replies submitted to the public hearing is not convincing. The concerns raised by the persons during public hearing are not addressed properly.

12. Regarding additional ToR’s, health studies of nearby villages is not done which may be conducted and submitted & meteorological data is collected considering SPM instead of P.M.2.5 They should have considered AAQMS protocol of 2009 13. Regarding monitoring of soil erosion, details are not given. 14. In the layout plan, the residential zone is kept on the western side of the village & it is suggested to relocate the same towards the north side which is adjoining village side. 15. There was no mention in the report regarding the protection of existing water ponds. Scheme for the same may be given 16. Land acquisition details not submitted.

The committee after discussion had decided to recall the proponent after the submission of the revised EIA report incorporating the above observations.

The Proponent and Environment Consultant attended the 154th meeting of SEAC held on 24th, 25th and 26th November 2015 to provide clarification/additional information.

The committee appraised the proposal considering the information provided in the statutory application-Form I, Pre Feasibility Report, EIA report and 35

1. In the land use details, the total saleable land (i.e., for industrial plots, KSIIDC & for Commercial) it is shown as 60% but as per town planning act, it is 55% only. For this the proponent explained that, for residential area, the total saleable land is 55% and for industrial area it is 65% . 2. Detailed calculation of 33% green belt area not given 3. CETP is provided in industrial area though the type of industries coming in the area is not clear because different types of industries discharge different types of effluents & provision of common CETP is to be explained. 4. In the application it was mentioned that the source of water is from Malaprabha river and for this, the proponent informed that there is a dedicated line of 600 mm dia pipe to draw 22 MLD water and for this approval for allocation of water from the competent authority not submitted. But during the presentation, the proponent informed the committee that, the source of water is from bore wells, for which scientific analysis for quantity & quality is not carried out and also permission from ground water authority is not obtained. 5. Treatment plant for using rain water is not provided, for this, the proponent informed that, already, there is a treatment plant existing in the industrial area and they will utilise the same. 6. In water demand, demand for the hotel coming up in the area is not considered and also, only treated water is to be recycled & used instead of drawing fresh water. For this the proponent informed that there is 40 MLD treated water is available in Hubli municipality & usage of the same is under examination. 7. Mummigatti reserve forest is adjacent to the proposed industrial area & mitigation measures taken to protect flora & fauna is not forthcoming in the report. Also, at a distance of 1 Km, there is Forest research centre exists & a measure to protect the same is not given. 8. In the green belt area, three tier (tall, medium & shrubs) species with no. of species to be planted are to be shown. 9. Additional TOR’s are not addressed in the report.

The Committee after discussion had decided to recall the proponent after submission of the following information.

1. Revised land use plan giving detailed break up 2. Examine the provision of CETP in the area 3. Scientific analysis for quantity & quality of ground water and approval from ground water authority for usage of ground water. 4. The committee observed that as per the revenue sy map a nala is running away from the boundary of the project site. Since it is a outflow of the existing water body the committee opined that this has to be treated as primary nala (Raja Kaluve). However the said nala has now been shifted and brought adjacent to this project site. The proponent has left 15 m buffer from the centre of the existing nala considering it as tertiary nala and accordingly the proposal was appraised, EC was issued by the SEIAA and construction work also started. 38

The committee opined that the proposal cannot be taken up for appraisal unless the original alignment of the nala is to be restored as per the revenue records.

At the same time, the proposed piece of land in consideration which was remaining undeveloped has also been converted to non agricultural purpose. The present scenario is the entire area surrounding this property is fully developed and there is no trace of the water bodies. Also the BBMP Khatha do not mentioned any water body while fixing the boundaries for this property. Hence the committee decided to appraise the proposal for further consideration.

The Committee after discussion had decided to appraise the proposal as B1 and decided to issue Standard ToR for conducting EIA study in accordance with EIA Notification 2006 and the relevant guidelines considering the impact both on marine and terrestrial environment and after duly incorporating outcome of the public consultation.

Accordingly the ToRs was issued on 03.03.2015.

The proponent has submitted the EIA report on 04.06.2016.

The Proponent and NABET Accredited Consultant Smt. Rekha.S.Shah (Eco Chem Sales & Services.,) attended the 167th meeting of SEAC held on 1st July 2016 to provide clarification/additional information.

The committee appraised the proposal considering the information provided in the statutory application-Form I, Pre Feasibility report, EIA report and clarification/additional information provided during the meeting. During the discussion, the committee wants to know whether the proponent has compared all the alternate sites proposed considering ocean dynamics and Environmental aspect before freezing the present proposed site. The EIA consultant has informed the committee that, the fisheries department has handed over the present site for them to conduct EIA studies and for this site they have conducted EIA studies considering Ocean dynamics & other relevant aspects. The committee asked the proponent to submit the study report of ocean dynamics. The committee observed that in the water analysis report, presence of high quantity of fluoride, turbidity are reported which the committee felt unnatural. In the list of species proposed to be planting in green belt area, some of the species are not suitable to coastal area. Also, it was observed that they are drawing fresh water for use, but, the committee opined that, drawl of fresh water can be reduced by treating the sea water using solar based desalination plant/RO treatment for using sea water directly.

The committee after discussion had decided to reconsider the proposal after the submission of the following information.

1. Revised water balance chart, Industry may consider to adopt desalination by R O technology for fresh water requirement. 2. Revised water analysis for base line data for surface, sub surface and sea water. 3. Revised species list proposed to be planted in green belt.

The proposal is therefore placed before the committee for further appraisal and decision.

Land use details: out of 11-20 Acres, area to be excavated is 7-17 Acres, over burden dump is 0-10 Acres; mineral storage is 0-10 acres, infrastructure is 0-05 acres, roads is 0-5 Acres, green belt is 1-13 acres and M-sand crushing plan is 2-0 acres. The saleable production is 16,87,809 cum for five years.

The committee observed that an adjacent quarry area pertaining to Smt. B.P. Swetha has applied for EC. The proponent informed the committee that they both have provided common boundary buffer and accordingly quarry plan has been approved by the DMG. The committee asked the proponent to furnish the letter from the DMG for common boundary facility or revised quarry plan providing separate buffer of 7.5 m for both the quarry area for further appraisal of the proposal.

The committee after discussion decided to recall the proponent after submission of the above information.

Action: Secretary, SEAC to put up the proposal before SEAC after submission of the above information.

170.36 Building stone quarry at Sy. No. 51, Mulawad village, Basavana Bagewadi Taluk, Vijayapura District of Sri Huvappa S. Rathod, No. 142, Gaddanakeri L.T. Centre, Durga Nagar, Bagalkot District (SEIAA 177 MIN 2016)

This is a new proposal submitted by Sri Huvappa S. Rathod, seeking Environmental clearance for building stone quarry Project in an area of 14.00 (5.67 Ha) Acres at Sy. No. 51, Mulawad village, Basavana Bagewadi Taluk, Vijayapura District.

The mining plan has been prepared by RQP Sri. H. Sanjeeve Gowda and approved by Senior Geologist, Department of Mines and Geology, Vijayapur.

The proponent submitted the following information:

1. Pre-feasibility report along with the EMP. 2. Quarry plan approved on 23.04.2016. 3. NOC from DCF, Vijayapura dated 15.12.2015

Land use details: out of 5.67 Ha, quarrying is 2.70 Ha; dumping is 0.10 ha, green belt is 0.72 ha and unused area is 2.15 ha. The saleable production is 7,50,065 tonnes for five years.

The proposal is placed before the committee for appraisal and decision.

The proponent and EIA Coordinator from M/s. Metamorphosissm Project Consultants Pvt Ltd (NABET accredited organization) attended the meeting of SEAC to provide clarification/additional information.

The proponent has submitted the land conversion order pertaining to the project during the meeting. The committee observed that, the proponent has not submitted District Task Force committee report and Notification of DMG. But, while approving the quarry plan, the DMG has imposed a condition that processing of the proposal for quarry license will be processed after obtaining EC from SEIAA. Hence the committee decided to appraise the proposal based on the approved quarry plan.

The committee after discussion decided to recommend the proposal to SEIAA for issue of Environmental Clearance subject to submission of the revised EMP budget considering the recurring cost and capital investment cost and imposing the following conditions in addition to the Standard Conditions

1. Safe drinking water has to be provided at the quarry site. 2. The project proponent shall construct the compound wall all along the lease boundary 3. Dust suppression measures have to be strictly followed. 4. Project Proponent to plant fruit yielding and shade bearing tree species such as Pongemia pinneta (Honge), Jatorpha,Ficus riligiosa(Arali) Ficus bengahalensis in the quarry area as agreed by project proponent in the meeting. 5. Project Proponent shall prevent damage to adjoining government land from fire due to activities during quarrying operation. 6. Haulage approach road should not be through villages till the main road is reached. 7. As agreed by Project Proponent plantation to an extent of 33% in the project area has to be taken up. 8. The drilling machines Employed shall be fitted with dust extraction unit while taking up quarrying activity. Action: Secretary, SEAC to forward the proposal to SEIAA for further necessary action.

No. 201, 202, 203,207,208, 209, 210,211 & 212 of Haranagiri village over an extent of 25-00 Acres (10.11 Hectares), Haranagiri village, Ranebennur -taluk, Haveri- district, Karnataka of District Sand Monitoring Committee Haveri (SEIAA 182 MIN 2016)

This is a proposal submitted by the District Sand Monitoring Committee, Haveri District seeking Environmental Clearance for proposed river sand mining project in Tungabhadra River bed, Block No. 4, adjacent to Sy. No. 201, 202, 203,207,208, 209, 210,211 & 212 of Haranagiri village over an extent of 25-00 Acres (10.11 Hectares), Haranagiri village, Ranebennur -taluk, Haveri- district, Karnataka with the average production of 42998 Tonnes/annum. Depth of mining proposed is 0.50 m.

Total traffic generated for transporting sand from all these blocks assuming working season of 5 months will be 75 trucks/hour which seems to be very high for the village road to withstand the load. Also the said proposed road is passing through Harangiri village. Hence the committee suggested the proponent to explore alternative arrangements for stack yards or alternative roads which should not passes through any village roads. The proponent informed the committee there are no litigations in the earlier issued Environmental Clearances.

The committee appraised the proposal considering the information provided in the statutory application, Form I, Pre Feasibility Report, approved mining plan and clarification provided during the meeting.
