New media such as cell phones and the Internet are significant features of contemporary Navajo communities, and act as both a context for and medium of linguistic and cultural vitality and transformation. They have opened new vi spaces for Navajo language use, generated emergent uses of the Navajo language, and increased the spaces of language contact and change. This dissertation explores the ways in which ideologies of language and technology have shifted and converged, and describes multiple instances of the transformative nature of technology through the mediation of communities. New technologies do not exist in a vacuum, and novel practices emerge from a wide range of existing observable styles, registers, and norms in Navajo communities. Significant are the shifting geographies of communication, expansion of social networks, and increased circulation of bilingual Navajo hane’, or publicly shared “tellings” in the form of stories, jokes, and information that accompany them. This work analyzes the appearance of new media technologies in contemporary Navajo society within broader discourses of modernity and narratives of progress about, and among, Navajo communities. New technology is not incommensurate with existing practice; rather, emergent practices are part of the broader circulation of Navajo identities, defined here as a process linked to social activities, and emergent practices index the ways in which some Navajos are “doing” community in unexpected ways and unexpected places. New expressive forms and genres have appeared, including a migration to English emails by previously monolingual, illiterate elders, the transition of traditionally oral genres to widely circulated emails, and the appearance of locally created bilingual hip-hop music.     The 22nd Navajo Nation Council — Office of the Speaker Contact: Michael Wero, Communications Director Phone: (928) 871-7160 (928) 255-3428 [email protected] March 22, 2011 www.navajonationcouncil.org FOR IMMEDIATE RELEASE Speaker Naize Looks to Economic Cooperation with Twin Arrows Groundbreaking Leupp, AZ — At Monday’s groundbreaking of the Navajo Nation’s fourth casino operation, Navajo Nation Council Speaker Johnny Naize told the audience that through economic cooperation the Nation, other Arizona tribes, and their neighboring communities can continue to grow and benefit from the native gaming industry. “Traditionally, the Navajo Nation and the city of Flagstaff haven’t had the best relations on how to allocate natural resources or how to accommodate culturally significant sites, like the San Francisco Peaks, in our search to better our economic environments,” said Speaker Naize. “I’m hoping this project, though the jobs and revenue it generates, will lead to more understanding between our communities.” Naize also reiterated that as Navajo gaming operations expand, they must also remain as a tool to generate economic opportunities for the other new and existing industries that would employ many Navajos. He noted this in the project’s commitment to reducing the high unemployment rate on the Navajo Nation. “Some have criticized the Navajo Nation’s use of its Navajo Employment Preference Law, but it has leveled the playing field for small Navajo businesses to participate in the construction of these larger projects,” said Naize. “I have been informed that, besides the Navajo employees that will go to work once this facility is completed, the primary construction company building this project will also focus on using Navajo labor.” Being the first Navajo casino operation in Arizona, Naize called on continuing a positive relationship with the state and its gaming tribes.

    A TYPOLOGY OF CONSONANT AGREEMENT AS CORRESPONDENCE SHARON ROSE RACHEL WALKER University of California, San Diego University of Southern California This article presents a typology of consonant harmony or LONG DISTANCE CONSONANT AGREEMENT that is analyzed as arisingthroughcorrespondence relations between consonants rather than feature spreading. The model covers a range of agreement patterns (nasal, laryngeal, liquid, coronal, dorsal) and offers several advantages. Similarity of agreeing consonants is central to the typology and is incorporated directly into the constraints drivingcorrespondence. Agreementby correspon- dence without feature spreadingcaptures the neutrality of interveningsegments,which neither block nor undergo. Case studies of laryngeal agreement and nasal agreement are presented, demon- stratingthe model’s capacity to capture varyingdegreesof similarity crosslinguistically.* 1. INTRODUCTION. The action at a distance that is characteristic of CONSONANT HAR- MONIES stands as a pivotal problem to be addressed by phonological theory. Consider the nasal alternations in the Bantu language, Kikongo (Meinhof 1932, Dereau 1955, Webb 1965, Ao 1991, Odden 1994, Piggott 1996). In this language, the voiced stop in the suffix [-idi] in la is realized as [ini] in 1b when preceded by a nasal consonant at any distance in the stem constituent, consistingof root and suffixes. This Optimality- Theoretic (OT) analysis uses correspondence theory (McCarthy and Prince, 1995) to account for changes in the [ anterior] feature in coro- ± nal segments in the verbal conjunct domain. Specifically, the place of articulation of the rightmost coronal fricative segment determines the place of articulation of all other coronal fricatives in the ver- bal conjunct domain via Ident, Agree and Max constraints. This OT analysis is innovative in that it posits a constraint that protects pronominal-argument morphemes from deletion. 1 Introduction This discussion presents an Optimality Theoretic analysis (Prince and Smo- lensky, 1993) of sibilant harmony in Navajo using correspondence theory. In correspondence theory (McCarthy and Prince, 1995), Gen produces a candidate set with a correspondence function expressing the dependence of the output on the input. Eval considers each candidate pair S1, S2 and its correspondence function. In Navajo, verbs are made up of three parts: the disjunct domain, conjunct domain and verb stem. Coronal fricative segments in the conjunct domain and verb stem must agree in regards to the [anterior] feature.

    FOR IMMEDIATE RELEASE May 22, 2019 Navajo Nation to obtain an original Naaltsoos Sání – Treaty of 1868 document WINDOW ROCK – Navajo Nation President Jonathan Nez and Vice President Myron Lizer are pleased to announce the generous donation of one of three original Navajo Treaty of 1868, also known as Naaltsoos Sání, documents to the Navajo Nation. On June 1, 1868, three copies of the Treaty of 1868 were issued at Fort Sumner, N.M. One copy was presented to the U.S. Government, which is housed in the National Archives and Records Administration in Washington D.C. The second copy was given to Navajo leader Barboncito – its current whereabouts are unknown. The third unsigned copy was presented to the Indian Peace Commissioner, Samuel F. Tappan. The original document is also known as the “Tappan Copy” is being donated to the Navajo Nation by Clare “Kitty” P. Weaver, the niece of Samuel F. Tappan, who was the Indian Peace Commissioner at the time of the signing of the treaty in 1868. “On behalf of the Navajo Nation, it is an honor to accept the donation from Mrs. Weaver and her family. The Naaltsoos Sání holds significant cultural and symbolic value to the Navajo people. It marks the return of our people from Bosque Redondo to our sacred homelands and the beginning of a prosperous future built on the strength and resilience of our people,” said President Nez. Following the signing of the Treaty of 1868, our Diné people rebuilt their homes, revitalized their livestock and crops that were destroyed at the hands of the federal government, he added.

This Optimality- Theoretic (OT) analysis uses correspondence theory (McCarthy and Prince, 1995) to account for changes in the [ anterior] feature in coro- ± nal segments in the verbal conjunct domain. Specifically, the place of articulation of the rightmost coronal fricative segment determines the place of articulation of all other coronal fricatives in the ver- bal conjunct domain via Ident, Agree and Max constraints. This OT analysis is innovative in that it posits a constraint that protects pronominal-argument morphemes from deletion. 1 Introduction This discussion presents an Optimality Theoretic analysis (Prince and Smo- lensky, 1993) of sibilant harmony in Navajo using correspondence theory. In correspondence theory (McCarthy and Prince, 1995), Gen produces a candidate set with a correspondence function expressing the dependence of the output on the input. Eval considers each candidate pair S1, S2 and its correspondence function. In Navajo, verbs are made up of three parts: the disjunct domain, conjunct domain and verb stem.     Written Testimony of Navajo Nation Attorney General Doreen McPaul I. Introduction The Navajo Nation is one of the largest Indian Nations in the country with a population of over 300,000 citizens. It is incredibly vast, extending over 27,000 square miles and across three states: Arizona, New Mexico, and Utah. While the Navajo Nation’s capital is located in Window Rock, Arizona, there are 110 subunits of government, called Chapters, located throughout the Nation. The Navajo language is widely spoken by Navajo voters and enjoys coverage under Section 203 of the Voting Rights Act. The poverty rate on the Navajo Nation (38%) is more than twice as high as the poverty rate in the State of Arizona (15%). The physical vastness of the Navajo Nation, and its rural nature, create unique challenges for Navajo citizens in casting their ballots in state and federal elections. When this physical isolation is coupled with extreme poverty and language barriers, it can result in voting being an arduous task for many Navajo citizens. Since the 1970s the Navajo Nation has been forced to bring lawsuits, in multiple states, to protect the rights of its citizens to cast ballots in state in federal elections. When viewed together, these lawsuits illustrate the issues many Navajo citizens face when voting in state and federal elections on the Nation. II. Legal Background The U.S. Supreme Court has recognized that “voting is of the most fundamental significance under our constitutional structure” and the right to an effective vote is protected by the Equal Protection Clause of the Fourteenth Amendment.1 Indeed, the right to vote is the 1 See Burdick v.
