My warm welcome to all of you. 3 I must congratulate the Singapore Judo Federation for its commitment to promote Judo competition in the region. This tournament is therefore a timely replacement for the absence of the Olympic sport of Judo in the 20th SEA Games held recently. 4 I was also informed that this event is preceded by an Olympic Solidarity Course and Judo Union of Asia’s Seminar on Refereeing and Coaching. I am sure the participants who have come from Hong Kong, Japan, Macau, Mongolia and Taiwan, in addition to those from South East Asia, have benefitted from the seminar and course. Page 1 tch19990911e 5 When Jigoro Kano founded the noble art of Judo, he gave the world an Asian martial art steeped with the attributes of individual discipline and strength in mind and body. It is important to develop these attributes not only among judokas but also in the general education of young people, especially towards meeting the stresses of modern-day living. 6 Once again, my congratulations and appreciation to the Singapore Judo Federation for inviting me here and my appreciation also to the officials from the Judo Union of Asia who have contributed to the Seminar and the Olympic Solidarity Course. 7 Thank you. Budō, or the Japanese “martial ways” are based on martial culture which evolved during the Edo period (1603–1867) in bushi (samurai) society, and was later reorganised and modernised during the Meiji period (1868–1912). After the Second World War, budō was “sportified” and subsequently internationalised; however, the introduction and subsequent phenomenal development of budō in foreign countries has brought to light the need to understand the complex dynamics seen in its globalisation. A study on “global budō” must consider the problems that Japanese budō will have to endure while it undergoes the process of globalisation, and thereby unveil new potential for budō culture in contemporary society. We need to explore both the obvious and inconspicuous aspects of budō, and seek to somehow retain its essence. Nowadays, Korean and Chinese martial arts are also embracing globalisation. Modern sports are commercialising which brings to the fore numerous issues and complexities, and it seems that we are approaching an important turning point in global sports culture across the board.

The Jeju Grand Prix was introduced in 2013 and was met with a very strong entry from top level countries from within and outside of Asia. The 2018 Report summarizes the results of all the samples WADA-accredited Laboratories analyzed and reported into WADA’s Anti-Doping Administration and Management System (ADAMS) in 2018. This is the fourth set of global testing results since the 2015 World Anti-Doping Code (Code) came into effect. The 2018 Report – which includes this Executive Summary and sub-reports by Laboratory, Sport, Testing Authority (TA) and Athlete Biological Passport (ABP) Blood Analysis – includes in- and out-of- competition urine samples; blood and ABP blood data; and, the resulting Adverse Analytical Findings (AAFs) and Atypical Findings (ATFs). REPORT HIGHLIGHTS • A 6.9% increase in the overall number of samples analyzed: 322,050 in 2017 to 344,177 in 2018. • A slight decrease in the total percentage of AAFs: 1.43% in 2017 (4,596 AAFs from 322,050 samples) to 1.42% in 2018 (4,896 AAFs from 344,177 samples). • About 60% of WADA-accredited Laboratories saw an increase in the total number of samples recorded. • An increase in the total number and percentage of non-ABP blood samples analyzed: 8.62% in 2017 (27,759 of 322,050) to 9.11% in 2018 (31,351 of 344,177).

Judo. Let's talk about judo. There are some myths about judo. Some of what you think you know about Judo might not be accurate, so we did some research and this is as far as we can tell from cross- referencing and fact checking, this is all true stuff. Judo, is known as a modern martial art created by the Japanese educator, Kano Jigoro or Jigoro Kano depending on how you list the name in 1882. Judo, is commonly known for its throws and its takedown techniques where the practitioners, also known as judoka, use mats to avoid serious injury. Originally judo is not an Olympic sport but it became one in 1964. Techniques such as strikes and thrust with the hands and feet are prohibited in competition judo but they are allowed in kata, in forms matches. Like other martial arts, the foundation of judo lies on the principles of "life art and science".
