Presentation of officer reports Procedural motion MOTION Moved Councillor Healey Seconded Councillor Addis That the following items: 7.2 December 2017 Quarterly Performance Report 7.6 Designation of Recreation Hall Reserve as a dog off-leash reserve 7.8 Rear of 30 and 32 Caroline Street and 251 and 255 Riversdale Road, Hawthorn East - Proposed discontinuance and sale of right of way (road) 7.10 Proposed naming of Right of Way - Rear of 451 to 461 Camberwell Road, Camberwell be moved en bloc as per the officers' recommendations outlined in the agenda. CARRIED City of Boroondara Page 4 Council Minutes 26/02/18 7.2 December 2017 Quarterly Performance Report The Quarterly Performance Report for December 2017 is designed to identify and explain any major variances to budget at an organisational level for the period ending 31 December 2017. Council’s year to date net operating surplus of $111.68 million is $8.28 million or 8% above the September Amended Budget surplus of $103.39 million. The favourable year to date variance is attributable to a number of factors which are outlined in Section 3 of Attachment 1. The overall financial position at 31 December 2017 is satisfactory with a working capital ratio of 7.26 to 1 (includes a 0.5% or $738,000 cash contingency for emergency response works and reserve funds of $15.39 million). For the December quarter, the 2017-18 Annual Plan commitments indicate that 15% of commitments have been completed and further 85% have been commenced. Achievements of the Strategic Indicators have been assessed at 90%, year to date. MOTION Moved Councillor Healey Seconded Councillor Addis That Council resolve to 1. Receive and note the Quarterly Performance Report for December 2017. 2. Adopt the amendments to the 2017-18 Fees and Charges Schedule - Attachment 2 as annexed to the minutes. 3. Receive and note the results of Local Government Performance Reporting Framework (LGPRF) indicators and measures. 4. Review and note the evaluation of the Governance and Management Checklist. CARRIED City of Boroondara Page 5 Council Minutes 26/02/18 7.6 Designation of Recreation Hall Reserve as a dog off-leash reserve Council’s Order In Council No.1 (“Order”) sets out controls relating to dogs and designates specific reserves as dog ‘off-leash’ areas. In response to community interest, this report is brought to Council to consider adoption of amendments to the Order by designating Recreation Hall Reserve, Kew, as a dog ‘off-leash’ and making administrative corrections to some designated reserve names and suburbs. At the Services Special Committee meeting on 12 February 2018, the Committee resolved to refer the amendment proposals to Council for determination. The resolution followed the Committee’s consideration of the 13 submissions received through the public consultation process held between 19 December 2017 and 31 January 2018. Overall, the feedback from submitters was overwhelmingly positive with all submitters supporting the ‘off-leash designation proposal. One submitter provided comment on and support for the proposed administrative corrections. Two submitters addressed the Committee to reiterate their submission request for perimeter fencing, in addition to their support for designation of the reserve as ‘off- leash’. In response, officers maintained the reasoning reflected in the report for not supporting fencing. In addition, the likely adverse amenity impacts for residents in abutting properties were also highlighted if fencing was installed. There were some ancillary matters also raised by the presenters however they do not relate directly to the proposed amendments to the Order. These matters included the use of revenue from animal registration fees to which multiple examples were provided by officers. The other item raised was the development of dedicated fenced dog ’off-leash’ reserves and access to scheduled work timelines for completion of the project. Officers reinforced Council’s commitment to completing this project and explained the complexities involved, making it difficult to provide definitive timelines. Officers also advised identification of potential sites was nearing completion. MOTION Moved Councillor Healey Seconded Councillor Addis That Council resolve to: 1. Adopt the Amended Order to include Recreation Hall Reserve as a designated dog off-leash reserve and make administrative corrections to designated reserve and suburb names, as provided in Attachment 2, and as annexed to the minutes. 2. Complete the statutory process by publishing the Amended Order in the Victorian Government Gazette and the Progress Leader. CARRIED City of Boroondara Page 6 Council Minutes 26/02/18 7.8 Rear of 30 and 32 Caroline Street and 251 and 255 Riversdale Road, Hawthorn East - Proposed discontinuance and sale of right of way (road) This report is to consider commencement of the statutory procedures to discontinue and sell the road at the rear of 30 and 32 Caroline Street and 251 and 255 Riversdale Road, Hawthorn. The section of road is considered by officers to be no longer required for public access and has been enclosed with the adjoining properties for in excess of 15 years. Consultation has been undertaken with relevant Council departments and external service authorities as detailed in section 5 of the report. No objections have been received. Adjoining owners have also been notified of the proposal and no issues have been raised. The proposed commencement of the statutory procedures requires Council to give public notice of its intention to discontinue and sell the road and invite submissions from
