PORCIA (I) 1987 800th anniversary celebration to be held in 1991 together with an exhibition on the history of Spittal under the patronage of Arge-Alp-Adria. ST LEONARD 1989 Has friendly relations with Flags Brochures AM FORST 1990 towns of the same name. 1991 Very active 50-strong folk group performs abroad. In close contact with Polish dance group, and relations with the Polish town are developing. Exchanges with young people from the Allgäu since 1968 and farmers' exchanges since 1982; organises folk and music get-togethers. School drawing, essay and sports competitions. Preparations are under way for twinning with the French town of Nonancourt. Main activities in 1989 and 1990 were cultural: visit by French folk groups and Polish choirs.

TRIEBEN 1989 QUIERSCHIED (D) 1962 Regular contacts since 1962, Flags Brochure (pop 4,500) 1990 particularly between town 1991 council delegations. Stepped up school exchanges (2 in 1988) ; joint sports and music events. 125 people visited the twin town in 1988. 300 sportsmen from 13 nations took part in a major international meeting in 1989• when Trieben declared itself to be a "European town". Very interested in sports events and will organise in 1992 worldchampionship of parachutism.

(pop. 20,000) ALBERNDORF (A)** 1973 Regular meetings between cultural and sports clubs, firemen, religious communities, police officers and representatives of industry (local products have been exhibited in the twin town of Hainburg). - 5 - \ustria ((cont'd) n/ILDSCHÖNAU 1990 - In 1933, some people from - Brochure (pop. 3.^00) Wildschönau established a settlement in Brazil called "Dreizehnlinden", which now has 4,500 inhabitants. (European Diploma 1990> Close links have developed between the people of the two communities. Exchanges are mainly in the tourist sphere, with choirs and orchestras coming from the , and Federal Republic of Germany. Wildschönau also holds international sports competitions (skiing, swimming, etc). After an initial school exchange in 1989, has decided to develop such exchanges. - 6 -

HERVE 1991 VERDUN (F) 1920 Contacts chiefly between Forges Flags Extensive (Wallonia>) FORGES-LES-EAUX (F) I960 and Battice, one of the eight document- (pop. 15,000) villages forming the Hervé ation municipality, at the twinning anniversaries. Artists' exhibition, contacts between local officials handling culture, sport and tourism; organisation of an environmental colloquy, sports and music gatherings, regimental festivals .... Signed a co-operation agreement with CIESZYN (Pol) in 1989 with cultural and sports meetings. Numerous cultural events (carnival, cartoon film festival) which attract visitors from all over Europe.

HUY 1990 COMPIEGNE (F)** 1959 Major event for townspeople when the VIANDEN (L) 1961 pledge to twin with Compiègne was given ARONA (I) 1966 in 1959- Three-way twinning involving Huy, Compiège and Vianden in 1964. Meetings between sports clubs, close cultural co-operation: artists collaborate on joint works. Local authorities give active support to exchanges at every level. ZWIJNDRECHT 1990 IDSTEIN (D) 1970 The initial contact was between Flags Brochures (Province of the mayors, after which exchanges Antwerp) expanded to involve the whole (pop. 16,500) population. Will celebrate the 20th anniversary of twinning in 1990. Annual cycle race between Zwijndrecht in Belgium and Zwijndrecht in the Netherlands. Also has local government contacts with Idstein's twin towns: Lana (I) and Vlijmen (NL). - 9

Planning three-way twinning with a town in the US. Has been involved in several combined efforts to help others. Keeps up cultural relations with the Norwegian city of Stavanger.

CHERBOURG 1989 BREMERHAVEN (D) 1961 Twinned with two other port Flags (Manche) POOLE (GB)** 1977 towns : . Poole (20,000 English events and 10,000 French events since 1977), covering every field: sport, music, drama, schools and the world of work, as well as individual exchanges. . Bremerhaven: twinning developed to a slightly lesser extent, concentrating more on clubs and associations and the world of work, with exchanges of local authority officials. Introduced a twin town 'passport' for young people in 1987, entitling them to free entry to museums and sports facilities. - 12 - France (cont'd)

COMINES-EUROPE 1990 Comines-Europe is the first Flags Numerous (Nord) 1991 cross-border inter-town documents (pop. 29,000) association in Europe. plus press Co-operation started recently between cuttings Comines, in France, and Comines, in Belgium, separated by a river which represents the frontier between the two countries. 1. Comines (Belgium) has been twinned with Argenton-Château since 1963. The twinning arrangement benefits young people, mainly school pupils (750 to date). 2. Comines (France) is twinned with Heiligenstadt (D), but this twinning is not very active. It is planned to enter into a three-way - 13 - France (cont'd) twinning with a town in the United Kingdom. For several years, domines- Europe has been involved in joint activities, running Franco-Belgian historical festivals, carnivals and sports tournaments, but it intends to relaunch itself through several publicity efforts. Several major events in 1990 to foster closer relations: "Comines-Europe, ville ouverte", large-scale carnival, intermunicipal Festival of the Ladles, annual Franco-Belgian festivities in July. Sponsorship operation with delivery of food supplies to a Romanian village. Several projects launched to step up transfrontier co- operation between the two municipal- ities (opening up the road network, water treatment ....).

Made a friendship pact in 1990 with Graal-Müritz (former GDR). Sponsors a Romanian town and humanitarian action in Mali.

HIRSON/Aisne 198? SCHRAMBERG (D)** 1958 Twinnning with Schramberg (pop. 12,000) 1988 MARCINELLE (B) relaunched in 1983, with a few exchanges, sports events and language- learning holidays. Very few contacts (other than between firemen) with Marcinelle.

(Gironde) District of WANSDYKE (GB) 1976 (400 to 500 a year), with England (some (pop. 23,000) LOGROÑO (E) 1979 200 people) and with Spain (80 people). Plans for a fourth twinning, with Camaiore (I). Libourne devotes weeks to its partners' countries (an English week in 1984, German in 1985 and Spanish in 1986). A 50-member twinning committee independent of the town council was set up in 1983- Folk "Europeade" involving over 4,500 musicians from 18 European countries in Libourne in 1989-

CANTON OF 1990 AMT TRITTAU (D)** 1971 Exchanges of school pupils, sportsmen and Flags LOROUX-BOTTEREAU Totton and Eling (GB) 1981 adults on the occasion of major official (Loire-Atlantique) events in each area (trade fairs, inauguration of public buildings). Keeps up relations with the regions of Borüp (DK) and Saarijarivi (Finland).

MALZEVILLE 1990 WALDSTETTEN (D) 1965 Exchanges of school pupils and annual (Meurthe-et-Moselle) visit by a municipal delegation. The two towns have succeeded in developing links between families. Sports tournaments. - 20 -

MONDEVILLE 1990 NORTHAM (GB) 1975 Family exchanges, exchanges of young Celebr- (Calvados) BUDDENSTEDT (D) 1974 people during school holidays, ation (pop. 10,000) exchanges by sport and cultural clubs [European Diploma 1990] with Northam and Buddenstedt. These resulted in a three-way twinning, with an annual get-together in each town in turn: in Northam (April), Buddenstedt (May) and Mondeville (October) (500 people). All three are involved in a co-operative twinning with Mali. 2,000 people of all ages from Mondeville have already taken part in exchanges.

NOGENT-SUR-MARNE 1989 SIEGBURG (D) 1964 School pupils' and senior citizens' - Press (Val-de-Marne) 1990 LE VAL NURE (I) 1983 exchanges, receptions for war cuttings 1991 YVERDON (CH) 1965 veterans, inter-club sports NAZARE (P) 1989 competitions. Participation in festivals, cultural events and trade fairs, particularly with Siegburg. 1989 saw several exchanges, of school pupils with Siegburg and mainly of senior citizens with Yverdon, and the "Place de L'Europe" was inaugurated at a ceremony in which representatives of the twin towns participated. In 1990 : celebration of the 25th twinning anniversary with Yverdon, where there was an exhibition of artists from Nogent. Several school exchanges with Siegburg and Yverdon and trips by the customary delegations. Europe Week organised by a Nogent secondary school with three public debating evenings on Europe. QUINCY-SOUS-SENART 1990 MONTEMARCIANO (I) 1987 Recent twinning, with some school (Essonne) and cultural exchanges already having (pop. 7.500) taken place: three concerts and dance shows. A 65~strong delegation from Italy visited in 1989, in the context of the Bicentenary celebrations. Contact has been made between the Essonne and Ancona (I) Chambers of Commerce. A twinning with a town in Canada is possible.

SAINT-ANDRE 1989 NIEVENHEIM-DORMAGEN (D)** 1972 Twinned with Dormagen which Flags Doc. & (Nord) <1991> was awarded a Flag of Honour press in 1988. Twinning particularly cuttings involves associations in fields of culture, sports, music and family life. About 800 people of both towns participate annually in twinning activities. Also engaged in solidarity action to construct wells in Bamako. Numerous exchanges with Dormagen in 1989 in all sectors, chiefly among associations. - 22 -

Twinned with a town in Israel since 1987, and has exchanges of school pupils with Italy and Denmark. Will celebrate the twentieth anniversary of twinning with Surrey Heath in 1990.

VILLENEUVE-LES-SABLONS 1988 ALTENBURSCHLA (D) 1966 Only in 1982, when a twinning No Press (Oise) 1989 committee was set up, did cuttings (pop. under 1,000) 1991 relations really develop. A delegation of about 30 people visits the twin town each year, and children stay in families there. Held a number of events in 1986 to celebrate the 20th anniversary of twinning. Eleven young Germans spent a week in Villeneuve in 1988, and a return visit was made; after a group from Villeneuve had been to Altenburschla, 24 Germans made a return visit. In 1990, with the removal of the Berlin Wall, a Villeneuve delegation went to Altenburschla, located on the frontier, and held a current affairs exhibition at Villeneuve. Also young people exchanges.

Meetings of businessmen are organised at the annual regional trade fairs, and there are folk festivals and sports fixtures (in 1987, 500 sportsmen from the twin towns visited Aalen). Meetings are promoted by a committee of foreign workers. Since 1907, Aalen has also been twinned with a Hungarian town, with which there have already been some twenty meetings, mostly sports fixtures.

Involved in the "Learn your neigh- bour's language" project and the European Schools Competition. In very frequent contact with Monaco, Moncalieri, Strasbourg, Paris, London and even Guadeloupe (secondary pupil exchanges). BAD BRAMSTEDT 1988 No twinning, but contacts with Flags Docs. (pop. 10,000) 1989 Scandinavian countries. Links, (Schleswig-Holstein) mainly musical, with many European countries; organises inter- national musical events (1988 saw the holding of the 9th International Music Festival, with 2,000 participants). Beerfelden-Olfen has held over 70 European gatherings, with 18 young people's and 20 adults' meetings. Meetings have taken place with French farmers, and international seminars have been held. Also has contacts with young people from Lyons and Chambery. Jointly awarded the Franco-German medal of honour with its twin town in 1978 for the outstanding quality of its twinning.

Has had friendly links with Enfield, in England, since 1970, and these have been re-activated thanks to meetings and contacts between officials in both communities. Twinning with Schwechat involves only sportsmen and firemen. The twinning with the Chinese town of Fushun has suffered as a result of recent events in China but resumed in 1990. Twinning with a Polish town in 1990 began with initial youth exchanges. 1989 budget of almost 100,000 DM for exchanges.

Holds an annual international youth festival and, in 1987, held a first week-long series of international meetings, "CONTACT HAMM 1987", with more than 120 participants. Hopes to repeat this every other year. Also twinned with two American towns and a town in Mexico. There are also contacts between clubs and associations in the various districts of Hamm and their counterparts in communities in Austria, and the Netherlands. Scholarships funded by the town council go to two pupils from the two towns each year. There are many meetings involving clubs. Twinning with Cognac very recent, but school and arts exchanges have already taken place. One week was set aside in 1989 to mark the anniversary of twinning with Cleethorpes, where there is an annual "German Christmas". Foreign language teaching is given great emphasis in the schools. Several music and sports clubs also have links with clubs in other countries (Netherlands, Belgium, Poland, etc). Numerous individual exchanges, mainly involving young people and secondary school pupils. The "Landkreis" gives a 10,000 DM subsidy for young peoples' reports on the twinning arrangements. The "Kreisverband" of the "Europa-Union" does a lot to make people aware of the European ideal, organising fact-finding trips to European institutions, symposiums on European Music Year (1985) and European Cinema and Television Year (1988), etc. Several school exchanges took place in 1989, when there was also a three-day meeting of officials from both provinces, the friendship pact was renewed on the occasion of the 10th anniversary of twinning, and there were many contacts between families, in particular. In 1990 school and occupational exchanges were intensified and there were cultural and club meetings.

Celebrated the 10th anniversary of twinning in style in 1986 (more than 60% of the people of Montendre were present), and offered Montendre a site on which to build a holiday home. Also has musical contacts with a town in the USA, a French secondary school in Fontoy and a town in Switzerland. Language courses for foreigners. The twinning committee arranged for the reception of pupils in 1990 in Brugherio and for a visit to a Czech town.

CAMPO SAN MARTINO 1990 SERRES-CASTET (F) 1968 There have been 10 official exchanges since Flags Press (Prov. di Padova) the twinning, five in each town, each cuttings (pop. 5,000) involving between ^0 and 110 people. The twinning arrangement was originally entered into by Busiago, which is now part of Campo San Martino; the twinning arose out of a similiarity in the farm sector, in that both are in maize-growing areas. Campo San Martino organises for its twin town tourist visits to the area, language courses, meetings of local authority staff and visits to businesses, farms and municipal buildings (schools, sports centres etc). HAARLEM 1990 OSNABRÜCK (D)** 1964 The main fields in which exchanges - Documents (pop. 148,000) ANGERS (F) 1964 took place in 1989 were sport, culture (folk groups), education (two secondary schools were involved) and working life. The municipal council subsidises exchanges to the tune of 70$. The Haarlem Chamber of Commerce also has links with towns in Florida and Great Britain. A symposium on third world aid took place in 1989, on the occasion of the 25th anniversary of the three-way twinning.

HOORN 1988 BEERSEL (B)** The town of Blokken was initially - Press (Prov. Noord-Holland) twinned with the Belgian town of cuttings [European Diploma 1988] Lot in 1968. Following territorial reorganisation affecting both communities, Hoorn took over the twinning arrangement with Beersel. Twinning committee organises annual exchanges and correspondence between secondary schools. Well-developed links in the spheres of sport, music and drama, exchanges between senior citizens; all visitors accommodated in families. Links with the towns of Mirebeau (F) and Osthofen (D) strengthened by the annual "It's a Knock-out" competition held in each town in turn. The towns' councillors also meet. - 66 -

BARCELONA 1989 MONTPELLIER (F) Contacts at economic level with exhibitions [European Diploma 1989] COLOGNE (D) in Montpellier and Cologne centred on the commercial life of Barcelona, sports and cultural exchanges but also links in social field and town planning and between different departments of city councils. Very active in North-South Campaign launched by the Council of Europe, having organised exhibitions in several of the city's civic centres, meetings, etc. Very original initiative on 5 May: flags are flown on all city buses to make people aware that it is Europe Day. Barcelona is also twinned with Leningrad (), with mainly cultural exchanges (dance, theatre, exhibitions), with Pusan (Korea), Tunis (Tunisia), Montevideo (Uruguay), Sào Paulo (Brasil) and Boston (USA) and maintains very close contact with numerous European capitals through visits by municipal delegations, attendance at trade fairs, congresses etc.

JEREZ 1990 ARLES (F) Contacts mainly in the cultural and tourist - Broch. (Andalusia) sphere. Annual wine festival fosters links (pop. 200,000) with numerous European towns, as well as [European Diploma 1990] cultural and economic relations (via the Chamber of Commerce). Drama events through the intermediary of the British Consulate, and contacts with cultural bodies in the city of Bordeaux (F). London Borough of 1991 LUDWIGSHAFEN (D) ** 1971 Part of Greater London; has developed one of the Flags HAVERING most significant English-German twinnings. Over 2,000 (pop. 250.000) people belonging to 45 associations meet annually, the following groups being concerned: bands, police, churches, schools, young people, sports players, radio hams, Red Cross, folk dancing groups etc. School contacts with many towns in Europe involving its 110 schools and 1,200 local associations.

HORNSEA T.C. 1989 LA GRANDE MOTTE (F) 1981 Annual school exchanges (50 pupils) (North Humberside) 1990 and adult exchanges. Active 1991 twinning committees in both towns. The people of La Grande Motte have paid for a trophy for the Music Festival, which attracts more than 5,000 people, and streets have been named after the twin town. A large number of meetings and visits in 1987, 1988 and 1989, co-ordinated by Kenilworth's twinning association.

In 1986 and 1987 celebrations of 25th twinning anniversary, with "Scottish Week" and big exhibition in Schweinfurt on the history and culture of the District of Mother-well. The Chairman of the District Council organised a well-attended Scottish-Bavarian twinning congress in 1988. 1989 and 1990 featured exchanges of young people, tour of the Motherwell area by 100 people, involvement in the organisation of youth seminars and development of the business aspect of the twinning with participation in the Schweinfurt trade fairs.

NORTON RADSTOCK 1987 AMBARES (F) 1979 Since 1980, under the aegis of twinning (Avon) (near Bristol) association, family exchanges (7), (pop. 17,000) football matches (2), swimming contests [European Diploma 1988] (4), school exchanges (6) and a visit by a school orchestra and choirs. Also links with secondary schools in Germany, Canada and France. One-term teacher exchanges.

Chamber of Commerce). The Warwick Twinning Association founded in 1976 organises family exchanges and in 1990 held a large-scale conference attended by all the twin towns in the Southern Midlands. WAVENDON 1990 PRESLES-EN-BRIE (F) These two small villages organise annual visits, (North Buckinghamshire) each on a specific theme (sport, culture, cookery, (pop. 800) etc). Young people are involved mainly in exchanges enabling them to practise the language. More than 200 of the village's total population of 800 have already taken part in exchanges. - 76 -
