Proceedings of the 16Th Meeting of Karnataka State Coastal Zone Proceedings of the 16 th meeting of Karnataka State Coastal Zone Management Authority (KSCZMA) held on 18.03.2017 at 11.00 A.M. at Room No. 252, 2 nd Floor, 2 nd Gate, M. S. Building, Bengaluru under the chairmanship of Additional Chief Secretary to Government, Forest, Ecology & Environment Department. Members Present: As per the list enclosed The Chairman welcomed the members present. All the files were placed before the Authority for perusal and the subjects were deliberated as per the Agenda. 16.1 A Brief Presentation on CRZ Notification, 2011. Presentation on CRZ Notification, 2011 was made before the Authority by the Member Secretary highlighting the salient features of the said notification and the powers and duties of the Authority in enforcing the provision of the notification, 2011. 16.2 Confirmation of the proceedings of the previous KSCZMA meeting held on 08.07.2016. The Proceedings of the previous KSCZMA meeting held on 08.07.2016 are read out and the proceedings were confirmed as there were no comments received from the members. 16.3 Action Taken Report on the proceedings of the previous KSCZMA meeting held on 08.07.2016. Action Taken Report at annexure -1 was perused and the Authority noted the action taken. 16.4 Status of Preparation of State Coastal Zone Management Plan : It was brought to the notice of the Authority that, preparation of Coastal Zone Management Plan (CZMP) as per CRZ Notification, 2011, has been awarded to the National Center for Sustainable Coastal Management (NCSCM), Chennai for Rs. 1,93,43,058/- on 02.11.2016. further it is also brought to the notice of the authority that the validity of approved CZMP as per CRZ Notification 1991, has been further extended up to 31 st July 2017 vide Notification dated 23.02.2017 of MoEF, & CC Government of India, New Delhi. Page 1 of 61 16.5 Online Submission of applications for CRZ clearance and Monitoring of CRZ Clearances It was brought to the notice of the Authority that, the Ministry of Environment, Forest and Climate Change, Government of India has launched a portal for online submission of applications for CRZ Clearances on 06.03.2017. The NIC division of MoEF & CC, Government of India is organizing a workshop in this regard on 20 th March 2017 at Indira Paryavaran Bhavan, New Delhi. In future the applications seeking CRZ clearances shall have to be received online and processed accordingly by KSCZMA. The Authority noted the same. The Authority suggested to send Sri. Rajanna, Scientific Officer to attend the workshop on 20 th March 2017 at New Delhi. 16.6 New Proposals 16.6.1 Request for issue of CRZ Clearance from Assistant Executive Engineer, PWD Dept, Udupi for Improvement work to Hejamadi Kodi Fisheries Road under National Cyclone Risk Mitigation Project (NCRMP) in Udupi Taluk and District (FEE 281 CRZ 2016) 1. Name of the Project Improvement work to Hejamadi Kodi Fisheries Road under National Cyclone Risk Mitigation Project (NCRMP). 2. Name of the Applicant Assistant Executive Engineer, PWD Dept, Udupi Sub-division. 3. Location of the Project Hejamadi Kodi, Udupi Taluk and District. Village/Town, Taluk, Dt. 4. R.S. No.s - 5. Extent of land - 6. CRZ Classification NDZ and outside the NDZ of CRZ-III (as per the CZMP approved 1996). 7. Project Cost Rs. 171 Lakhs 8. Activities proposed • Total length of the road project is 1.40 KM. • CRZ clearance has already been issued for a length of 0.66 KM from P2 to P3, • Now they have requested CRZ clearance for P1 to P2 and P3 to P4 for a balance length of 0.74 KM. Page 2 of 61 9. Whether permitted activity Yes. as per CRZ Notification? If As per the provisions under para 8 III CRZ - yes, specify the relevant III, (iii) (j) and para 8 III CRZ-III B (viii) of CRZ rules Notification, 2011, construction of dispensaries, schools, public rain shelter, community toilets, bridges , roads, provision of facilities for water supply, drainage, sewerage, crematoria, cemeteries and electric sub-station which are required for the local inhabitants are permitted activities. 10. The Authority after discussion and deliberations decided to issue CRZ clearance for the improvement work to Hejamadi Kodi Fisheries Road from P1 to P2 and P3 to P4 for a balance length of 0.74 KM by the Assistant Executive Engineer, PWD Dept. Mangalore, as per the recommendation of the DCZMC, under para 8 III CRZ - III, (iii) (j) and para 8 III CRZ-III B (viii) of CRZ Notification 2011, with the following conditions: 1. Waste materials such as mud bitumen etc should be properly disposed in a scientific manner and it should not be dumped in water bodies. 2. The sand from the CRZ area should not be extracted and used for this purpose. The project proponent should source the material required from authorized quarry only. 3. Mangroves if any in the adjacent area should not be disturbed. Name of the Project Improvement to Tenka Yermal Fisheries Road under National Cyclone Risk Mitigation Project (NCRMP) 2. Name of the Applicant Assistant Executive Engineer, PWD Dept 3. Location of the Project Tenka Yermal, Udupi Taluk and District. Village/Town, Taluk, Dt. 4. R.S. No.s - 5. Extent of land - 6. CRZ Classification NDZ and outside the NDZ of CRZ-III. (as per the CZMP approved 1996). 7. Project Cost Rs. 250 Lakhs. 8. Activities proposed • Total length of the road project is 2.45 KM • CRZ clearance has already been issued for a length of 0.88 KM, • Now they have requested for CRZ clearance for improvements to Tenka Yermal Fisheries Road from P1 to P2 and P4 to P5 for a balance length of 1.57 KM 9. Whether permitted activity Yes. as per CRZ Notification? Location of the Project Badanidiyur and Tenkanidiyur village, Village/Town, Taluk, Dt. Udupi Taluk and District. 4. R.S. No.s - 5. Extent of land - 6. CRZ Classification Outside the NDZ of CRZ III (as per the CZMP approved 1996). 7. Project Cost Rs. 310 Lakhs 8. Activities proposed • Total length of the road project is 2.00 KM • CRZ clearance has already been issued for a length of 1.83 KM from P1 to P2 and P3 to P4, • Now they have requested CRZ clearance for improvements to Road from Malpe Thottam Gujjarabettu Fisheries Road in Badanidiyur and Tenkanidiyur village from P2 to P3 for a balance length of 0.17 KM. Summary Record of Discussions of the Meeting The second meeting of the CPDAC Sub-Committee on performance evaluation of coastal protection works was held at Mangalore on 4th May 2005. The performance evaluation of the works in Dakshina Kannada and Udupi Districts of Karnataka were taken up. The field inspection of the coastal areas of these two districts was carried out on 5th May 2005. The following were present in the meeting. Article History ABSTRACT Received: 15/02/2021 Mangalore is one of the prominent cities in South Canara, Karnataka Accepted: 08/04/2021 situated in costal region. Marine environment has diverse species including microbe. Marine microorganisms make up about 70% of the biomass in the ocean. The beach sand harbor it‘s own flora such as bacteria, fungi, algae, viruses and protozoans etc. These microbes are known for their enzymes and metabolic by products useful for various purposes. Potential resources of these marine microbes can be tapped for wider applications in bio industries. In the present study seaweed samples were collected from the NITK beach, Suratkal and sand samples were collected from NITK, Someshwar and Tannirbhavi beaches of Dakshina Kannada District Mangalore, India. The marine fungi were isolated from these samples and the they were screened for enzymes like amylases, cellulases, chitinase and protease production. The fungi isolated using specific marine agar from seaweed and sand samples were identified based on colony morphology and microscopic characteristics. Aspergillus niger, Aspergillus fumigatus, Aspergillus nidulans were about 75% and Penicillium chrysogenum was 25% of the total isolates.

    National Institute of Technology Karnataka, Surathkal 1 THE INSTITUTE 1.1 HISTORICAL BACKGROUND National Institute of Technology Karnataka (NITK) Surathkal, formerly known as Karnataka Regional Engineering College (KREC) Surathkal, was established in the year 1960 at Srinivasnagar, Mangalore, Karnataka State. Sri U. Srinivasa Mallya, a visionary and a philanthropist was instrumental in the establishment of this Institute and hence the campus is named after him as “Srinivasnagar”. KREC made a small yet significant beginning with 3 Departments offering BE programs in Civil, Mechanical and Electrical Engineering. Since then KREC grew from strength to strength and set unprecedented records in the field of technical education in the country. Initially the College was affiliated to the University of Mysore but in 1980 the affiliation was transferred to the Mangalore University. With every passing batch of students who went on to conquer unexplored domains in the service of humanity, the stature of KREC grew and the world recognized and applauded. So much so, ‘Surathkal’ is synonymous with high quality engineering education. In 2002, the Government of India decided to grant full autonomy and accordingly the College was elevated to the status of Deemed University and renamed as the National Institute of Technology Karnataka. Subsquently, the National Institute of Technology Act, 2007 was enacted by the Parliament of India to declare India’s National Institutes of Technology as Institutes of National Importance. The Act received the assent of the President of India on 5th June, 2007 and became effective from August 15, 2007. The Institute is governed by the rules and statutes of the NIT Act.

    UPDATE - 2014 A Chronicle of Communal Incidents in the Coastal Districts of Karnataka Incidents of moral policing by alleged Hindu Vigilantes 2.1.2014. Mangalore. The December 18, 2013 incident at Deralakatte in which a criminal gang kidnapped a student couple and demanded ransom money after filming their sex act was given a communal color and sought to be used for political purposes by the Sangh Parivar after it became known that the gang members and the male victim belonged to the Muslim community. The Sangh Parivar organizations held protest meets and demonstrations across the district. In some places provocative banners were put up with headings such as “It’s one rule for the Hindus and a different one for the Muslims. Is this right?”, “Are you all dead?”, “Why nobody is raising his voice?” Following media reports and public protests, the police got into action and removed all such banners. A sample of the provocative banner as published in “Karavali Ale” dated 2.1.2014: Note: Interestingly the Sangh Parivar’s dramatic acts came to an abrupt end after Dr Narendra Nayak, president of Federation of Indian Rationalists Association and his wife, Asha Nayak, a lawyer, held a press meet on January 10 and explained how they were instrumental in nabbing the culprits and how the male victim was also attacked by the gang and there was no nexus between them (as alleged by the Sangh Parivar) - Compiler. 6.1.2014. You have been instrumental in binding the memories from the past year at NITK for all poured into the sea. These experiences are common to many, yet the meaning each of us derive of us, working through the day and night to help the Shoreline Team pull everything together.
