It is an honor to share the table with Rob Nichols and David Strongin who represent some of our key financial institutions as well as Nicolas Lardy – a genuine expert on China’s economy. It is also an honor to follow Under Secretary Lael Brainard, who leads Treasury on these issues and many other important matters. Given the expertise of these individuals, I thought my value to this subcommittee would be to address financial liberalization from the viewpoint of someone who led negotiations on the subject as a government official, but no longer represents the government. In my experience working with Chinese financial officials, China makes changes when it believes it is in China’s interest, which might come as little surprise. I do not mean to diminish the impact of external pressure, but that pressure is mitigated by China’s size, the unprecedented speed of its economic growth over 30 years, and its ability to attract investors from around the world.

The American Bankers Association is the voice of the nation’s $16 trillion banking industry, which is composed of small, midsize, regional and large banks that together employ more than 2 million people, safeguard $12 trillion in deposits and extend nearly $8 trillion in loans. The topic of today’s hearing is a timely one. New technologies are quickly changing the ways all businesses connect with their customers. “Fintech” is a term used to capture this convergence of banking and technology. While it has been used to refer to tech-focused startups, innovative technologies are offered by banks and startups alike. While many of these technologies may feel new, they typically leverage new technology as a delivery channel for traditional banking products and services. Banks have always embraced innovation and continue to do so in order to better serve their consumers. Make no mistake, banks are pro-innovation, pro-consumer, and are very technology focused. Banks have pioneered important innovations in banking, such as ATMs, credit cards, online banking, and remote check deposit.

Noting that the financial services industry in the United States is undergoing rapid technological change aimed at meeting evolving consumer and business expectations and needs, the Office of the Comptroller of the Currency has released its much anticipated whitepaper describing the agency’s vision for responsible innovation in the federal banking system. The whitepaper, entitled “Supporting Responsible Innovation in the Federal Banking System: An OCC Perspective,” is the result of an initiative, that Comptroller Thomas Curry announced in August 2015, to improve the OCC’s ability to identify and understand trends and innovations in the financial services industry, as well as the evolving needs of consumers of financial services (see Banking and Finance Law Daily, Aug. 10, 2015).     Speakers’ Bios Tobias Adrian Financial Counsellor and Director Monetary and Capital Markets Department International Monetary Fund Tobias Adrian is the Financial Counsellor and Director of the Monetary and Capital Markets Department of the International Monetary Fund (IMF). In this capacity, he leads the IMF’s work on financial sector surveillance, monetary and macroprudential policies, financial regulation, debt management, and capital markets. He also oversees capacity building activities in IMF member countries, particularly with regard to the supervision and regulation of financial systems, central banking, monetary and exchange rate regimes, and asset and liability management. Prior to joining the IMF, Mr. Adrian was a Senior Vice President of the Federal Reserve Bank of New York and the Associate Director of the Research and Statistics Group. At the Federal Reserve, he contributed to monetary policy, financial stability policies, and crisis management. Mr. Adrian taught at Princeton University and New York University and has published extensively in economics and finance journals, including the American Economic Review, Journal of Finance, Journal of Financial Economics, and Review of Financial Studies. His research spans asset pricing, financial institutions, monetary policy, and financial stability, with a focus on aggregate consequences of capital markets developments.
