1. Introduction and Pipeline Legislation
1. INTRODUCTION AND PIPELINE LEGISLATION Introduction 1.1. Bord Gáis Eireann propose to construct a new pipeline between Beattock, Scotland and Gormanston, Ireland. The project is called ‘Scotland to Ireland – The Second Gas Interconnector.’ The pipeline will provide additional capacity to supply Ireland with natural gas from the North Sea and other international gas reserves via the existing Transco pipeline network. 1.2. The main elements of the project include an extension to Beattock Compressor Station, a new pipeline between Beattock and Brighouse, an extension to Brighouse Compressor Station and a new sub-sea pipeline between Brighouse and Gormanston. 1.3. This Environmental Statement examines the potential interaction between the Scottish Land Pipeline and the environment. The Scottish Land Pipeline will be constructed between Beattock and Brighouse. The land pipeline system will comprise a 36 inch (914mm) diameter pipeline approximately 50miles in length, and four Block Valve Stations (BV’s). The proposed pipeline route is shown in Figure 1.2. Background 1.4. Bord Gáis Eireann and the Irish Department of Public Enterprise initiated a project called Gas 2025 in November 1997, to plan the possible need for further transmission pipelines to meet forecast growth in demand to the year 2025. 1.5. In Ireland, gas is sourced from the Kinsale Head Gas Field off the south east coast, and the existing Interconnector pipeline. The Kinsale Head Gas Field is now in final depletion, placing increasing importance on the Interconnector pipeline. This first Interconnector pipeline was constructed in 1993 and runs from Beattock in Dumfries and Galloway, through to Loughshinny in Ireland. -

The bulk of the features uncovered were previously known from cropmark evidence and are connected with either the extensive field system associated with the Antonine Fort at Inveresk or the series of Roman marching camps to the south-west of the field system. The excavation has identified a scattering of prehistoric activity, as well as Roman settlement within the field system, together with dating evidence for one of the marching camps and structures reusing dressed Roman stone. Since its establishment in 1999, the CER’s remit has expanded significantly to encompass a range of economic, customer protection and safety responsibilities in both the energy and water sectors. As an economic regulator, the CER strives to ensure a stable and predictable regulatory regime in Ireland to support efficient investment, competition and consumer protection for energy customers. As the country’s energy safety regulator our core focus is on protecting lives and having a world-class safety record. The CER’s economic role and associated energy policy developments are detailed in this annual report to the European Commission. We report here on the progress made in various areas including wholesale and retail markets regulation, networks regulation and energy safety oversight. Building on our achievements to date and looking forward to new challenges, the CER will continue to endeavour to provide a first-class regulatory service to all its customers in a cost- effective manner. Executive Summary In 2019, EirGrid and SONI as part of the EirGrid Group, spent significant time developing our strategy for the future and considered in detail what we do, why we do it and how it could be even better. Based on this look to the future, it is clear that in order to deliver on our ambition of 70% renewables by 2030 and a pathway to net zero carbon emissions by 2050, it is imperative that we work in a more collaborative and dynamic manner with industry, ESB Networks, NIE Networks, regulators in both Ireland and Northern Ireland as well as other key stakeholders. The concept of the FlexTech Integration Initiative is to facilitate that very important collaboration. Our intent is to foster greater cooperation and transparency as we collectively solve the challenges associated with renewable integration and deliver the flexibility the All-Island power system will require when operating above 90% SNSP operational limits. In September 2019, we published our first FlexTech consultation paper. -

Tombstone lettering in Dumfries and Galloway George Thomson* ABSTRACT A comprehensive and detailed survey was made of lettering on all accessible tombstone inscriptions in Dumfries and Galloway. Using statistical and other analytical techniques, a large amount of data was extracted. From this, comparisons were made with data from the author’s previous study of inscriptional lettering throughout Scotland. The distributions of a number of letterform attributes were mapped, in some instances revealing clear geographical trends. The interesting subregional groupings in Dumfries and Galloway identified in the initial national survey were confirmed when the comprehensive data were used, though the distinctions were not so clear-cut. The rise of three more or less distinct area profiles identified using 42 letterform attributes is likened to the development of a dialect or accent, not learned by imitation, but subconsciously acquired as a consequence of living in local divergent communities. Southern Regional Assembly Draft Regional Spatial and Economic Strategy Gas Networks Ireland Response 8th March 2019 Introduction Gas Networks Ireland (GNI) welcomes the opportunity to respond to the consultation on the Draft Regional Spatial and Economic Strategy issued by the Southern Regional Assembly. GNI is a fully owned subsidiary of Ervia (formally known as Bord Gáis Éireann). It owns, operates, builds and maintains the gas network in Ireland and ensures the safe and reliable delivery of gas to its customers. The company transports natural gas through a 14,172km pipeline network. This supplies energy to over 688,000 customers, including businesses, domestic users and power stations. GNI believes that the gas network is integral to Ireland’s energy system and future. GNI is driving environmental change for the benefit of all the citizens of Ireland through its development of CNG1 infrastructure for gas in transport, and renewable gas2 injection infrastructure. GNI is supportive of the Draft Regional Spatial and Economic Strategy for the Southern Region, and would like to take this opportunity to highlight sections of the strategy where the gas network and the decarbonisation initiatives being carried out by GNI could be included and/or considered. Draft Policy – Section GNI Comment Section 5: Environment; - Renewable gas, produced through anaerobic digestion (AD) can reduce carbon emissions, provide income and employment to rural communities and displace natural gas to reduce overall emissions. GNI suggests wording supporting AD is added to the strategy document. - Provide policy support to the Agricultural sector to develop AD, and to GNI as the provider of renewable gas injection infrastructure. -
Celtic Interconnector
Celtic Interconnector Connecting the electricity grids of Ireland and France TEN-E Regulation Concept for Public Participation Ireland April 2020 Executive Summary The Ireland-France electricity interconnector project, called the Celtic Interconnector, consists of a proposed High Voltage Direct Current (HVDC) 700 megawatt (MW) connection, between the 400kV substation in La Martyre (Finistère, France) and the 220kV substation in Knockraha (Co. Cork, Ireland). The interconnector would pass through the territorial waters of Ireland and France along with the Exclusive Economic Zones of Ireland, the United Kingdom and France. With a total length of approximately 575km this project is being jointly developed by EirGrid and Réseau de Transport d’Électricité (RTÉ), the respective electricity transmission system operators (TSOs) in Ireland and France, who are the “project promoters” within the meaning of Regulation for the trans-European energy infrastructure (347/2013 EU), hereafter referred to as ‘the TEN-E Regulation’. The European Commission sees increased interconnection as a key step towards achieving a more integrated electricity system and considers the Celtic Interconnector to be an important move towards achieving such integration. The Celtic Interconnector was designated in 2013 as a Project of Common Interest (PCI) number 1.6 for the North Seas Countries Offshore Grid Initiative (‘NSCOGI’) priority corridor under the TEN-E Regulation. The TEN-E Regulation seeks to modernise and expand Europe’s energy infrastructure and to interconnect networks across borders to meet the European Union’s core energy policy objectives of competitiveness, sustainability and security of supply. The project has retained its PCI designation during subsequent reviews in 2015, 2017 and 2019. -
