Human Resources Specialist Union Exempt Learning Services Center 8 hours per day/260 days per year; 8:00 a.m. - 5:00 p.m. approx.

Assist in the coordination of functions pertaining to the operation and maintenance of the Human Resources (HR) and Business Office. Primary duties of this position include executing all steps of the and hiring process, administration of safety and Worker’s Compensation claims and programs, administration of Absence Management software (for absence entries and substitute assignments), provide secretarial support, execute job postings, data entry, personnel file maintenance, evaluations, and related reports. Must maintain a high degree of confidentiality and possess superior human relation skills. Must be able to multi-task in an extremely busy office environment.

QUALIFICATIONS

1. High School Diploma or equivalent, AA degree or equivalent or comparable work experience. 2. Demonstrated three (3) years of successful Employee Human Resources experience preferred. 3. Expertise in union relations. 4. Knowledgeable in Washington State and Federal labor laws. 5. Knowledge of the principles and practices of accounting in a school district. 6. Excellent computer skills and proficiency in Google applications (merging documents, formatting formulas) etc. 7. Ability to interpret and apply labor contract provisions relating to employee rights and responsibilities. 8. Demonstrated proficiency in verbal and written skills including correct grammar, spelling and English usage. 9. Demonstrated ability to work independently and exercise sound judgment to organize, set priorities, and coordinate activities. 10. Demonstrated ability to work within designated bounds of authority and confidentiality. 11. Strong customer service skills essential. 12. Ability to work accurately and efficiently under pressure with frequent interruptions, while maintaining a positive and professional demeanor. 13. Ability to establish and maintain effective, positive working relationships with staff, and the public. 14. Demonstrated punctuality and an excellent work attendance record. 15. Ability to work a flexible at times to meet deadlines and schedules of employees and special projects. 16. Strong analytical, organizational and time management skills. 17. SPECIFIC JOB DUTIES

Must maintain the highest degree of confidentiality and possess superior human relations skills and the ability to work under pressure of deadlines complicated with interruptions. 4. Skyward, WESPaC experience (HR, Financial and Insurance Tracking) is an asset. 5. Oversee and manage employee leaves of absence; develop and coordinate the district attendance management program in cooperation with district administrators and . 6. Serve as an informational resource for employees regarding leave and absence questions; maintain confidentiality of sensitive information; exercise judgment to appropriately refer matters to administrators as needed. 7. Maintain employee medical files and support administrators as required in developing plans for workplace accommodation. 8. Respond to , workers compensation, and other agency requests for employee information. 9. Compile data for use in collective bargaining, including comparisons of , benefits, and contract language. 10. Maintain a strong working knowledge of collective bargaining agreements and act as a resource for district employees, supervisors and administrators.

EXAMPLE OF DUTIES

1. Prepare confidential letters, memos, various forms and other documents. 2. Perform routine office tasks that include filing, mailings, reception and business phone coverage. 3. Administer applicant testing. 4. Develop and process job postings and the required documentation in recruitment software. 5. Collect, verify and organize all necessary paperwork for initial applicants being processed for . 6. Maintain all personnel files. 7. Research, compile and prepare reports; enter personnel data in WESPaC 8. Track NORA (Notice of Reasonable Assurance Notifications for all employees). 9. Record and monitor records for compliance with federal, state statutes and guidelines, district policy and collective bargaining agreements. 10. Provide support and assistance for users of the Absence Management software system for attendance and substitute assignments. 11. Assist with collective bargaining and with interpretation of the collective bargaining agreements as requested. 12. Work cooperatively with Administration Office staff to facilitate completion of work within timelines. 13. Process purchase orders using the WESPaC system and process all required attachments for payment. 14. Maintain recruiting materials and current recruiting records. Assist in coordination of recruiting trips. 15. Maintain fingerprint records and WSP background checks for employees and school volunteers. 16. Receive, administer and track personal leave and FMLA requests for district employees. 17. Coordinate and develop orientation and annual programs. 18. Process reference checks for applicants, Washington State Sexual Misconduct forms and Affirmative Action forms. 19. Process employment verifications as needed. 20. Track a variety of dates for employee , seniority for each employee group, , immunizations, testing data, and any other state mandated employee required. 21. Provide back-up to other HR specialists and other positions in the office as directed. 22. Assist with the development, interpretation, and administration of human resources policy and procedures. 23. Balance and process vendor billings in a timely manner. 24. Maintain archived files in accordance with retention requirements. 25. Perform other job related duties as required.
