Public Outreach Appendix D – Public Outreach 281 Flood Hazard Outreach 282 283 Newspaper Coverage County updates hazard plan Hannah Wiest Date posted: August 20, 2013 SHERIDAN — The age-old adage to “always be prepared” is aged for a reason: it has always been smart to be ready for whatever life may bring. That is why representatives from Sheridan County and its cities and towns have begun the process of updating the countywide Multi-Hazard Mitigation Plan, which is used “to identify activities which if implemented can eliminate or reduce the risk residents of the county face from natural and man-made threats or hazards,” according to the plan’s purpose statement. At a kick-off meeting last week, representatives from Sheridan, Dayton, Ranchester, Clearmont, the U.S. Forest Service, the fire department, the water treatment plants and the county met with a consulting firm out of Cheyenne to begin discussing the old plan, which was adopted in 2009, and ways to ensure that the new plan will efficiently address hazards in Sheridan County. “We had great participation from all levels of government. Sheridan County has been really proactive in addressing identified mitigation projects,” Ayres and Associates Project Manager Carrie Chitty said. Sheridan County’s current Multi-Hazard Mitigation Plan was approved by the Federal Emergency Management Agency in 2009 and is set to expire this year, Emergency Management Coordinator Dave Coleman said. Updating the plan — which will include significant public involvement — will allow representatives to evaluate which strategies worked and which ones could be improved in addition to including new hazards in the plan. “The meeting was a general review of the old plan and a plan of attack on the new plan,” Coleman said. For example, terrorism, utility failures and communication system breakdowns were proposed as additions to the list of risks, County Public Works Director Rod Liesinger said. The current list of risk factors includes: dam failure, drought, earthquake, flood/flash flood, hail, hazardous materials, landslide, lightning, mine subsidence, tornadoes, severe winter storms and wildfires. In the plan, each risk factor is ranked on its probability of occurring based on history and potential for future occurrences. Other assessments include potential property, population and land area affected. For example, wildfire, severe winter storm and lightning are all listed as high probability while hail and floods are listed as medium and dam failure and earthquakes are marked as low. As the plan is updated, each risk factor and its mitigation plans will be evaluated and changed if needed. The Multi-Hazard Mitigation Plan update is being funded with a $28,000 federal grant. The public is encouraged to participate in the hazard plan update by submitting photographs and personal accounts of hazards such as hail, flooding, fires and winter storms. There will also be a public meeting in October, and residents are invited to visit the Sheridan County website to view and comment on weekly progress updates.     INTRODUCTION Matt Mead was sworn in as Wyoming's 32nd Governor on January 3, 2011. Born in Jackson, Wyoming, Governor Mead was raised on the family ranch in Teton County. He has a law degree from the University of Wyoming and a BA degree from Trinity University in San Antonio. The Governor has served as a county and federal prosecutor, practiced in a private firm, and served as United States Attorney for Wyoming from October 2001 to June 2007. After he stepped down as U.S. Attorney, Matt and his wife Carol, the First Lady, returned full time to operating their farming and ranching business in southeast Wyoming. Since taking office, the Governor has put a focus on economic growth, a state energy strategy, consolidation of government services, supporting local government and enhancing infrastructure, and creating additional access to high-speed broadband. Governor Mead continues to travel to communities around the state to hear from residents in the places where they live and work. He maintains an open door policy in his office at the Capitol Building. Representing the interests of the state, the Governor also serves in regional and national leadership roles. He serves on the Council of Governors and the Natural Resources Committee of the National Governors Association. He is also co-chair of the State and Federal Sage Grouse Task Force, which brings together federal officials and representatives of 11 western states for a regional conservation effort. Matt and Carol have been married 23 years. In the Matter of ) ) Amendment of Section 73.622(b) ) Digital Television Table ofAllotments ) MM Docket No. 99­ Sheridan, Wyoming ) RM- To: Chief, Allocations Branch PETITION FOR RULE MAKING Duhamel Broadcasting Enterprises ("Duhamel"), licensee oftelevision station KSGW- TV (NTSC Channel 12), Sheridan, Wyoming, by its undersigned attorneys and pursuant to Section 1.401 ofthe Commission's rules, hereby petitions the Commission to amend Section 73 .622(b) of its rules to substitute DTV Channel 13 for DTV Channel 21 at Sheridan, Wyoming, as the digital television channel assigned to KSGW-TV. 1. As demonstrated by the attached Technical Narrative which supports KSGW- TV's future application for a digital construction permit should the instant Petition be granted, DTV Channel 13 can be allotted to KSGW-TV for digital television using the station's authorized NTSC transmitter site, in full compliance with all applicable coverage and allocation criteria. Specifically, the allocation ofDTV Channel 13 to Sheridan, Wyoming at the KSGW- TV site will permit coverage ofthe entire community ofSheridan with the requisite 36 dBu contour. In addition, the allocation will not increase interference to more than an additional two percent ofthe population served by any other analog or digital television station. Reports and Updates DSA- Clarke was absent Treasurers- Budget needs to get done in an efficient manner. We will form a subcommittee to complete it. Bonnie, Rhonda, Antonia, and Clarke will be on that subcommittee. Promotions- Posters and Postcards ready for distribution. Please take a stack and put them up. Radio: We want to do the radio spots just like we did last year. Those ads cost 2600.00. We will draw a person/vendor from the vendors who sign up for the entire market and they will do the radio ad for the week. The radio ads will be on all nine stations (KROE, KZWY, KWYO, KLQQ, OLDIES, MAGIC, EDGE, ESPN, KYTI) July3 through October 3, 2015 Tickers or other signage: Peg will check with the Mill Inn to see if we can have an ad on their sign. Public Pulse: Bonnie and Donald will do a spot on Public Pulse closer to market time. New Business John Heynemen/Plank Stewardship- They used to fund the Ucross Foundation. Now they want to support agriculture/land. People who are going to take care of the land need support. Ranch financial workshops are the first focus. Raymond Plank is a very forward thinking visionary who is getting on, he’s 93. The next project is High Plains Ranch Practicum, an inexpensive way to learn about ranching through the program.
