Based in Sydney, Australia, she leads teams in Taiwan, Singapore, and other target markets. Previously, Ailie served as managing director of Bechtel Infrastructure (Australia) Pty Ltd, where she was accountable for all aspects of Bechtel’s Australian business development and project delivery in the transport infrastructure market, strategically focused on the rail, aviation, power, roads and tunneling sectors. During the 30 years she has worked for Bechtel, Ailie has led major UK and US infrastructure projects, in addition to oil, gas and chemicals projects in Europe and Africa. She brings an extensive background in rail mega-project delivery resulting in her appointment as Bechtel’s Global Rail sector lead. Ailie is Bechtel’s client relationship manager in Australia and the executive sponsor for Bechtel’s delivery partner role on the Sydney Metro City and Southwest Project – an infrastructure project of global scale. Prior to her current appointment, Ailie served in various leadership roles including Bechtel’s managing director for Europe and Africa, with profit and loss accountability for rail, airport and heavy civil projects, including London City and Gatwick airports. Previous roles have included project Director for Crossrail - the largest civil infrastructure project in Europe - and Project Director for High Speed 1 (HS1, originally the Channel Tunnel Rail Link), the UK’s first high-speed rail line. Ailie holds a Bachelor of Chemical Engineering degree from Bradford University and is a Fellow of the Institute of Civil Engineers. She is a STEM ambassador and champions Bechtel’s approach to diversity and inclusivity. In June 2016, Ailie was listed in the inaugural list of the UK’s Top 50 Women in Engineering, compiled by the Daily Telegraph in collaboration with the Women’s Engineering Society. In September 2017, she was also recognized with an Outstanding Personal Contribution (Senior Management) Award at the Rail Industry Association National Rail Awards. Bechtel is chairman of the board and a director of Bechtel Group, Inc. Mr. Bechtel joined the company in 1966, working summers in various field construction and other jobs while attending school. After receiving a combined JD and MBA degree from Stanford University’s School of Law and Graduate School of Business, he joined the law firm of Thelen, Marrin, Johnson & Bridges, where he worked on matters for Bechtel and other clients. Rejoining Bechtel in 1981, he became contract coordinator and then piping superintendent at the Belle River Power Plant in Michigan. Two years later, he served as area superintendent at the Badak LNG Plant in Indonesia, with full responsibility for all construction activity in one of the two process areas of the plant. Electrification of the Midland Main Line to Sheffield was a 2015 Conservative party manifesto commitment. The 2015 manifesto also stated that work was underway to electrify the railway in South Wales. These three projects are part of wider electrification projects for which works are either ongoing or already complete for large sections of these lines (Figure 1). 2 This investigation sets out the decision-making process, leading to the July 2017 announcement.
