Though Chinese influence is not a ne\V factor in the international geo­ political syste1n, the synergy between China's growing purchasing po\ver and its political \vill is dra\ving increasing attention on the world stage. With China's e111ergence as a global econontic powerhouse and the Chinese state's extraction of massive revenues and tremendous foreign reserves, Beijing has learned to flex these financial 1nuscles globally in order to achieve its polit­ ical goals. Essentially, the rise of China has enabled the PRC to speed up its n1ilitary moderniza­ tion and adroitly co1nbine econonllc measures and 'united front \Vork' in pursuit of its national interests. Hence Taiwan, whose sovereignty continues to be contested by the PRC, has been heavily i1npacted by China's new strategy. The Chinese ca1npaign kno\vn as 'using business to steer politics' has arguably been success­ ful in achieving inany of the effects desired by Beijing. For exan1ple, the Chinese government has repeatedly leveraged Taiwan's trade and econonllc dependence to intervene in Taiwan's elections. The activities of the Movement culminated in the formation of the New Nation Alliance, a coalition of 32 DPP-candidates, who ran in the December 1989 elections on a joint pro-independence platform. The Alliance posted a major vic- tory when 20 out of the 32 candi- dates were elected. The soft-spoken Mr. Huang (51), a writer and editor, has long been a prominent advocate of political reform and a peaceful transition to an independent Taiwan under a new and democratic government. In March 1990, he ran as the DPPs candidate against President Lee Teng-hui in the islands Presi- dential elections. With over 40 years of development and expansion, the Group now operates and manages multiple organizations in Taiwan, the United States, China, and Indonesia. A fully diversified, multi-national company, it is also invested in several large educational and medical organizations. The Formosa Petrochemical Corporation refines 21 million tons of oil each year into products including gasoline, jet fuel, and a multitude of other chemicals. That’s 450,000 barrels each day. A highly complex and involved refinery operation runs 24 hours a day, with three shifts of engineers operating and maintaining over 2,000 pieces of equipment and machinery across the plant. Running at optimal efficiency requires careful management and coordination of engineers’ workloads and strict attention to equipment running to exact specifications. Challenges in the human element Maintenance managers schedule and dispatch engineers to check machinery condition, record operating parameters, and report status to the control center. This entire operation was a manual process. Tracking the details of each piece of equipment, completing analysis of the machinery operating efficiency, and responding to the need for service was both time consuming and prone to human error. Paper-based data gathering was inefficient, affecting engineer productivity. Plus, managers could not easily tell where engineers were or what equipment they worked with.
