Minutes of the Full Council Meeting of St Columb Major Town Council, held in the Council Chamber, Town Hall, St Columb Major on Tuesday, 24th January 2017 at 7.00pm.

Present: Cllrs P Wills (Mayor), Mrs J Warner (Deputy Mayor), E Culley, B Daniels, K Roberts, Mrs L Jiggins, M Jenkin, A Bazeley, Mrs B Rogers, M Beason

1225/14 Mayor’s Welcome:

The Mayor, Cllr Wills, welcomed everyone to the Meeting.

i) Housekeeping:

The Mayor addressed Councillors, and members of the public, giving advice on emergency procedures, asking that all mobile phones be switched off, or turned to silent.

ii) Announcement and Diary Dates:

The Mayor stated “This afternoon I attended the School to meet with youngsters, who are putting together items to go inside the new finial, which is in the shape of the Hurling Ball. I met with Tim Fuge, who has made the Ball, and it will be installed on Shrove Tuesday, in the morning. BBC Spotlight were also there, and it is their intention to cover the installation of the finial, and the Hurling. I attended the Recreation Ground, to sign off the new sensory swing, and it’s looking great. I spoke to Mr Mark Pearce, from County Legal Services, reference the advice sought by a Councillor recently on the Help Line. As I previously stated, permission must be granted by the Clerk, or the Mayor, or Deputy Mayor, before any Councillor rings the Help Line, as they do charge for this service. Mr Pearce stated that County Legal recognizes they made a mistake, and have agreed to drop the bill, on this occasion. The Town Clerk and I attended the former Wesley Chapel to inspect the new heating, and it is now much warmer. The final stage of installing the Heritage Lights is now underway, and many may have noticed that the lights at the Cattle Market are a different design. This is because the law states that the lights must be eight metres high, and must be of that design, to shine and illuminate the road, as required by law. The Town Clerk and I have made regular inspections of the work undertaken on the Church Steps, and they are looking superb. Heritage Ltd have now started on the Rector’s Arch. I have been invited to attend the President of the St Columb Rotary dinner on Saturday, 4th February at the Hotel Bristol. Sadly I, nor the Deputy Mayor, can attend, so I have asked Cllr Roberts and his partner, Heather, to attend and represent me. They have kindly agreed to do so”.

1226/14 Public Forum:

Mrs Fuery spoke again about the possibility of having a bollard fitted outside her property. The matter will be investigated again.

Mr Lawrenson spoke about Planning Application PA16/11849. The intention is to re- designate the agricultural land as a garden. The area has been used as a garden for about ten years, but this has not been official. The reason for building a wooden annexe is for private and personal use. It will not be rented out. Hardstanding has been put down, with free drainage. The area has been landscaped. This has helped to alleviate the slope of the field.

1227/14 Apologies for Absence:

An Apology had been received from Beth Perry, the Voice reporter. No other Apologies had been received. Cllr Green was not present.

1228/14 Members Declarations of Interest:

i) Declarations of Interest, in accordance with the Agenda: Cllr Bazeley – Item 1230/14 – PA16/11663, PA16/11723, PA16/12158

ii) Declarations of gifts to the value of £25: None

1229/14 To confirm Minutes of the last Full Council Meeting held on 10th January 2017:

The Minutes of the Full Council Meeting, held on 10th January 2017, were presented by the Mayor. The Town Clerk and Handyperson hope to attend a First Aid Course in mid-February. Thanks were extended to Cllr Jenkin for dismantling the Christmas Lights. Our Handyperson cleaned the War Memorial on Monday. Cllr Wills proposed, Cllr Roberts seconded, and it was RESOLVED that the Minutes be accepted. Cllr Bazeley abstained, as he was not present at the Meeting.

As there was no Closed Session tonight, it was agreed to confirm the previous Closed Session Minutes now. Cllr Wills proposed, Cllr Jenkin seconded, and it was RESOLVED that the Minutes of the Closed Session of the Full Council Meeting, held on 10th January 2017, be accepted. Cllr Bazeley abstained, as he was not present at the Meeting.

1230/14 Planning Matters:

PA16/11849: Change of use from agricultural land to domestic garden within the curtilage of Avalon Farm and the erection of an annexe – Avalon Farm, Access to Talskiddy Farm, Talskiddy, St Columb – Mr Ben Lawrenson

Mrs Warner was of the opinion that there was a septic tank on site. She has grave concern that the annexe will be rented out. Cllr Wills proposed, Cllr Jenkin seconded,

and it was RESOLVED to support this Application, with a Condition applied that the annexe must not be used for letting.

Cllr Bazeley left the room

PA16/11663: Temporary permission for up to 5 years for the replacement of the existing Children’s Club building with new single storey pre-fabricated unit – Retallack Resort and Spa, Winnards Perch, St Columb, Cornwall – Mr Ray Carter, Galliard Homes

Cllr Culley could see no problem with this Application. Cllr Daniels stated that, basically, they are replacing one building with another. Cllr Jenkin proposed, Cllr Daniels seconded, and it was RESOLVED unanimously to support this Application.

PA16/11723: Temporary planning permission for up to 5 years for a new reception/farm shop building and small extension to the existing gym weights room. Development to comprise two single storey pre-fabricated units installed to the car parking area of the resort – Retallack Resort and Spa, Winnards Perch, St Columb, Cornwall – Mr Ray Carter, Galliard Homes

Cllr Wills proposed, Cllr Mrs Rogers seconded, and it was RESOLVED to support this Application.

PA16/12158: Outline planning permission with all matters reserved: Erection of a new dwelling – Land south of Hillside Cottage, Bridge Hill, St Columb, Cornwall – Mrs Kim Donaldson

Cllr Wills advised that this is within the Conservation Area. However, Cllrs Daniels and Jenkin considered that it was only infill. Cllr Wills proposed, Cllr Mrs Warner seconded, and it was RESOLVED unanimously to support this Application.

PA16/06369: Removal of Condition 10 of Decision No. PA13/09392 dated 28 January 2014 (Conditional full approval for erection of 334 holiday lodges, 32 units of staff accommodation and ancillary facilities building, including new resort reception, adult and child swimming pools, Flowrider Artificial Surf Waver, restaurant and café, gym, function room, office space, convenience shop, cycle and buggy hire, additional associated works including car parking, comprehensive landscape scheme and infrastructure works) which relates to occupancy as holiday accommodation only – Retallack Resort & Spa, Winnards Perch, St Columb, Cornwall, TR9 6DE – Retallack Property Developments Ltd

This application will be reported to the Strategic Planning Committee for it to decide. The Committee Meeting will begin at 10.00am on 2nd February 2017 at County Hall, . Two Councillors were in favour of Removing Condition 10, three were against and five abstained. Cllr Wills will try to attend this Meeting.

1231/14 Grass Cutting Contract:

Cllr Jenkin advised that a number of amendments had been made to this Contract. Cllr Bazeley advised that Contractors should be required to produce for inspection all documentation regarding Health and Safety, etc. An item will be included in the documentation confirming this. Cllr Wills proposed, Cllr Jenkin seconded, and it was RESOLVED unanimously to go out to tender on the Grass Cutting Contract, with necessary amendments made.

1232/14 Verge/Footpath Cutting Contract:

Cllr Jenkin spoke about the Verge/Footpath Cutting Contract. Cllr Bazeley made the same comment as in 1231/14. Cllr Wills proposed, Cllr Jenkin seconded, and it was RESOLVED unanimously to go out to tender on the Verge/Footpath Cutting Contract, with necessary amendments made.

1233/14 Weed Control Contract:

Cllr Jenkin and Cllr Daniels spoke about the Weed Control Contract. Cllr Bazeley made the same comment as in 1231/14. Cllr Wills proposed, Cllr Jenkin seconded and it was RESOLVED unanimously to go out to tender on the Weed Control Contract, with necessary amendments made.

1234/14 Pension Scheme:

The Town Clerk spoke about the Local Government Pension Scheme (LGPS). Employers will pay 18.7%, with employees paying between 5.5% - 12.5% contribution rate, depending on salary. The Town Council’s staging date is 1st February 2017. Cllr Jenkin proposed, Cllr Roberts seconded, and it was RESOLVED that we join the LGPS.

1235/14 Health and Safety Policy/General Risk Assessment/Fire Safety Risk Assessment:

The Town Clerk spoke about the Health and Safety Policy, the General Risk Assessment, and the Fire Safety Risk Assessment. Cllr Jenkin had looked through the documents, and thought that they were acceptable. Cllr Wills proposed, Cllr Culley seconded, and it was RESOLVED to adopt the Health and Safety Policy, the General Risk Assessment, and the Fire Safety Risk Assessment.

1236/14 Paths in Cemetery:

The Town Clerk spoke about the resurfacing of some of the paths in the Cemetery. In addition to the three paths, we have asked for prices for resurfacing around the North Chapel, and installing a soakaway at the rear of this Chapel. It is hoped that this will help to alleviate the “ponding” that occurs regularly around this area. Three quotations have been received – Quote 1 - £7,910; Quote 2 - £8653.04; Quote 3 - £6332.50. Cllr Beason proposed, Cllr Culley seconded, and it was RESOLVED unanimously to accept Quote 3 - £6332.50.

1237/14 Street Cleansing Contract:

Cllr Wills spoke about the possibility of extending the Street Cleansing Contract for another twelve months. Some Councillors thought that we should retain this Contract, others thought we should drop the Contract. It would appear that there is a lot of duplication of work - our Contract and the County Contract with Biffa. After some further debate Cllr Wills proposed, Cllr Mrs Rogers seconded, and it was RESOLVED to extend our Street Cleansing Contract for another twelve months (8 in favour, 1 against, 1 abstenstian).

1238/14 Public Convenience Cleaning Services Contract:

All Councillors were of the opinion that this Contract should be extended for another twelve months. Cllr Wills proposed, Cllr Daniels seconded and it was RESOLVED to extend the Public Convenience Cleaning Services Contract by another year.

1239/14 Council Chamber – Picture Rails:

Cllr Beason explained about the installation of picture rails in the Council Chamber. The rails would run in line with the top of the blinds. Cllr Jenkin expressed some concern about brass chains making marks on the walls. There will be no rails in the reveals. Cllr Culley suggested that the rails could be used only for Exhibitions. Cllr Mrs Warner explained that rails were installed at the Columba Centre. These proved problematic, and now boards are used instead. Cllr Jenkin wondered whether we would need to obtain Listed Building Consent. The cost to undertake all the work, as described by Cllr Beason, would amount to £366.12. Four Councillors voted against the project, 3 voted for the Project and 3 abstained.

1240/14 Citizen of the Year:

Cllr Wills spoke about Citizen of the Year. A number of names were put forward. Councillors agreed who should be put forward, and the name will be announced on 28th February 2017, subject to the recipient’s agreement.

1241/14 To consider proposals from the Chamber of Commerce to utilize the gable end of the Christmas Lights Store for advertising purposes:

Cllr Beason spoke about this matter. Cllr Jenkin stated that as long as this would be a revenue channel for the community, then he has no problem with it. After some further debate, Cllr Will proposed, Cllr Jenkin seconded, and it was RESOLVED unanimously to agree with the proposal in principle, and for Cllr Beason to report back with concrete proposals.

1242/14 Any Other Business:

a) Cllr Mrs Warner advised that some tyres are still in the Allotments. We will arrange for Tony Roberts to remove these forthwith.

b) Cllr Culley spoke about a wall in the Cattle Market area that “has gone black”. The wall in question needs to be painted again. c) Cllr Beason spoke about the buildings in Fair Street, where a keystone appears to be coming away from the wall. The matter will be referred to the homeowners, and County Highways. d) Cllr Beason spoke about damaged tarmac, around a manhole in the entrance to the Car Park in the Recreation Ground. The matter will be sorted. e) Cllr Roberts spoke again about monies from the old Cattle Market Project. The Town Clerk is still looking into the matter. f) Cllr Daniels spoke about problems that are occurring with two ash trees in Union Hill, and the urgent need to have them removed. He also referred to problems with a stone wall in the same area. Both areas of land are deemed to be “no mans land”. We need advice as to the way forward with the wall. It was agreed to put this on the next Agenda. g) Cllr Daniels expressed concern regarding the number of pot holes that have appeared in Fair Street. The matter will be referred to County Highways. h) Cllr Mrs Jiggins spoke about a similar problem with pot holes at the bottom of Bridge Hill. County Highways will be informed of this matter as well. i) Cllr Wills expressed some concern regarding the state of the road between the back of the Co-op, and The Columba Centre. Who owns this land? Something must be done before a nasty accident happens. Cllr Daniels explained that the PCC leases make this a grey area. j) The Town Clerk advised that we have engaged a new Internal Auditor – Hudson Accounting Ltd. k) The Town Clerk spoke about St Columb Major Open Spaces Assessment. l) The Town Clerk reminded Councillors, that we do have an Expenses Policy where Councillors can claim for expenses, if they so wish, when representing the Town Council anywhere outside the Parish. m) Cllr Wills advised that the Devolution Projects will appear as an Agenda Item at the next Meeting.
