Manipur consist of Meitei, Pangal, Naga, Zomi, Kuki and Mizo people, and is bounded by the Indian states of Nagaland to the north, Mizoram to the south, and Assam to the west; it also borders Burma to the east. It covers an area of 22,347 square kilometres (8,628 sq mi). Manipur, as the name suggests, is a land of jewels. Its rich culture excels in every aspect as in martial arts, dance, theatre and sculpture. The charm of the place is the greenery with the moderate climate making it a tourists' heaven. Taking into account the state's geographical location, Manipur can serve as the India's Gateway to the South-East Asia. The proposed Trans-Asian Railway Network (TARN) if constructed will pass on from Manipur, connecting India to Burma, Thailand, Malaysia and Singapore. As such, economists suggest that Manipur could transform into a bustling economic powerhouse state in the next couple of decades. The Meiteis (Meeteis), who live primarily in the state's valley region, form the primary ethnic group (60% of the total population) but occupy only 10% of the total land area. Their language, Meiteilon (Meeteilon), (also known as Manipuri ), is also the lingua franca in the state, and was recognized as one of the national languages of India in 1992. The Muslims (Meitei-Pangal) also live in the valley; the Kukis, Nagas, Zomis and other smaller groups form about 40% of the population but occupy the remaining 90% of the total land area of Manipur.

The recent identification of chromite deposits in two districts of Manipur, Ukhrul and Chandel, has led the government to grant mining clearances disregarding constitutional provisions. While environmental degradation and tribal displacement due to chromite mining in Odisha is well documented, the administration is yet to learn from Odisha’s mistakes. Chromite is a versatile element that is used in metallurgical, refractory, chemical and non- ferrous alloy industries. Owing to its multiple uses, chromite is a valuable and strategic raw material. Most of the chromite resources in the world are located in South Africa, that contributes to more than 50% of the world-trade in chromite (Pariser: 2013), and Kazakhstan. In India, more than 93% of chromite deposits are located in Odisha, mainly in the Sukinda valley in Cuttack and Jajpur districts (IBM: 2012). The world production of chromite increased from 23.5 million tonnes in 2009 to 30 million tonnes in 2010 (IBM: 2012). The production of chromite from Indian mines registered a 24% increase in 2010-11 compared to 2009-10 (IBM: 2012). India accounts for 17% of the world production of chromite, making it a significant exporter of the mineral (USGS: 2011). The Indian Bureau of Mines 2013 report indicated that Manipur has 6.66 MT (3% of total chromite reserves in India) chromite resources of ophiolite belt in Ukhrul (5.5 MT) and Chandel (1.1 MT) districts (IBM: 2013).

Thus, many of its experiences in dealing with issues of poverty reduction and community resource management are a rich learning resource. To improve project delivery and impact, NERCORMP has also been keen to document its experiences on a continual basis. And to do so notably through its own operational teams without total dependence on documentation experts outside the project. It is in this context that ENRAP and NERCORMP collaborated on customizing and applying an evaluative and participatory technique of documentation promoted as Systematization2 by FIDAMERICA, IFAD’s network in Latin America. Apart from documenting project lessons, the methodology also helped build project and partner capacity for regular and systematic documentation. Starting in October 2005 three such exercises were conducted in the widely spread out project area of Meghalaya, Manipur and Assam with participation of project team; government and NGO partners; and community members. Participants evaluated the process of change engineered through project interventions and documented this thematically, choosing about four to five areas of interventions in each of the three exercises, ranging from issues of natural resource management to an assessment of women’s empowerment through income generation activites .

This project is a part of the above mentioned programme and the project awarded to Consultant is Consultancy Services for carrying out Feasibility Study, Preparation of Detailed Project Report and providing pre-construction services in respect of 2 laning of Yaingangpokpi-Nagaland Border in the state of Manipur. Project Stretch: Hungpung-Longpi Kajui (36.423Km). The NHIDCL has been entrusted with implementation of the development of this corridor from Ministry’s Plan Funds. In order to fulfil the above task, NHIDCL has entrusted the work of preparation of the feasibility study and Detailed Project Report for the above project to M/s S. M. Consultants., vide contract agreement dated 19th January 2017.     NORTH EASTERN REGION COMMUNITY RESOURCE MANAGEMENT PROJECT - UKHRUL (NERCORMP-UKHRUL) ANNUAL REPORT (1st April 2017 to 31st March 2018) A Joint Project of North Eastern Council, Ministry of DoNER, Government of India & International Fund for Agricultural Development Introduction Ukhrul district is a hill district covering an area of 4544 sq km in the eastern part of Manipur state bordering Myanmar. The district is dominantly inhabited by the Tangkhuls followed by the Kukis. Agriculture is the primary source of livelihood of the people in the district. Ukhrul, the district headquarter is 84 km from Imphal, the state capital of Manipur. The district is famous for its richness in wildlife resources; Shirui lily (Lilium Macklineae), the flower of the State, Uningthou, the wood of the state, nongyeen, the bird of the state are all found in Ukhrul District. Ango range where most of the endangered species of animals and plants of the state are found is along the border of Ukhrul district. Ukhrul district is a major supplier of potato, beans, cabbage, parkia, peas, beans and other agri-produces to Imphal market and other places like Dimapur. Besides agriculture produces, of late banana, orange and lemon have started penetrating Imphal market. Ukhrul is connected to Imphal in the south east and Nagaland in the north by National Highway 202. Road connectivity between the District Headquarters and villages still remain very poor although it is gradually improving. The district remains economically backward on account of many factors. Use of traditional methods in agricultural practices leading to low productivity, lack of power supply, absence of industries and lack of good governance are some of the reasons upholding the cycle of poverty.
