EXAMPLES OF 2016 PURSE SEINE FISHING LICENSES ..................................... 97 Version 1-0 (August 2015) | © SCS Global Services 4 1 EXECUTIVE SUMMARY This report presents the Marine Stewardship Council (MSC) expedited assessment of the Iturup pink and chum salmon purse seine fishery, undergoing assessment for expansion of scope of the currently certified Iturup pink and chum salmon (stationary trap) fishery. The assessment was conducted and the findings were prepared by SCS Global Services (SCS), an MSC-accredited, independent, third-party conformity assessment body, in accordance with the MSC Principles and Criteria for sustainable fishing. The assessment complies with the MSC Certification (process) Requirements V2.0 (October 2014). The expedited UoA has been assessed against the same assessment tree as the currently certified UoA: a modified version of the Default Assessment Tree found in FAM V21. Table 1. Unit of Assessment under Expedited Assessment Unit of Assessment Species and Stock Pacific chum salmon (O. keta), Pacific pink salmon (O. gorbuscha) Gear Type Purse seine Fleet Client group purse seine vessels licensed to operate in the fishing area leased to the client group off of Iturup Island, Russian Far East, managed by Sakhalin-Kuril territorial office of the Russian Federation Far East Fisheries Agency. Includes consideration of enhancement activities by client group. Client Group J.S.C. Gidrostroy2 The Iturup pink and chum salmon trap net fisheries were first certified as sustainable in September 2009 in accordance with the MSC Principles and Criteria by accredited certification assessment body, SCS Global Services (SCS). The fishery was re-certified in August of 2015, using the MSC process requirements current at the start of the re-assessment (MSC Certification Requirements v1.3, Jan 2013) and a modified default assessment tree based on FAM V2.01. In the spring of 2016, the client informed SCS that it was planning to introduce purse seining as a gear type in 2016 for use in its late-season chum salmon fishery. Purse seine gear is not included in the current certificate scope, which is limited to stationary traps. Therefore, a scope expansion was required. In accordance with MSC FCRV2.0 (7.22 & Annex PE), SCS first conducted a Gap Analysis to evaluate what Assessment Components and Performance Indicators would be held in common or require differential assessment via an Expedited Assessment. SCS submitted the results of the Gap Analysis, with the formal announcement of the Expedited Assessment, on August 9, 2016. Bottom pressure gauges were installed in several harbors of Shikotan Island, near Cape Lovtsov (north-eastern end of Kunashir Island), in the Kitoviy Bay (Iturup Island) and near Cape Van-der-Lind (Urup Island). Sakhalin Tsunami Center has a cable telemetry tsunami warning station in the Severo-Kurilsk (Paramushir Island). Two tsunamis - a remote Samoa (September 30) and nearby Simushir tsunami (January 15) were recorded by different gauges in the area of South Kuril Islands and by telemetry station in Severo-Kurilsk. To examine spectral properties of long wave oscillations at each gauge, we calculated power spectral estimation using two different data segments (both 1 day length): the period preceding the tsunami event, we identified as “normal” and selected for analysis of the background signal; the “tsunami period” included tsunami caused oscillations.

Most of species have phytophagous larvae developing in shoots or in inflorescences of grasses and sedges (Poaceae and Cyperaceae). Many species have saprophagous larvae feed on decaying tissues of plants damaged by other insects, in fungi, in rotting wood with mycelia. Some species have carnivorous or parasitic larvae developing in egg cocoons of spider, egg pod of Acrididae and Mantidae, some species are predators of root aphids.

It is the northwest arm of the Pacific Ocean covering an area of 1,528,000 sq km, lying between the Kamchatka Peninsula on the east, the Kuril Islands on the southeast, the island of Hokkaido belonging to Japan to the far south, the island of Sakhalin along the west, and a long stretch of eastern Siberian coastline along the west and north. Most of the Sea of Okhotsk, except for the area around the Kuril Islands, is frozen during from November to June and has frequent heavy fogs. In the summer, the icebergs melt and the sea becomes navigable again. The sea is generally less than 1,500m deep; its deepest point, near the Kuriles, is 3,363 m. Fishing and crab- bing are carried on off W Kamchatka peninsula. The DMNG/TGS Seismic acquired in 1998, 2004 and 2005 is shown in green, blue and red colours. Note also the location of Okha where oil seeps were found 125 years ago.

    How To Deal With Russia (Cultural Internationalism Rather Than Territorial Dispute) Hideaki Kinoshita Introduction Considering relations with Russia, it appears to be imperative among the Japanese people to raise the question of the Northern Territories, which comprises the islands of Habomai, Shikotan, Kunashiri and Etorofu. It is because the issue is perceived by the Japanese people as the apparent act of unprovoked aggression initiated during the final stages of World War II by Russian’s illegal and perfidious attack on the Chishima Islands with a sudden shift from relations of friendship to enmity. Japan was actually courting the Union of Soviet Socialist Republics(USSR) to perform as an intermediary for the armistice with the Allied Forces. Russian’s sudden attack unilaterally abrogating the Soviet-Japanese Neutrality Pact concluded in April, 1941 was baffling for the Japanese government, and aroused the impression to the Japanese that they were duped to the committing to the agreement. The agreement specified mutual respect of territorial integrity and inviolability as well as neutrality should one of the contracting parties become the object of hostilities of any third party(Slavinsky 1996: 129). The Soviet attack no doubt was executed within the validity period of the pact and after the Japanese notification of accepting the Potsdam Declaration on August 15, 1945, and even continued after concluding the armistice on the Battleship Missouri on September 2, 1945(Iokibe, Hatano 2015: 311). The concept, advocated by the government, of “inherent” Japanese Northern Territories helped foment the idea of the so called “residual” legal rights to the four islands in the Japanese public psyche.

In brief, the focus of the questions raised by interested parties regarding non western Pacific gray whale included the following matters: • Provision of a map showing locations referred to in the EIA-A text; • Summary information on each of the key referenced surveys to describe the spatial extent in relation to project activities, the experiences of observers, a description of observed mammal behaviour and other relevant data that facilitates reader interpretation; • Further information on Steller’s sea lions, particularly with reference to potential winter use of waters around Aniva Bay and potential impact of project activities on this species; • Assessment of acoustic impacts from project activities on Cuvier’s beaked whale; • Consideration of vessel collision risk, particularly with respect to the North Pacific Right Whale and bowhead whale. Specifically, this section provides additional detail to the baseline information supplied in Section 1.7: Chapter 1 of Environmental Impact Assessment Volume 2: Platforms, Offshore Pipelines and Landfalls (SEIC 2003) - referred to throughout this section as the “EIA” - that describes the characteristics, distribution and protected status of marine mammals in the vicinity of the Sakhalin II Project operations. The paper is devoted to the comparative study of the two most destructive tsunamis occurred in Kuril-Kamchatka area – October 16, 1737 and November 4, 1952. The Kuril- Kamchatka region is characterized by a very high level of seismic and volcanic activities and it is one of the main tsunami-prone areas in the Pacific. Great earthquakes here are associated with the subduction of the Pacific plate under the Eurasian plate, that occurs along the narrow zone between the axis of the deep-water trench and the island chain. The historical tsunami catalog for the Kuril-Kamchatka region covers the period of 260 years and lists 115 tsunamigenic events with 10 of them resulting in the perceptible damage and loss of lives. Among these destructive tsunamis there are two events which considerably surpass all others in terms of their intensity and the magnitude of damage. They are the October 16, 1737 and the November 4, 1952 tsunamis associated with two most severe and damageable earthquakes whenever occurred in this area. While the 1952 tsunami was the most damageable event in the area for this century, the 1737 tsunami was obviously the strongest event in the Kuril-Kamchatka region whenever observed and one of the largest tsunamis in the Pacific historically known. Such an event, should it happens in the present days, would result in the heavy catastrophe for the Northern Kuriles and the whole eastern coast of Kamchatka.
