Chapter 8 History of the Naval Aviator and Designations and Numbers The evolution of the programs and policies regarding the designation of naval aviators and naval aviation pilots is one of confusion, ambiguities, inadequate centralized administration of recordkeeping, and inconsistencies in the implementation of a new and young aviation organization into the Navy. During the early period, divergent views on aviation within the Navy and the onset of WWI brought a great influx of new people, programs, policies, aircraft, and air stations into the fledgling naval aviation community. When the United States entered WWI, naval aviation consisted of one operating air station, 48 aviators and student aviators, and 54 aircraft on hand. It was ill-equipped to handle the huge growth precipitated by the United States’ entry into the war. Background on the Evolution of Naval Aviators The Navy’s aviation program had an aviator before it acquired its first aircraft. Lt. Theodore G. Ellyson was ordered to training in December 1910 at the Glenn Curtiss aviation camp in San Diego, Calif. The Navy received its first aircraft from the Curtiss Company the following July. Flight instruction at that time was informal and remained so during the next couple of years. Ellyson, a student pilot, became a pilot when Glenn H. Curtiss agreed he could fly airplanes. Subsequently, Ellyson taught John H. Towers, another student pilot, to fly. In addition to flying, however, students also had to become totally familiar with the mechanics of their machines and to be able to repair and rebuild aircraft. Formality arrived when Capt. CHRONOLOGY AMERICAN AEROSPACE EVENTS HAROLD “PHIL” MYERS CHIEF HISTORIAN AIR FORCE INTELLIGENCE, SURVEILLANCE, AND RECONNAISSANCE AGENCY LACKLAND AFB, TEXAS 23 February 2009 EVOLUTION OF A CHRONOLOGY In 1981, as an Air Force enlisted historian, I worked for the Research Division of the Air Force Historical Research Agency (then Albert F. Simpson Historical Center) at Maxwell AFB, Al. For the next two years, I answered inquiries and conducted the Historian’s Development Course. While there I discovered a real “nugget,” A Chronology of American Aerospace Events from 1903-1974, gathering dust on an obscure shelf. I knew the draft document would be a handy reference for all enlisted field historians. In 1983, I took a copy of this chronology with me on my next assignment with the 39th Tactical Group in Turkey. The chronology proved to be an invaluable source in promoting Air Force history. It allowed me to prepare “Today in Aerospace History” slides for weekly staff meetings and write a weekly “Aerospace Highlights” column for the base newspaper. But at that time, the chronology was arranged by year and date, and it took considerable time to find events by specific dates. In 1985, I moved to the Ballistic Missile Office at Norton AFB, California, to write about the Peacekeeper and Small ICBM programs. The introduction of computers allowed me to convert the original chronology into a “By Date” product. I knew that the chronology was not an all inclusive listing, so I began to integrate events from other works—like the Development of Strategic Air Command, 1946-1986, The SAC Missile Chronology, and The Military Airlift Command Historical Handbook, 1941-1986—into an electronic product. -

NASA ASTRONAUT (DECEASED) PERSONAL DATA: Born June 8, 1937, in Boston, Massachusetts. Died on December 21, 2017 and is survived by his wife, two children and two grandchildren as well as his brother and two sisters. EDUCATION: Graduate of Woodrow Wilson Senior High School, Long Beach, California; received a bachelor of science degree from the United States Naval Academy in 1958, a master of science degree in Electrical Engineering from Stanford University in 1965, and a master’s degree in Business Administration from the University of Houston at Clear Lake in 1987. ORGANIZATIONS: Member of the U.S. Naval Academy Alumni Association (Class of 1958), the U.S. Naval Institute, the Institute of Electrical & Electronic Engineers, the American Institute for Aeronautics and Astronautics, the Association for Computing Machinery, and the National Audubon Society; fellow of the American Astronautical Society, and former president of the Houston Audubon Society. SPECIAL HONORS: Legion of Merit (1988); Department of Defense Distinguished Service Medal (1985); National Defense Service Medal; American Expeditionary Service Medal; NASA Exceptional Service Medal (1974); American Astronautical Society Victor A. Prather Award (1975 & 1985); NASA Space Flight Medal (1984); NASA Exceptional Engineering Achievement Medal (1985); National Aeronautic Association Collier Trophy (1985); Smithsonian Institution National Air and Space Museum Trophy (1985). Awarded one patent for the design of a tool tethering system that is currently used during Shuttle “spacewalks.” EXPERIENCE: McCandless was graduated second in a class of 899 from Annapolis and subsequently received flight training from the Naval Aviation Training Command at bases in Pensacola, Florida, and Kingsville, Texas.
