Notice of Special Meeting City Council City of Redlands, California Tuesday, May 28, 2019 NOTICE OF SPECIAL MEETING CITY COUNCIL CITY OF REDLANDS, CALIFORNIA TUESDAY, MAY 28, 2019 In accordance with California Government Code Section 54956, Mayor Foster has called a special meeting of the City Council to be held on MAY 28, 2019 at 6:00 p.m. in the Council Chambers, Civic Center, 35 Cajon Street, Redlands, California, for the following purpose: PLEASE NOTE: Anyone desiring to speak on an agendized item at this meeting may do so during the consideration of that item. Speakers are encouraged to turn in a "Speaker Sign Up Sheet" before the meeting is convened. However, completion of speaker forms is not required to speak before the City Council. Please do not disturb the City Clerk or his assistant while a meeting is in progress. After the meeting has convened, you may submit the speaker form to the Municipal Utilities and Engineering Director. Forms are available prior to the meeting in the Office of the City Clerk or in the Council Chambers during the meeting. Due to time constraints and the number of persons who may wish to give oral testimony, time restrictions are placed on oral testimony. You may wish to make your comments in writing to assure that you are able to express yourself adequately. Comments will be limited to three minutes. DATE: 05/28/2019 TO: Honorable Mayor and City Council Members SUBJECT: Approve Resolution No. 7968 authorizing the transfer of unclaimed checks and deposits from their respective funds to the General Fund pursuant to California Government Code Section 50053 (Management Services/Finance Director Garcia) MOTION(S): I approve Resolution No. 7968 authorizing the transfer of unclaimed checks and deposits from their respective funds to the General Fund pursuant to California Government Code Section 50053. RECOMMENDATION: It is recommended that the City Council approve Resolution No. 7968 authorizing the transfer of unclaimed checks and deposits from their respective funds to the General Fund pursuant to California Government Code Section 50053. DISCUSSION: The unclaimed funds procedure was established to provide the proper mechanism to take possession of long-standing unclaimed checks and deposits in accordance with government statutes and to ensure the propriety of the related accounting transactions. Pursuant to Government Code Section 50050-50057, funds that are not the property of the City that remain unclaimed for three years become City property after public notice is made and if not claimed or if no verified complaint is filed and served. After the three-year period, the City Treasurer may cause a notice to be published once a week for two successive weeks in a newspaper of general circulation. The notice will state the amount of money, the fund in which it is held and that it is proposed that the money will become the property of the City on a designated date not less than 45 days nor more than 60 days after the first publication of the notice. Upon or prior to publication, a party of interest may file a claim with the City Treasurer which must include the claimant's name, address, amount of claim, the grounds on which the claim is founded and any other information required by the City Treasurer. After three years and if no authorized claims have been made, the unclaimed checks and deposits become the property of the City and the City Council may transfer them to the General Fund. The City's unclaimed funds listing ran in the Redlands Daily Facts on Sunday, October 28, 2018, and Sunday, November 4, 2018. Attached is the listing of checks and deposits that remain unclaimed. The transfer will increase General Fund miscellaneous income by $91,904.96. ALTERNATIVES: Do not transfer the unclaimed funds and hold them in their respective funds.
