DEFINITIONS AND INTERPRETATION 1.1 In these by-laws unless the contrary intention appears: “EFNL” means Eastern Football Netball League Incorporated. In these rules referred to as “EFNL” or “the league.” “Laws of Australian Football” means the laws of the game of Australian Football adopted by the Australian Football League as modified for the league, set out in By-laws Schedule 1. “League” means the Eastern Football Netball League Incorporated. “AFL Victoria” means AFL Victoria Ltd “Junior” unless otherwise stated refers to all underage (Under 8-18) competitions for both males and females “Senior” refers to both Senior Men’s and Senior Women’s Divisions 1.2 The appendices and schedules attached should be read in conjunction with and form part of the by-laws of the Eastern Football Netball League. 1.3 Any dollar amounts referred to in the bylaws will be subject to GST where applicable. 2. LAWS OF AUSTRALIAN FOOTBALL 2.1 All games shall be played in strict accordance with the “Laws of Australian Football” as determined by the AFL, unless otherwise advised by the EFNL. 2.2 Unless otherwise specified in these by-laws, the AFL “Laws of Australian Football” shall apply in all games. Where discretion is available under the AFL “Laws of Australian Football” for controlling bodies to nominate rule variations, the Board shall notify each club of the “Laws of Australian Rules Football” applicable to the EFNL in each season. 2.3 The Rules and Regulations of EFNL Netball are contained in schedule 8. 3. AFFILIATION FEE PLUS FIXED AND VARIABLE CHARGES 3.1 Each Affiliated Club shall pay as an annual affiliation fee and fixed and variable charges of the sum prescribed by the Board from time to time. 3.2 All monies due to be paid to the league by Affiliated Clubs shall be payable in full no later than thirty (30) days after the date of the monthly statement issued by the league unless contrary arrangements are specifically authorised by the CEO and/or Board. Unless contrary payment arrangements which must be received in writing by the CEO, a minimum of 30 days prior to the due and payable date of each invoice and such arrangement are subsequently approved by the CEO and/or the Board. 3.3 The full amount of each statement is to be paid in full no later than thirty (30) days after the date of the statement. In the case of clubs failing to make such payments, unless acceptable Eastern Football League By-Laws 5

Coincidentally, I joined AFL Tasmania as a Director at virtually the same time Andrew became Chief Executive and during my seven years as Chairman of AFL Tasmania our team has worked very closely with Andrew, Gillon McLachlan and other members of the AFL executive management team. The facts speak for themselves; Andrew Demetriou has been an outstanding national leader of our game and in my opinion he has also provided exceptional support and advice to Tasmanian football through AFL Tasmania. The first time I met with Andrew he was very clear about the fact that the AFL must prioritise its development activities in Queensland and New South Wales. The growth of the game in these two northern states will ultimately be to the benefit of a traditional football state such as Tasmania.

The total AFL participation pathway is illustrated below. The pathway conforms to the belief of the AFL and its state affiliates that anyone wishing to participate in Australian Football must be able to do so in a way that is appropriate to their skills, needs and aspirations. This is best achieved by providing a quality environment in which young players can sequentially develop their skills through activities, games, match rules and conditions fitting their stage of learning and ability. At the youth level the talent pathway to becoming an AFL player begins to emerge through the avenue of regional development squads which have the dual purpose of developing individual player’s abilities and preparing teams to participate in state championships at under 14 and above. Australian Football coaches who are coaching at youth level should have a good understanding of the AFL Participation and Talent Pathways. All players with whom they are working are part of those pathways and many will be dreaming of becoming AFL players. An undestanding of the workings of the pathway and the processes used to identify and develop talented players are important tools for all youth coaches. This chapter includes elements of the evaluation processes which are integral to the talent pathway and coaches may wish to use some of them, perhaps in modified forms, in their coaching programs.
