FROESE (Rhineland): Madam Speaker, I adjourned debate yesterday on this motion in order to get a chance to look at the report that is in Votes and Proceedings of which we have a copy today, As you know, I was not a member of the committee that drew up the lists and therefore I had no knowledge as to what committees I would be put on. I have now looked at the list of the various committees and I would kindly request that my name be added to the Privileges and Elections Committee and to the Statutory Regulations and Orders Committee. MADAM SPEAKER: All those in favour please say aye. MR. FROESE: Madam Speaker, I would like an answer on this question. HON. STEW ART E. McLEAN (Attorney-General) (Dauphin): Madam Speaker, this is a matter which poses a difficult problem. I think that it would not be advisable to accede to the request made by the Honourable the Member for Rhineland. I would point out to him that as a Member of the Legislature he is entitled to attend any of the meetings of the committees of the House, to participate in the debates, although not to vote, if he is not a member of the committee.

Introduction At the annual general meeting of the Manitoba Progressive Conservative Party held last spring, leader Hugh McFadyen acknowledged that while it had had some disappointing setbacks, the Party was nonetheless on the verge of a “great renewal”. In light of the Party’s diminishing fortunes over the past decade, and most recently in the May 2007 election when it suffered its worst electoral showing since 1953, McFadyen’s attempts to instill hope in his Party’s faithful is understandable. Whether the Party is simply experiencing the ebb and flow natural to all political organizations, or is suffering from a deeper, more serious malaise, however, remains disputable. What is clear is that the Conservatives, as they enter the 21st century, are at a turning point in their history. The extent to which it is able to overcome its current woes, and be viewed as a credible and realistic alternative to the governing New Democrats by a wider proportion of Manitobans, is the fundamental question before the Party today. It is also the focus of this paper. In addressing the varied challenges confronting the P.C. Party as it enters the new millennium, the paper will draw on interviews with party insiders as well as a variety of primary and secondary documents1.

Reviewed by Matthew Hayday (Centre for Canadian Studies, Mount Allison University) Published on H-Canada (February, 2006) Bigotry and Bilingualism in Manitoba: A Warning to Canadians In the late 1970s, many English-speaking Canadians were outraged at Quebec's Bill 101, the Charte de la langue française. This piece of language legislation, passed by the Parti Québécois, restricted the use of English on public signs in the province, limited access to English-language education, and took numerous other steps to ensure the primacy of the French language in Quebec. The legislation was immediately subject to legal challenges from groups who argued that Bill 101 violated the constitution. Amidst the maelstrom of media attention dedicated to the future language rights of Quebec's anglophone and allophone populations, a second, potentially more devastating legal challenge to Manitoba's language laws was threatening the legal legitimacy of the Manitoba government itself, yet these events received comparatively little media attention outside of Manitoba and Quebec. A unilingual parking ticket issued to Georges Forest in 1975 would result in over a decade of legal wrangling, hostile parliamentary gamesmanship, and outright racism in Manitoba before cooler heads eventually prevailed.
