1 INTRODUCTION

1.1 Background Information

Exxaro Coal (Pty) Ltd, (Exxaro) has appointed Zitholele Consulting (Pty) Ltd (Zitholele) to undertake a Water Use Application Process for the Grootegeluk Mine in Lephalale; for the abstraction of water from a water resource in terms of Section 21 (a) of the National Water Act (Act 36 of 1998), as amended (NWA).

At present Exxaro Coal (Pty) Ltd is authorized to abstract 6.88 Mm3/a (Mining & Industry) & 720 000 m3/a (Power Generation), which amounts to 7.6 Mm3/a of water through the Mokolo Crocodile River Water Augmentation Project (MCWAP-I) scheme Phase 1, to augment the process water needed at the mine as well as use in future projects & expansions.

This application is linked to the second phase of the Mokolo Crocodile River Water Augmentation Project (MCWAP-II) and intends to increase the current allocation of 7.6 Mm3/a to 8 Mm3/a. The additional 0.4 Mm3/a will ensure that Exxaro future water needs are met considering all future projects. According to the abstraction agreement currently being finalized, should the S21 (a) abstraction license be granted it will replace the existing abstraction license once the Mokolo Crocodile River Water Augmentation line form Vleëpoort becomes operational.

It should also be noted that Exxaro Coal (Pty) Ltd is currently in the process of transferring the 720 000 m3/a allocated to Power Generation back to Mining and Industry. This amendment process is separate from the MCWAP-II application and for this purpose this application the focus will be the abstraction of 8 Mm3/a from the Mokolo Crocodile River Water Augmentation Project (MCWAP-II).

1.2 Regional setting and location of activity

The Grootegeluk Mine is located approximately 20 km from the Lephalale Town in the Limpopo Province. The Grootegeluk mine site falls within the Lephalale Local Municipality and the Waterberg District Municipality and is situated on the following farms which makes out the Mining Rights area, Grootegeluk 459 LQ, Enkelbult 462 L, Daarby 458 LQ, Leeuwdrif 312 LQ, Hierontrent 460 LQ and Turfvlakte 463 LQ. Refer to Figure 1-1 for a locality map.

The abstraction point will be situated at the Exxaro pump station which is located on Portion 3 of farm Grootestryd 465 in Lephalale, which falls with the jurisdiction of Lephalale Local Municipality. The Pump Station is located approximately 16.7km for the Lephalale Town in Limpopo Province, refer to Figure 1-1.

1.3 Property description

The Exxaro Pump Station where the abstraction will take place is located on Portion 3 of Farm Grootestryd 465 LQ which is owned by Exxaro. The pump station is located south east of the

Grootegeluk Mine and it is approximately 6.4km from the mine. The property is owned by Exxaro (Pty) Ltd.

1.4 Purpose of the WUL Application

This WULA Technical Report has been compiled to meet the following objectives:

• To characterise the present status of the site; • To motivate for the proposed application; • To formulate measures to obtain outstanding information, and • To compile an action plan to ensure that management of water balance and storage on site.

The purpose of the report is to provide a planning framework that will achieve site specific objectives related to the management of water. These objectives will be set to relate to corporate environmental policy, regulatory requirements, and legal compliance.

Zitholele Consulting (Pty) Ltd is an empowerment company formed to provide specialist consulting services primarily to the public sector in the fields of Water Engineering, Integrated Water Resource Management, Environmental and Waste Services, Communication (public participation and awareness creation) and Livelihoods and Economic Development. Expertise of the Environmental Assessment Practitioner

Ms Jessica Morwasehla - is a Junior Environmental Assessment Practitioner, holds a BSc Degree (Environmental and Resource Studies) from the University of Limpopo (Turfloop Campus) and National Certificate in Environmental (Learnership program) from Green Skills Academy. She has 2 year working experience in the environmental field. Her competencies lie in ArcGIS, Basic Assessment, Environmental Screening, Environmental Control Services, and Water Use License Application through eWULAAs and Public Participation for small- and large-scale projects. She is a member of the International Association for Impact Assessments (IAIA) and is a registered candidate with the South African Council for Natural Scientific professionals (SACNASP) since 2019. Jessica is the compiler of this WULA technical report.

Mrs Tebogo Mapinga – is a Senior Environmental Scientist, holds a BSc degree with 14 years of experience in the environmental field in both public and private sectors. He holds a BSc Degree (Major in Physiology and Zoology) from the University of Limpopo (Turfloop Campus) and she is in the process of completing her Honours Degree in Environmental Management with the University of . Her competencies lie in environmental impact assessments, Basic Assessment, Environmental Screening, Environmental Management Programs, compliance monitoring and obtaining permits for small- and large-scale project. She is a member of the International Association for Impact Assessments (IAIA) and is a registered professional natural scientist (Pr. Sci. Nat.) in the field of Environmental Science with the South African Council for Natural Scientific Professionals (SACNASP) since 2017. Tebogo is ideally positioned to manage this environmental authorisation process with integrity and independence, while advising the client toward alternatives that have less potential for environmental impact.

Dr Mathys Vosloo graduated from the Nelson Mandela Metropolitan University with a PhD in Zoology in 2012, after successfully completing a MSc in Zoology and BSc (Hons) in Zoology. Dr Vosloo is a member of the International Association for Impact Assessments (IAIA) and is a registered professional natural scientist (Pr. Sci. Nat.) in the field of Ecological Science with the South African Council for Natural Scientific Professionals (SACNASP) since 2012. He has been involved in electricity generation, transmission and distribution projects and their potential impacts on the environment for a large part of his career. Mathys has gained extensive experience in managing integrated environmental authorisation processes and has successfully managed large projects through the phases of EIA in terms of the National Environmental Management Act, 1998 (Act No. 107 of 1998) and National Environmental Management Waste Act, 2008 (Act No. 59 of 2008). Mathys has also been involved in Water Use Licensing as a component of integrated authorisation processes.

Dr Vosloo has been involved in electricity generation, transmission and distribution projects and their potential impacts on the environment for a large part of his career. Mathys has gained

extensive experience in managing integrated environmental authorisation processes and has successfully managed large projects through the phases of EIA in terms of the National Environmental Management Act, 1998 (Act No. 107 of 1998) and National Environmental Management Waste Act, 2008 (Act No. 59 of 2008). Mathys has also been involved in Water Use Licensing as a component of integrated authorisation processes.

Mathys has a comprehensive understanding of the relevant environmental legislation and works intimately with specialist consultants to ensure that potential impacts are accurately identified, assessed, and mitigated. With his experience in similar projects, Dr. Vosloo is ideally positioned to manage this environmental authorisation process with integrity and independence, while advising the client toward alternatives that have less potential for environmental impact.

2 PROJECT DESCRIPTION

2.1 Description of activity

Exxaro Coal (Pty) Ltd is currently authorized to abstracts 6.88 Mm3/a (mining and industry) and 720 000 m3/a (power generation) of water through the Mokolo Crocodile River Water Augmentation Project (MCWAP) scheme to augment the process water needs at the mine. The abstraction point for this phase of the augmentation project is located at the Mokolo Dam, 23°58'55.00"S and 27°43'13.00"E in the A42G quaternary catchment in the Limpopo Water Management Area.

The MCWAP-II project will be constructed to address the need for water for future developments in the Waterberg. Exxaro has agreed to support the development and is finalizing its agreement with the Department and TCTA as it relates to the construction and development of Phase 2 of the MCWAP project (MCWAP II).

Therefore, Exxaro proposes to apply for a MCWAP II allocation under the National Water Act (NWA, Act 36 of 1998). The proposed activity will entail the increase in the abstraction volume to be in line with the agreed MCWAP II allocation agreement. The intent is to bring the allocation to 8 Mm3/a. The water will be abstracted from the Exxaro Pump Station located in Lephalale.Therefore, an increase of 0.4 Mm3/a is required.

2.2 Extent of activity

As part of the MCWAP-2A a transfer pipeline and appurtenant works is proposed from the Vlieëpoort Abstraction Works on the Crocodile River (West) which will follow a northerly route to Steenbokpan and then eastwards to a Point of Supply suitably numbered close to the Matimba Power Station, see Figure 2-1. It should be noted that the application process for the pipeline is a separate application which is being undertaken by the Department of Water and Sanitation (DWS). Exxaro will, therefore, abstract the proposed increase in the abstraction volume of water at the pump station in Lephalale. The abstraction point for Exxaro is located Portion 3 of Farm

Grootestryd 465 LQ and the water will be pumped to the Grootegeluk Mine, which is approximately 6.5 kilometres form the abstraction point.

3 REGULATORY WATER USE FRAMEWORK

3.1 Summary of all water uses.

In terms of Section 22(1) a person may only use water on the following conditions:

22(1) a person may only use water. (a) Without a licence - (i) If that water use is permissible under Schedule 1; (ii) If that water use is permissible as a continuation of an existing lawful use; or (iii) If that water use is permissible in terms of a general authorisation issued under section 39; (b) If the water use is authorised by a licence under this Act; or (c) If the responsible authority has dispensed with a licence requirement under subsection 3.

Refer to Table 3-1 for the water use being applied for.

3.2 Existing lawful water uses.

In terms of Section 32 of the NWA, an existing lawful water use is defined as follows:

“Water use which has taken place at any time during a period of two years immediately before the date of commencement on the Act (1 October 1996 – 30 September 1998) and which was authorised by or under any law which was in force immediately before the date of commencement of this Act, or which has been declared an existing lawful water use in terms of Section 33 of the Act.”

3.3 Relevant exemptions

No exemptions are applicable.

3.4 Generally authorised water uses.

The existing licenses for the abstraction of water from MCWAP-1 are:

• License No.: 07/A42J/A/5319 issued on 28 March 2019 – taking water of a maximum quantity of six million eight hundred and eighty thousand and cubic metres per annum; and • License No.: 07/A42J/A/5320 issued on 28 March 2019 – taking water of a maximum quantity of seven hundred and twenty thousand cubic metres per annum.

3.5 New water uses to be licensed.

The water uses to be licenced are illustrated in Table 3-1 below.

4 PUBLIC PARTICIPATION

The public participation process is being undertaken in terms section 41 of the EIA regulations 2014, as amended. The 21-day public review will be from 04 February 2021 to 25 February 2021. A newspaper advert will be published in the Mogol Post. The following steps were and will implemented to notify all stakeholders of the proposed Water Use License Application for the Grootegeluk Mine:

• Consultation with relevant decision-making and regulating authorities (at National, Provincial and Local levels); • Identification of I&APs and establishment of a database; • Placement newspaper advertisement in the local newspaper; • Email notification of the availability of the WULA Technical Report on the Zitholele website; and • Comments received will be collated and addressed accordingly in the public participation report outlined in Annexure D (8) in terms of GN R. 267 of the National Water Act (Act No. 36 of 1998)

5 ENVIRONMENTAL ASPECTS

5.1 Ecological process

Most of the Waterberg Region falls within the Central Bushveld Bioregion, which falls within the Savanna Biome. There are also small patches of vegetation that fall within the Mesic Highveld Grassland Bioregion, which falls within the Grassland Biome. Patches of Azonal vegetation is also found within the area. Lowveld Riverine Forest, Springbokvlakte Thornveld, Central Sandy Bushveld, Makhado Sweet Bushveld and Subtropical Salt Pans are the vegetation types of most concern for conservation. There are 43 mammal species of conservation concern that occur in the study area. Thirteen of these species are threatened with extinction and are on the Red List.

5.2 Climate

The climate of the Waterberg District varies. The northern and western regions of the area experience a hot and semi-arid climate. The southern and eastern regions are more humid and slightly cooler. The Waterberg District receives summer rainfall. The area south-east of the Waterberg formation as well as the Waterberg formation itself receives more rainfall than the surrounding area. Thabazimbi receives the lowest rainfall of the recorded weather stations in the EMF area. The average rainfall is 600-650mm with the highest measurements occurs in January and December. Summer temperatures for the area are generally very warm, while winter temperatures are mild to cool.

5.3 Topography and soil

The character of the Waterberg Escarpment is an important feature of the area. It is an asset that should be protected. Similarly, the wide-open bushveld plains of the Limpopo Peneplain represent a special South African bushveld character. This character is one of the keys selling points that the tourism sector employs in their marketing strategy. Steep slopes have been identified in the Environmental Management Framework (EMF) as they are inherently sensitive to change. The soil of the area is diverse. Major soil associations have been identified. These include weakly developed soils on mountainous catchments, uplands, and rocky areas, dystrophic, red, and yellow, freely draining sandy soils, and plinthic upland duplex and paraduplex soils on undulating middleveld, rugged terrain. The agricultural potential of the area is intimately associated with topographical, pedological (soil) and climate determinants. Rainfall distribution is also an important factor in determining the agricultural potential.

5.4 Geology

The simplified geology of the Waterberg District can be classified into five distinct geology types, namely the Transvaal Super Group, Karoo Super Group, Waterberg Group, Bushveld Igneous Complex, and the Archaean Granite/Gneiss and Swazian Complex. The Karoo Super Group contains coal deposits while Bushveld Igneous Complex habours important sources of platinum and chromium. The Waterberg Group contains no minerals of economic value. The Transvaal Super Group has deposits. The lithology of the area shows that there are 26 dominant rock types occurring in the Waterberg District. All of which are described. The landscape of the Waterberg District is a unique feature that distinguishes it from any other place in South Africa. There are four main landscape features in the Waterberg District, namely the Waterberg Plateau, the Transvaal Plateau Basin, the Pietersburg Plain and the Limpopo Depression.

5.5 Hydrology

The Grootegeluk Mine falls within the Limpopo Water Catchment Management Area. The site is situated in the Quaternary Catchment A42J. The closest rainfall station to the Grootegeluk Mine is Tambootivlei (0673636_W). The Mean Annual Precipitation (MAP) recorded at this station is 458 mm.

5.6 Socio-economic environment

The site is located in Lephalale, which fall within the jurisdiction of Lephalale Local Municipality in Ward 2. The Lephalale Local Municipality has a population of approximately 115 767 and 29 880 households. The municipality has an average annual population growth rate of 3.06%. The municipality is home to 90.7% Africans, 7.9% Whites, 0.9% Coloured and 0.3% Indians. The unemployment rate in the Lephalale Municipality is at approximately 22.2% with youth unemployment rate at 26.9%. The municipality has 45 527 economically active (employed or unemployed but looking for work) people in the municipality. The building site of the Medupi Power

Station and the operational Matimba Power Station are the largest sources of employment together with agricultural activities such as cattle, poultry, and game farming.

6 IMPACT ASSESSMENT

As part of the MCWAP-2A a transfer pipeline and appurtenant works is proposed from the Vlieëpoort Abstraction Works on the Crocodile River (West) which will follow a northerly route to Steenbokpan and then eastwards to a Point of Supply suitably numbered close to the Matimba Power Station. The pipeline application is a separate application undertaken by DWS. Therefore, the impacts of the MCWAP-2 on the watercourse will be assessed and proposed mitigations will be identified by DWS. This application focuses on the abstraction of water from an existing pump station, therefore there will be no environmental impacts.

7 WATER BALANCE.

Figure 7-1 and Figure 7-2 below shows a schematic representation and quantities of the mine’s water balance, and a technical memo attached in Appendix B further explains each element of the water balance. The technical memo illustrates how the water balance and storage on site is currently being managed and how the additional abstraction will affect this balance for the proposed increase in abstraction volume.

8 CONCLUSION

Exxaro proposes to apply for a MCWAP II allocation under the National Water Act (NWA, Act 36 of 1998). Exxaro Coal (Pty) Ltd is authorized to abstract 6.88 Mm3/a (Mining & Industry) & 720 000 m3/a (Power Generation), which amounts to 7.6 Mm3/a of water through the MCWAP-1. This water use application is, therefore, for the abstraction of the 0.4 Mm3/a through the MCWAP-2. This application will not have any significant impacts on the environment as the abstraction point is located within the Grootegeluk Mine will be from an existing pump station.

1 INTRODUCTION

Exxaro Resources Limited (Exxaro) has appointed Zitholele Consulting (Pty) Ltd (Zitholele) to undertake a Water Use Application Process for the Grootegeluk Mine in Lephalale; for the extraction of water from a water resource in terms of Section 21 (a) of the National Water Act (Act 36 of 1998), as amended (NWA).

Exxaro Coal (Pty) Ltd is authorized to abstract 6.88 Mm3/a (Mining & Industry) & 720 000 m3/a (Power Generation), which amounts to 7.6 Mm3/a of water through the Mokolo Crocodile River Water Augmentation Project (MCWAP-I) scheme Phase 1, to augment the process water needed at the mine as well as use in future projects & expansions.

This application is linked to the second phase of the Mokolo Crocodile River Water Augmentation Project (MCWAP-II) and intends to increase the current allocation of 7.6 Mm3/a to 8 Mm3/a. The additional 0.4 Mm3/a will ensure that Exxaro’s future water needs are met considering all future projects. According to the abstraction agreement currently being finalized, should this 21 (a) abstraction license be granted it will replace the existing abstraction license once the Mokolo Crocodile River Water Augmentation line form Vleëpoort becomes operational.

It should also be noted that Exxaro Coal (Pty) Ltd is currently in the process of transferring the 720 000 m3/a allocated to Power Generation back to Mining and Industry. This amendment process is separate from the MCWAP-II application and for this purpose this application the focus will be the abstraction of 8 Mm3/a from the Mokolo Crocodile River Water Augmentation Project (MCWAP-II).

1.1 Purpose of the Technical Memo

This technical memo illustrates how the water balance and storage on site is currently being managed and how the additional abstraction will affect this balance for the proposed of this application.

2 WATER BALANCE

Figure 1 shows a schematic representation of the mine water balance consisting of elements as described in the following sections. The boundary of the water balance encloses the entire mine. The seepage and recharge has not been indicated on the schematic but has been accounted for in the water balance.

Components of the water balance are presented in Section 2.1 to 2.7.

2.1 Beneficiation Plants, Reductant Plant, Offices, Workshops and Service Stations

The Beneficiation Plants refers to the footprint where the Grootegeluk (GG) coal plants extract coal from the mines, this includes Plant Area GG1-6 and GG7-8.

2.1.1 GG1-6 Plant Area (includes GG1, GG2, GG3, GG4, GGs, GG6)

The Recovered Water Dam is supplied by some of the dewatering boreholes and water pumped from the Pit Sump. This dam can be topped up with MCWAP raw water suppy. The Clarified Water Dam receives return water from Bosbok Dam. Water is mostly used in the plant for Relative Density (RD) control, flocculation and washing.

2.1.2 GG7-8 Plant Area (includes GG7, GG8, GG10)

The Recovered Water Dam is supplied by some of the dewatering boreholes and water pumped from the Pit Sump. This dam can be topped up with raw water supplied from the Mokolo Dam. The Clarified Water Dam is fed by water pumped from the Pit Sump and is topped up with raw water supplied from the Mokolo Dam.

2.1.3 CHAR Plant

The CHAR Plant is fed by MCWAP raw water supply and also from GG1 and GG2 plants. Some of the water is utilised in the cooling system.

2.1.4 Offices, Workshops and Service Stations

General consumption water flows are supplied to the offices, workshops and service stations.

2.1.5 Sub System Water Flows

The subsystem for the Beneficiation Plants, CHAR Plant, Offices, Workshops and Service Stations has a water balance at 1 327 146m3 per month or 15 925 756m3 per annum. This consists of inflows from MCWAP supply, Boreholes, Potable Water supply and treated sewage effluent supply. The outflows include water lost in the product and waste, water lost through evaporation, seepage flows and general consumption. Recirculation inflows are from the Slimes Dam Complex, Bosbok Dam and Pit Dewatering. Recirculation outflows are to the Pit and the Slimes Dam Complex.

2.2 Bosbok Dam

Bosbok Dam provides additional storage for return water. It receives water from the runoff from the plant area. Water is first discharged into a silt trap where some of the suspended solids settle down, and water overflows into the dam.

Bosbok Dam has a water balance at 88 842m3 per month or 1 066 104m3 per annum. This consists of direct rainfall, runoff and inflow from the Slimes Dam Complex. There are evaporation and seepage losses with an outflow to the Beneficiation Plant.

2.3 Slimes Dam Complex

The Slimes Dam Complex includes the Concrete Dam and the Mamba Dam. It receives slurry streams from the Beneficiation Plants and recirculates water back to them. Other inflows are direct rainfall and runoff whilst the outflow also includes a flow to the Bosbok Dam. The losses through evaporation and seepage.

The Slimes Dam Complex has a water balance at 147 252m3 per month or 1 773 252m3 per annum.

2.4 Pit Dewatering System

The pit dewatering system consists the Open Pit, Bench 11 and Bench 13 sumps.

2.4.1 Open Pit

The pit section generates water through runoff and recharges through the backfill and rehab area. The pit receives seepage from the Bench 11 sump. No direct groundwater ingress is known to report to the pit.

2.4.2 Bench 11 Sump

Bench 11 Sump receives water from the N1 channel and direct catchment runoff. The N1 channel drains the plant overflows and runoff from some of the plant’s catchment area. Water does not seem to accumulate in Bench 11 Sump, and it has been reported that a large portion of the water seeps through the backfill and into the main pit. A hydrogeological study to characterise the seepage volumes is being carried at the time of writing this report.

2.4.3 Bench 13 Sump

Inflows into Bench 13 Sump are from runoff within the pit, backfill recharge and seepage from Bench 11 Sump. The main outflow from the sump is for dust suppression which is done via a pumping system. The sump advances progressively as mining activities advance.

2.4.4 Sub System Water Flows

The subsystem for the Pit Dewatering System has a water balance at 650 552m3 per month or 7 806 624m3 per annum.

2.5 Dirty Water Facilities

The Dirty Water Facities constitute of the Buffer Dam and the Olifantskop Dam. Inflows are through direct rainfall, catchment runoff and Beneficiation Plants outflows. The losses are through evaporation and seepage.

A water balance is attained at 1 800m3 per month or 21 600m3 per annum.

2.6 Voëltjie Dam

Voëltjie Dam is a clean water dam within inflows from rainfall, runoff and MCWAP supply. It’s losses are through evaporation and

2.7 MCWAP Supply

The current MCWAP supply is currently licensed for 7.6 million cubic meters per annum (Mm3/a). The water balance is presented for the proposed increased supply of 8.0 Mm3/a.
